The Lanzhou Municipal Bureau of Ecology and Environment implements the guiding principles, policies, and decisions of the Party Central Committee, the provincial Party committee, and the municipal Party committee concerning ecological and environmental protection. In the course of fulfilling its duties, it upholds and strengthens the Party's centralised and unified leadership over ecological and environmental supervision.
	
(1) Responsible for establishing and improving relevant ecological and environmental systems across the city. Implements national ecological and environmental laws, regulations, policies, and fundamental systems. Collaborates with relevant departments to formulate and implement city-wide ecological and environmental policies and plans, and drafts local ecological and environmental regulations and municipal government rules. Coordinates with relevant departments to develop and oversee the implementation of ecological and environmental plans for key areas, river basins, and drinking water sources, as well as water functional zoning. Implements national and provincial ecological and environmental standards, benchmarks, and technical specifications.
	
(2) Oversee the coordination and supervision of ecological and environmental issues. Assist in investigating and handling major environmental pollution incidents and ecological damage events; lead coordination efforts in investigating and addressing such incidents; guide and coordinate district and county governments in emergency response and early warning for sudden ecological and environmental incidents; supervise the implementation of the ecological and environmental damage compensation system. Assist in resolving cross-regional and cross-basin environmental pollution disputes; coordinate ecological and environmental protection efforts in key regions and watersheds.
	
(3) Supervise the implementation of emission reduction targets. Implement national and provincial total pollutant emission control systems and pollutant discharge permit regimes, determining the pollution capacity of the atmosphere, water bodies, etc. Strengthen the management of river discharge outlets. Based on provincially assigned total emission control targets for four key pollutants (sulphur dioxide, nitrogen oxides, chemical oxygen demand, and ammonia nitrogen), formulate the city-wide total emission control plan for these pollutants and oversee the fulfilment of pollutant reduction tasks by districts and counties. Oversee the implementation of the ecological and environmental protection target responsibility system.
	
(4) Propose the scale and direction of fixed asset investment in the ecological and environmental field, as well as arrangements for state, provincial, and municipal fiscal funds. Approve, declare, and authorise fixed asset investment projects within the scope of the plan and annual plan scale according to the authority stipulated by the municipal government. Cooperate with relevant departments in organising implementation and supervision.
	
(5) Oversee the supervision and management of environmental pollution prevention and control. Implement national and provincial management systems for pollution prevention and control concerning air, water, soil, noise, light, odour, solid waste, discarded hazardous chemicals, motor vehicles, etc. Formulate relevant municipal pollution prevention and control management systems and oversee their implementation. Jointly supervise and manage the ecological and environmental protection of drinking water sources with relevant departments. Organise and guide comprehensive ecological and environmental remediation in urban and rural areas. Supervise and guide the management of agricultural non-point source pollution. Supervise and guide regional atmospheric environmental protection efforts, implementing regional collaborative mechanisms for joint prevention and control of air pollution.
	
(6) Guide, coordinate, and supervise ecological protection and restoration. Organise the formulation of ecological protection plans; oversee natural resource development activities impacting the ecological environment, key ecological construction projects, and ecological damage restoration efforts. Implement national and provincial ecological environment supervision systems for all types of nature reserves; formulate municipal ecological environment supervision systems for such reserves and oversee enforcement. Supervise wildlife conservation, wetland ecological protection, and desertification control. Oversee the environmental safety of biotechnology, lead work concerning biological species (including genetic resources), coordinate biodiversity conservation efforts, and participate in ecological protection compensation initiatives. Guide, coordinate, and supervise rural ecological and environmental protection alongside comprehensive rural environmental remediation.
	
(vii) Oversee the supervision and management of nuclear and radiation safety. Implement relevant national and provincial policies, plans, and standards; lead coordination mechanisms for nuclear safety; participate in nuclear accident emergency response; and manage emergency response to radiation environmental incidents. Oversees the safety of nuclear facilities and radioactive sources, supervises pollution prevention in nuclear facilities, nuclear technology applications, electromagnetic radiation, and the development and utilisation of radioactive mineral resources. Participates in the supervision of nuclear material control and the design, manufacture, installation, and non-destructive testing of civil nuclear safety equipment.
	
(8) Oversees ecological and environmental access. Conducts environmental impact assessments for major economic and technical policies, development plans, and significant economic development projects as delegated by the municipal government. Approves or reviews environmental impact assessment documents for development zones, plans, and projects in accordance with regulations. Implements the ecological and environmental access list.
	
(9) Coordinates ecological and environmental monitoring activities. Facilitates monitoring and forecasting/early warning efforts by ecological and environmental monitoring departments concerning ecological conditions, greenhouse gas reduction, environmental emergencies, and ecological and environmental information dissemination. Establishes and implements an ecological and environmental quality announcement system, uniformly publishing municipal-level comprehensive ecological and environmental reports and ecological and environmental information.
	
(10) Responsible for climate change response. Implement national and provincial major strategies, plans, and policies on climate change response and greenhouse gas reduction. Participate in guiding and promoting the development of circular economy and ecological environmental protection industries. Organise and implement the issuance of pollution discharge permits. Organise and implement mandatory clean production audits.
	
(11) Coordinate the rectification of issues identified during central and provincial ecological and environmental protection inspections. Establish and improve the municipal-level ecological and environmental protection inspection rectification system, overseeing the implementation of rectification measures and the handling of transferred cases by districts, counties, and relevant municipal departments in response to feedback from central and provincial inspections. Conduct inspections, as authorised, on the implementation of central, provincial, and municipal Party committee decisions on ecological and environmental protection by districts, counties, and relevant municipal departments. Collaborate with relevant departments to support central and provincial ecological and environmental protection inspections conducted across the city.
	
(12) Exercise unified responsibility for ecological and environmental supervision and law enforcement. Organise citywide ecological and environmental protection law enforcement inspections and investigate violations of ecological and environmental laws. Oversee the development of the city's comprehensive ecological and environmental protection administrative law enforcement teams and their professional training.
	
(13) Organise, guide, and coordinate ecological and environmental publicity and education. Implement national and provincial ecological and environmental protection publicity and education guidelines, formulate and implement citywide ecological and environmental protection publicity and education plans. Organise publicity campaigns on ecological and environmental laws and regulations, and promote the participation of social organisations and the public in ecological and environmental protection. Conduct ecological and environmental science and technology work, organise major scientific research and technological demonstration projects in ecological and environmental fields, and advance the construction of the ecological and environmental technology management system.
	
(14) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level functional departments.
	
(15) Transformation of Functions. Exercise unified oversight and administrative law enforcement responsibilities for all types of ecological and urban-rural pollution emissions, and earnestly fulfil regulatory duties. Fully implement action plans for air, water, and soil pollution prevention and control, and implement national policies and measures to substantially reduce the types and quantities of imported solid waste. Establish an ecological and environmental governance system led by the government, with enterprises as the main body, and involving the participation of social organisations and the public. Implement the most stringent ecological and environmental protection systems, strictly observing ecological protection red lines and environmental quality bottom lines. Assume responsibilities for addressing climate change and reducing greenhouse gas emissions, guiding and promoting the development of circular economy and ecological environmental protection industries across the city. Resolutely fight the battle against pollution prevention and control, safeguarding the security of the national ecological security barrier.
