(i) Implementing national policies, guidelines, laws and regulations concerning science and technology work; formulating the city's innovation-driven development strategy, as well as plans and policies for scientific and technological advancement and the introduction of foreign expertise, and overseeing their implementation and supervision. Drafting local regulations and municipal government rules pertaining to the science and technology sector.
(2) Coordinate the advancement of the city's innovation system and reform of the science and technology framework. Collaborate with relevant departments to refine incentive mechanisms for technological innovation and lead their implementation. Optimise the research system by formulating plans and policies for the reform, development, and strategic placement of research institutions, overseeing their execution, and organising innovation performance management for such institutions. Foster the development of new research and development entities. Promote the enhancement of corporate scientific and technological innovation capabilities, undertaking tasks related to advancing the integration of military and civilian technological development. Advance the establishment of science and technology development strategies and scientific decision-making advisory systems.
(iii) Lead the establishment of a unified Lanzhou science and technology management platform and mechanisms for coordinating, evaluating, and supervising research project funding. Collaborate with relevant departments to propose policy measures for optimising the allocation of science and technology resources, organise the formulation of policies to diversify science and technology investment, and oversee municipal-level fiscal science and technology programmes (special projects, funds, etc.). Manage the department's budgetary estimates, final accounts, and audit supervision.
(iv) Take the lead in formulating the city's medium-to-long-term science and technology innovation development plans and annual work programmes, and organise their implementation. Formulate and implement policies and measures for establishing various science and technology innovation bases (including incubators, maker spaces, public technology platforms) and innovation and entrepreneurship service platforms across the city. Organise the recommendation and application for provincial-level innovation bases and platforms such as key laboratories, technology innovation centres, and clinical medical research centres. Promote the development of scientific research support capabilities and the open sharing of scientific and technological resources.
(v) Research major issues concerning the promotion of economic and social development through science and technology across the city. Coordinate the research, development, and innovation of fundamental and key common technologies. Lead the organisation of major technological breakthroughs and the demonstration of application outcomes.
(vi) Organise the formulation of plans, policies, and measures for high-tech development and industrialisation, as well as for scientific and technological innovation in agriculture, rural areas, and social development. Conduct analyses of technological development needs in key fields. Organise major research and development tasks and oversee their implementation.
(vii) Lead the establishment of a technology transfer system, formulate and implement relevant policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of industry-academia-research collaboration. Establish a joint conference system for higher education institutions and research institutes in Lanzhou to advance the transfer and transformation of achievements from universities and research institutions. Oversee the management of scientific and technological achievements across the city, guide the development of technology markets and the establishment of science and technology intermediary organisations. Coordinate and promote the creation of scientific and technological intellectual property. Organise and recommend candidates for provincial-level science and technology awards.
(8) Coordinate the advancement of the National Independent Innovation Demonstration Zone and the Lanzhou-Baiyin Science and Technology Innovation Reform Pilot Zone within the Lanzhou New Area, Lanzhou High-Tech Zone, and Lanzhou Economic Zone. Promote regional innovation development, rational allocation of scientific resources, and collaborative innovation capacity building, while advancing the development of science and technology parks.
(9) Oversee the establishment of a science and technology supervision and evaluation system, manage relevant scientific assessments, drive reforms in evaluation mechanisms, and coordinate research integrity initiatives. Implement scientific innovation surveys and the science and technology reporting system.
(10) Overseeing international and regional scientific and technological cooperation and exchanges across the city; conducting science and technology publicity, information dissemination, statistical compilation, and exhibition activities.
(11) Managing the recruitment of overseas talent and expertise citywide. Formulating plans for attracting foreign experts, establishing and refining mechanisms for recruiting foreign experts and teams, and organising their implementation. Administering foreign experts working in Lanzhou. Centralising management of overseas training programmes for city personnel.
(12) Collaborate with relevant departments to formulate citywide plans for science and technology talent development. Draft policy measures to incentivise innovation and entrepreneurship among scientific and technological personnel, and implement innovation and entrepreneurship programmes for such talent.
(13) Formulate plans and policies for science popularisation and scientific communication, promoting the implementation of science outreach activities, science communication creation, and the development of science popularisation demonstration bases.
(14) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Science and Technology.
(15) Functional Transformation. The Municipal Science and Technology Bureau shall strengthen, optimise, and coordinate capacity building in science and technology management and service functions across the city. Improve the institutional framework and organisational system for scientific and technological innovation, enhance macro-level management and coordination, strengthen ex-post supervision and research integrity development. Shift focus from R&D management to innovation services, and deepen reforms in the management of science and technology programmes.
