The Lanzhou Municipal Development and Reform Commission implements the policies and decisions of the Central Committee of the Communist Party of China and the provincial and municipal Party committees concerning development and reform work. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over development and reform efforts. Its principal responsibilities are as follows:
(1) Formulating and implementing the city's national economic and social development strategies, medium-to-long-term plans, and annual programmes, while coordinating economic and social development. Compiling, coordinating, and organising the integration of the city's specialised plans, regional plans, and spatial plans with national and provincial development plans. Balancing regional plans, sectoral plans for major industries and departments, and specialised plans. Submitting reports on national economic and social development plans to the Municipal People's Congress on behalf of the Municipal Government.
(2) Proposing overarching objectives, major tasks, and relevant policies for accelerating the construction of a modern economic system and promoting high-quality development. Organising evaluations and oversight of major strategic plans, significant policies, and key projects, and proposing relevant adjustments.
(3) Formulating key objectives for national economic and social development, monitoring macroeconomic and social development trends, undertaking responsibilities for monitoring, forecasting, early warning, and information guidance, and proposing macro-control policy recommendations. Coordinating macroeconomic policies comprehensively and leading research into macroeconomic response measures. Regulate economic operations and coordinate solutions to major issues arising in economic activities. Draft and implement relevant pricing and fee policies, and formulate and adjust municipal pricing and fee standards. Organise citywide price and cost investigations, supervision and audits, market price monitoring, and price appraisal and certification for assets involved in cases. Undertake qualification reviews for citywide price assessment institutions and personnel. Guide citywide pricing and fee management work.
(iv) Guide, advance and coordinate citywide economic system reform efforts, proposing relevant reform recommendations; Examine major issues and policies concerning the city's economic system reform; organise the drafting of comprehensive economic system reform plans; coordinate specialised economic system reform plans; collaborate with relevant departments to ensure coordination between key specialised economic system reforms. Promote the coordinated advancement of supply-side structural reform. Coordinate the advancement of reforms to the property rights system and factor market allocation. Promote the improvement of the basic economic system and the development of a modern market system; collaborate with relevant departments to implement the market access negative list system. Lead efforts to optimise the business environment. Guide and coordinate pilot initiatives for economic system reform across the city.
(5) Formulate strategies, plans, aggregate balance, and structural optimisation policies for foreign investment utilisation and overseas investment. Determine the city's overall foreign investment scale and allocation, while guiding and supervising the use of foreign loans. Organise the drafting of strategies and plans for the city's participation in the Western Development Strategy, coordinating the implementation of major policies; draft major policies for the Belt and Road Initiative and coordinate their implementation. Undertake the overall coordination of ‘going global’ initiatives. In conjunction with relevant departments, formulate the negative list for foreign investment access.
(VI) Oversee comprehensive investment management, formulate targets and policies for the total scale and structural adjustment of fixed-asset investment across society, and lead the drafting of regulations, rules, and normative documents governing government investment management, as well as the catalogue of government-approved fixed-asset investment projects. Identify major projects, allocate municipal budgetary construction funds, and approve, authorise, or review major construction projects within prescribed authority. Oversee feasibility study approvals (project initiation), preliminary design reviews, and budgetary estimates for government projects and foreign loan projects where the government assumes repayment or guarantee responsibilities. Formulate and implement policies to encourage private investment, guiding its direction.
(vii) Organise the formulation and implementation of regional coordination development strategies, new urbanisation strategies, and major policies; draft relevant regional plans and policies. Coordinate the implementation of regional development strategies. Implement poverty alleviation relocation and workfare programmes. Coordinate regional cooperation and development. Organise the compilation and implementation of new urbanisation plans. Oversee the planning and guidance of development zones across the city.
(viii) Organise the formulation of comprehensive industrial policies, coordinate major issues concerning the development of primary, secondary and tertiary industries, and ensure the integration and alignment of relevant development plans and major policies. Ensure coordination and balance with national economic and social development plans and programmes. Coordinate the advancement of major infrastructure development, and organise the formulation and implementation of strategic plans and major policies for the service sector and modern logistics. Conduct comprehensive analysis of consumption trends and formulate and implement comprehensive policy measures to stimulate consumption.
(9) Promote the implementation of the innovation-driven development strategy. Collaborate with relevant departments to formulate plans and policies for advancing innovation and entrepreneurship, proposing policies for fostering innovation and cultivating new drivers of economic growth. Organise the formulation and implementation of development plans and policies for high-tech industries and strategic emerging industries, coordinating major issues concerning industrial upgrading and the promotion and application of major technological equipment.
(10) Monitor and assess various risks and hidden dangers in the economic security domain, proposing relevant work recommendations. Lead the coordination mechanism for economic security matters across the city. Research and analyse market supply and demand conditions, ensuring overall balance in the supply and demand of key commodities. Organise the formulation of development plans and regulatory policies for key agricultural products, production materials wholesale markets, and futures markets. Collaborate with relevant departments to draft the catalogue of reserve materials and the overall development plan for Lanzhou City.
(11) Oversee the policy integration of social development with national economic development. Organise the formulation of the city's social development strategies, master plans, and annual programmes. Participate in drafting development policies for population and family planning, science and technology, education, culture, health, civil affairs, and other sectors. Coordinate the advancement of basic public service systems and income distribution reforms. Research and propose policy recommendations to promote employment, adjust income distribution, and improve the coordinated development of social security and the economy. Coordinate major issues and policies concerning the development and reform of social undertakings.
(12) Advance the implementation of sustainable development strategies, promote ecological civilisation construction and reform, and coordinate efforts in ecological environment protection and restoration, circular economy development, energy and resource conservation, and comprehensive utilisation. Implement policy measures for ecological protection compensation mechanisms, and comprehensively coordinate environmental protection industries and clean production promotion. Propose energy consumption control targets and tasks, and organise their implementation.
(13) Formulate the city's energy development strategy, plans, policies, and annual programmes; propose relevant institutional reform recommendations; implement management of energy sectors including petroleum, natural gas, coal, and electricity; and implement energy price management. Research and propose oil and gas pipeline development plans, coordinating their implementation. Manage national petroleum reserves; propose policy measures for developing new energy sources and promoting energy conservation within the energy sector. Conduct international energy cooperation.
(14) Participate in analysing the city's fiscal and financial operations, proposing relevant policies and measures. Oversee the development of the social credit system, formulating policies, measures, and recommendations to advance its implementation. Develop strategic plans for the social credit system. Guide and promote the credit services industry, regulating credit service institutions. Establish standards for the collection, sharing, disclosure, and service provision of public credit information. Advance the construction of the city-wide credit information sharing and exchange platform, overseeing the collection, sharing, and disclosure of public credit information, as well as facilitating cross-regional and cross-departmental information sharing for joint incentives for trustworthy conduct and joint penalties for dishonest behaviour.
(15) Handle administrative licensing, approval, review, and authorisation matters as stipulated by laws, regulations, and rules.
(16) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and the Provincial Development and Reform Commission.
