Lanzhou Municipal Transport Commission Functional Information

(1) Implementing national, provincial and municipal laws, regulations and policies concerning transport operations; formulating local regulations and policies for the development of the city's road, waterway and urban transport sectors, and overseeing their enforcement.


(2) Organising the formulation of urban transport development strategies and sectoral development plans; coordinating and balancing planning for roads, waterways, urban public transport and civil aviation to advance regional and urban-rural transport integration; organising the formulation of specialised transport plans and participating in urban metro and rail transit planning; Strengthen coordination and liaison with railways, civil aviation, and postal transport services.


(3) Oversee statistical analysis, development forecasting, economic performance assessment, and information guidance for the city's transport sector; implement transport impact assessments and demand analysis studies; manage scientific and technological information, intelligent transport systems development and management, and the promotion of new technologies.


(iv) Overseeing the regulation of the city's road and waterway transport markets; formulating and supervising the implementation of relevant policies, access systems, technical standards, and operational norms for road and waterway transport; organising the implementation and operational management of urban public transport franchising projects; managing the operation of urban metro and rail transit systems; organising emergency passenger and freight transport for critical materials, disaster relief, and festive periods; and establishing transport pricing in conjunction with relevant departments.


(v) Oversee the construction, maintenance, and management of municipal transport infrastructure including highways and waterways, alongside project management for selected expressways and ordinary trunk roads; administer industry oversight of transport infrastructure project quality control, engineering quotas, cost estimation, and tendering procedures; manage preliminary work (including preliminary design), project implementation, and final acceptance for municipal transport infrastructure projects; coordinate emergency repairs for transport disruptions caused by natural disasters such as flood damage to roads; Participate in the review and implementation of workfare-based transport construction projects and transport poverty alleviation initiatives.


(vi) Compile and oversee the implementation of the city's transport sector target management plan; manage the allocation, utilisation, and supervision of fiscal funds; undertake financing for transport construction projects and administer state-owned assets within the transport system; conduct financial oversight and internal audits within the transport system.


(vii) Guide institutional reforms within the city's transport sector; oversee administrative law enforcement, supervision of enforcement, administrative litigation, administrative reconsideration, and legal education initiatives concerning transport.


(viii) Supervise safety production across road and waterway transport operations, as well as highway and waterway engineering projects; direct and implement emergency management protocols for the highway and waterway sectors; conduct statutory safety inspections of transport enterprises.


(9) Oversee national defence transport support, mobilisation of civilian transport capacity, energy conservation, and emission reduction within the municipal transport sector.


(10) Undertake other duties assigned by the Municipal Party Committee, Municipal Government, and higher-level competent authorities.
