The Civil Affairs Department of Lanzhou City is primarily responsible for establishing and improving the social assistance system, guiding the implementation of the minimum living allowance for urban and rural residents, providing support for individuals in extreme hardship, offering temporary living assistance, and verifying low-income households. It formulates welfare subsidy schemes for the elderly and develops plans, policies, and standards for the elderly care service system. The department oversees the management of elderly care services, welfare for the elderly, institutions providing support for individuals in extreme hardship, and publicly-built, privately-managed elderly care facilities. It coordinates efforts to advance care services for rural left-behind elderly individuals. It strengthens the care service system for rural left-behind children and the protection system for children in distress, while overseeing citywide child welfare, adoption registration, and the management of child rescue and protection institutions. It enhances supervision of social organisations and private non-enterprise entities in accordance with the law, handles the establishment, alteration, and deregistration of citywide social organisations, private non-enterprise units, and non-publicly funded foundations, standardises the activities of social organisations, and monitors illegal conduct. It guides the development of urban and rural community governance systems and capabilities, and promotes grassroots democratic political development. Oversee and manage municipal funeral services, marriage registration, and assistance for homeless individuals, advancing reforms in marriage customs and funeral practices; handle the review and approval of administrative area establishment, abolition, adjustment, renaming, boundary alterations, and government relocation for townships, subdistricts, and village (neighbourhood) committees; manage place names, including digital place names, nomenclature, planning, signage installation and maintenance, and mediate boundary disputes; Organise and advance the development of social work talent, register and manage volunteer teams, guide social charity and donations, oversee the accreditation and supervision of charitable organisations, and administer internet fundraising information platforms.
