Lanzhou Municipal Finance Bureau Functional Information

(i) Implementing the laws, regulations, administrative rules, systems, and policies of the Party and the State concerning finance, taxation, accounting, government procurement, and the management of state-owned assets in administrative institutions and public organisations; responsible for formulating local regulations, administrative rules, and relevant systems and policies in the areas of finance, taxation, accounting, government procurement, and the management of state-owned assets in administrative institutions and public organisations, and overseeing their implementation.


(2) Formulate and implement the city's fiscal development strategies, medium-to-long-term plans, and reform programmes; participate in the formulation of the city's macroeconomic policies; organise the implementation of central-local and state-enterprise distribution policies, as well as fiscal and tax policies encouraging public welfare development; propose recommendations for employing fiscal and tax policies to implement macroeconomic regulation and achieve comprehensive balance of social financial resources.


(iii) Manage all municipal-level fiscal revenues and expenditures; compile annual municipal budget and final accounts drafts and organise their execution; supervise the implementation of district budgets; report on the execution of the municipal and city-level budgets to the Municipal People's Congress and submit final accounts to the Municipal People's Congress Standing Committee on behalf of the municipal government; formulate city-wide expenditure standards and quotas, and review and approve annual budgets and final accounts of municipal departments (units); improve the transfer payment system; oversee the disclosure of municipal budgets and final accounts.


(iv) Overseeing the management of non-tax revenues; administering administrative and institutional charges and government funds in accordance with regulations; undertaking fiscal oversight responsibilities for housing provident funds, affordable housing funds, and low-rent housing funds; managing housing reform budgetary funds; jointly administering expenditures for affordable housing projects with relevant departments; Manage fiscal receipts; implement national lottery management policies and relevant measures; investigate and penalise illegal lottery issuance and sales activities; supervise and control lottery issuance quotas; approve lottery issuance and sales plans; manage lottery funds in accordance with regulations.


(v) Formulate and implement municipal treasury management systems and centralised treasury collection and payment systems; guide and supervise operations of the Lanzhou Sub-branch of the National Treasury; conduct treasury cash management in accordance with regulations; establish municipal government procurement systems; oversee municipal-level government procurement management; manage the utilisation and settlement of centralised procurement funds; designate media outlets for government procurement information release; manage and supervise the publication of government procurement information; maintain the security of government procurement networks.


(vi) Formulate expenditure standards and policies requiring city-wide uniformity; establish a fiscal expenditure performance evaluation system and framework; develop regulations for managing state-owned assets of administrative institutions and public organisations city-wide; oversee municipal-level state-owned assets in accordance with regulations; lead the compilation of city-wide reports on state-owned asset management for administrative institutions and public organisations; implement reporting requirements for such assets. Establish state-owned capital operating budget systems and methodologies; manage assets funded by municipal-level government investment funds; Manage non-trade foreign exchange and international payments within the fiscal budget for administrative organs, public institutions, and social organisations.


(vii) Responsible for reviewing and compiling the city-wide draft state-owned capital operating budget and final accounts; collecting state-owned capital income from municipal enterprises; implementing corporate financial systems; guiding and supervising the operations of registered asset appraisers and asset appraisal firms; managing state-owned assets and financial activities of municipal financial institutions in accordance with regulations.


(viii) Handling and supervising municipal-level fiscal expenditures for economic development and government investment project allocations; implementing financial systems for infrastructure construction; managing fund budgeting, review, and disbursement; overseeing fiscal management of policy-based subsidies and special reserve funds; undertaking tasks related to rural tax and fee reforms.


(9) Manage municipal-level fiscal expenditures for social security, employment, and healthcare; formulate financial management systems for social security funds; prepare municipal-level social security budget and final accounts drafts.


(10) Implement government policies, systems, and measures for domestic and foreign debt management; oversee government loan operations; undertake credit assessments, fund management, and on-lending for grant projects from foreign governments, the World Bank, Asian Development Bank, International Fund for Agricultural Development, European Investment Bank, Japan International Cooperation Agency, and related joint financing loans; formulate local government debt management systems and measures in accordance with the law.


(11) Implement accounting regulations and systems; oversee municipal accounting operations, manage municipal accounting personnel and continuing professional development, supervise and standardise accounting practices; administer municipal accounting professional qualification examinations; supervise and inspect bookkeeping agencies and their operations, and regulate the municipal bookkeeping industry association.


(12) Overseeing the implementation of fiscal and tax regulations and policies; reporting significant issues in fiscal revenue and expenditure management; proposing policy recommendations to strengthen fiscal administration.


(13) Formulating city-wide plans for fiscal research and educational training; overseeing fiscal informatisation and publicity initiatives.


(14) Implementing nationally unified regulations governing state-owned financial capital management. Acting under municipal government authorisation to centrally exercise investor responsibilities for city-owned state financial capital, and drafting relevant management systems. Exercises investor rights in municipal state-owned financial institutions in accordance with laws and regulations, including participation in major decision-making, selection of management personnel, and entitlement to returns. Safeguards investor interests pursuant to laws, regulations, and corporate charters. Oversees the implementation of foundational management, operational budgeting, performance evaluation, and executive remuneration management.


(15) Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Finance.
