Lanzhou Municipal Ethnic and Religious Affairs Commission Functional Information

(1) Implement the guidelines, policies, and relevant national laws and regulations concerning ethnic and religious affairs issued by the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, the Provincial Government, the Municipal Party Committee, and the Municipal Government; oversee the implementation of publicity and education efforts regarding ethnic and religious laws, regulations, and policies.


(2) Discharge ethnic and religious management responsibilities in accordance with the law; safeguard socialist ethnic relations characterised by equality, unity, mutual assistance, and harmony among all ethnic groups; protect citizens' freedom of religious belief and normal religious activities; uphold the lawful rights and interests of religious circles; and promote harmonious religious relations.


(3) Organise research into ethnic and religious issues, formulate opinions and recommendations on related work, coordinate relevant departments in fulfilling their duties, and facilitate the implementation of ethnic and religious policies in economic development and social undertakings.


(iv) Coordinate the handling of major matters concerning ethnic and religious relations, safeguard the lawful rights and interests of ethnic minorities and religious believers; undertake commendation activities for ethnic unity and progress; administer municipal ethnic minority associations and religious organisations.


(v) Organise the submission of information in the ethnic and religious domains, study the characteristics and patterns of ethnic and religious information work, and advance the implementation of the ethnic and religious affairs service system and the informatisation of ethnic affairs management.


(vi) Participate in formulating policies and measures concerning education, culture, science and technology, health, sports, news, and publishing for ethnic minorities; review publications, audio-visual products, and other materials involving ethnic minority content; oversee ethnic minority language and script work, guiding translation, publishing, and the rescue, preservation, collection, and collation of ancient ethnic texts.


(vii) Participate in formulating plans for ethnic minority talent development; Maintain liaison with ethnic minority cadres; assist relevant departments in the training, education, and deployment of ethnic minority cadres; oversee training for religious personnel and relevant individuals.


(viii) Guide religious organisations in conducting activities in accordance with the law; actively promote self-education among religious groups concerning patriotism, socialism, support for national reunification, and strengthening ethnic unity; coordinate matters concerning religious organisations that require government resolution.


(ix) Jointly with relevant departments, approve the establishment of religious activity venues in accordance with the law; manage and supervise religious activities; Manage religious clergy and oversee their registration.


(10) Organise and coordinate exchanges and cooperation in ethnic and religious affairs with foreign entities and Hong Kong, Macao, and Taiwan; participate in external publicity concerning ethnic and religious matters; oversee foreign affairs management in ethnic and religious domains; organise and guide relevant departments and religious circles in international religious exchanges; manage Muslim pilgrimage arrangements; and participate in external publicity involving religious themes.


(11) Guiding ethnic and religious affairs departments in counties and districts to lawfully perform management duties, handle incidents, prevent illegal activities exploiting ethnic or religious contexts, and counter foreign infiltration through such means.


(12) Strengthening liaison with ethnic villages and townships (sub-districts) with significant minority populations and substantial religious work responsibilities.


(13) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Ethnic Affairs Commission, and Provincial Religious Affairs Bureau.
