Primary Responsibilities of the Lanzhou Municipal Human Resources and Social Security Bureau:

1. Implement national and provincial development plans and policies for human resources and social security; formulate municipal development plans, policies, and medium-to-long-term strategies for talent development; draft local regulations and rules concerning human resources and social security, devise relevant policies and measures, and oversee their implementation and supervision.


2. Formulate and implement city-wide human resources market development plans and labour mobility policies; establish a centrally planned human resources market to facilitate rational labour mobility and efficient resource allocation; guide the development of county and district human resources markets.


3. Oversee employment promotion citywide; formulate integrated urban-rural employment development plans and policies; enhance the public employment service system; refine and implement employment assistance schemes; improve and enforce the vocational qualification system; establish vocational training programmes for urban and rural workers; formulate policies for transferring surplus rural labour into employment and entrepreneurship; strengthen guidance on labour transfer operations citywide; lead the formulation of policies for graduate employment and entrepreneurship.


4. Coordinate the establishment of a comprehensive social security system covering both urban and rural areas; formulate and implement city-wide policies and standards for urban and rural social insurance and supplementary insurance schemes; organise the formulation of unified city-wide procedures for the transfer and continuation of social insurance relationships; collaborate with relevant departments to establish management and supervision systems for city-wide social insurance and supplementary insurance funds; organise the preparation of draft budgets and final accounts for city-wide social security funds; participate in formulating city-wide investment policies for social security funds.


5. Oversee employment, unemployment, and social insurance fund forecasting, early warning systems, and information guidance; formulate contingency plans; implement preventive, regulatory, and control measures to maintain stable employment conditions and overall balance in social insurance fund receipts and expenditures.


6. Collaborate with relevant departments to formulate wage distribution policies for administrative support staff in government agencies and personnel in public institutions; establish mechanisms for regular wage increases and payment safeguards for such personnel; formulate welfare and retirement policies for administrative support staff in government agencies and personnel in public institutions.


7. Collaborate with relevant departments to guide personnel system reforms in public institutions citywide; formulate management policies for public institution personnel and administrative support staff; participate in talent development and information management; establish policies for professional technical personnel management and continuing education, and implement continuing education programmes for such personnel; oversee reforms and deepening of the professional title system, establishing a sound evaluation mechanism for professional titles; establish and improve postdoctoral management systems; manage and coordinate professional technical and high-skilled talent pools, and oversee the cultivation and selection of various high-level talents; In collaboration with relevant departments, formulate policies for cultivating and incentivising rural practical talents; draft personnel deployment policies and special personnel resettlement policies.


8. In collaboration with relevant departments, formulate comprehensive policies and plans for migrant workers, promote the implementation of relevant policies, coordinate solutions to key challenges, and safeguard the lawful rights and interests of migrant workers.


9. Formulate and coordinate the implementation of the city's labour and personnel dispute mediation and arbitration system, as well as labour relations policies; refine labour relations coordination mechanisms; formulate and implement policies to eliminate the illegal employment of child labour and provide special labour protection for female and underage workers; organise and implement labour inspections; coordinate labour rights protection efforts; and investigate and handle major cases in accordance with the law.


10. Handle labour and personnel petitions; coordinate with relevant departments to address major petition incidents and emergencies concerning labour and personnel matters.
