Lanzhou Municipal Housing and Urban-Rural Development Bureau Functional Information

The Lanzhou Municipal Housing and Urban-Rural Development Bureau implements the guiding principles, policies, and decisions of the Central Committee of the Communist Party of China, as well as those of the provincial and municipal Party committees, concerning housing and urban-rural development. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over housing and urban-rural development work. Its principal responsibilities are as follows:


(1) To implement and enforce the laws, regulations, and guiding principles concerning the administrative management of housing and urban-rural development issued by the state, province, and municipality. Drafting local regulations and municipal government rules for the city's housing and urban-rural development sector; formulating medium-to-long-term plans, annual programmes, specialised plans, and industrial policies for the sector, and guiding their implementation.


(2) Overseeing housing security for low-income urban households. Supervising the city's affordable housing, price-capped commercial housing, public rental housing, and shantytown redevelopment programmes. Collaborating with relevant departments to formulate the city's public rental housing subsidy fund plan and overseeing all related funds.


(iii) Formulating standards, quotas, and parameters for the city's housing and construction sector, and overseeing their implementation. Drafting regulations for construction cost management and publishing cost information. Developing regulatory policies for the city's survey, design, and consultancy industries and supervising their execution.


(iv) Overseeing the construction of municipal public utilities across the city. Supervising the expropriation and demolition of land for planned urban roads. Collecting administrative fees for construction projects. Compiling and issuing urban maintenance and construction plans, as well as annual urban development plans.


(v) Overseeing the construction management of villages, towns, and small towns across the city. Guiding the formulation of city-wide small town construction plans and investment programmes, conducting technical reviews, and supervising implementation. Directing infrastructure development, comprehensive development, and pilot projects for villages, towns, and small towns. Guiding rural housing construction and the renovation of dilapidated dwellings.


(vi) Managing urban infrastructure construction and preliminary work city-wide. Jointly reviewing project proposals, feasibility studies, and preliminary design approvals for urban infrastructure projects within the investment quota. Oversees construction project survey and design activities citywide. Manages the review and filing of construction project working drawings. Implements and supervises franchising within the city's heating and gas supply sectors.


(vii) Manages the daily operation, maintenance, and administration of municipal infrastructure within the main urban area, including primary and secondary roads, bridges, culverts, and street lighting. Supervises and guides the daily operation, maintenance, and management of heating and gas supply facilities within the main urban area.


(8) Oversee the city's construction market and guide all types of construction activities. Supervise tendering and bidding activities for construction projects. Manage the implementation phase of all city-wide construction projects. Regulate construction and supervision enterprises operating within Lanzhou, and manage the qualifications of all enterprises engaged in construction activities. Issue construction permits for housing and municipal infrastructure projects within its jurisdiction, and conduct completion acceptance filings.


(9) Oversee the quality and safety of construction projects. Formulate and oversee the implementation of citywide policies for construction project quality and safety supervision. Identify dilapidated and condemned buildings in urban areas. Organise and participate in investigations and handling of major construction accidents.


(10) Oversee the real estate development and transaction market. Manage the qualifications and credentials of real estate development enterprises. Supervise property service enterprises and residential special maintenance funds citywide. Issue pre-sale permits for commercial housing. Handle qualification filing for real estate appraisal institutions. Guide district and county authorities in supervising real estate brokerage agencies within their jurisdictions.


(11) Responsible for advancing the city's housing system reform. Organises and implements housing system reforms for central and provincial units in Lanzhou, as well as municipal units. Approves and supervises housing reform funds citywide.


(12) Responsible for managing state-owned public housing under direct administration. Organises the review of preliminary assessment results for property expropriation. Implements filing management for expropriation actions by districts and counties, including expropriation decisions, compensation schemes, and social stability risk assessments. Responsible for publishing citywide property expropriation information.


(13) Promote building energy efficiency across the city. Introduce and innovate major technologies in the construction sector. Implement significant building energy efficiency projects. Oversee the promotion of green buildings, evaluate and register certification applications, and maintain records of energy-efficient building materials and products.


(14) Organise the formulation and supervision of the city's urban and rural seismic fortification planning. Drafts citywide earthquake-resistant design policies and technical standards for engineering projects. Guides and supervises earthquake-resistant design (including seismic isolation and energy dissipation) for new construction projects and seismic retrofitting of existing buildings.


(15) Oversees administrative law enforcement within the housing and urban-rural development sector citywide (excluding post-completion enforcement of municipal facilities).


(16) Manages project construction on behalf of the municipal government for government-funded projects.


(17) Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Housing and Urban-Rural Development.
