The Lanzhou Municipal Water Affairs Bureau primarily undertakes the following responsibilities:
	
(1) Implementing national and provincial water conservancy policies; formulating municipal water affairs policies, development strategies, medium-to-long-term plans, and annual development programmes; drafting relevant laws, regulations, and rules, and overseeing their implementation.
	
(2) Exercising unified management over the city's water resources; compiling plans for the development, utilisation, protection, and management of municipal water resources, and overseeing their implementation; Organising water resource and flood control assessments for the city's overall national economic plans, urban planning, and large-to-medium-scale construction projects; implementing the water abstraction licensing system and collecting water resource fees; formulating water resource protection standards in accordance with national and municipal resource and environmental protection criteria, and overseeing the implementation of water resource conservation measures.
	
(3) Formulating city-wide water conservation policies, compiling water-saving plans, and establishing relevant standards; organising, guiding, and supervising water conservation efforts.
	
(iv) Implement water administration supervision and law enforcement; coordinate and arbitrate water-related disputes between departments and counties.
	
(v) Organise the compilation and review of project proposals and feasibility studies for water conservancy infrastructure projects; oversee the review and approval of water conservancy projects; manage the qualifications of design units, construction units, manufacturers of metal structures and concrete components, and supervision units for water conservancy, hydropower, and civil engineering projects.
	
(vi) Organise the management and protection of water facilities, water bodies, and shoreline areas; coordinate the management and development of river channels, reservoirs, irrigation canals, their shorelines, floodways, flood storage areas, and tidal flats within protected engineering zones across the city; oversee the construction and management of key water conservancy projects with regulatory functions or spanning multiple counties/districts and river basins, as well as large and medium-sized irrigation districts; direct the safety supervision of small and medium-sized reservoirs and hydroelectric dam structures.
	
(vii) Organise and implement citywide drinking water supply for humans and livestock, water improvement in disease-affected areas, township water supply, and rural small hydropower construction.
	
(viii) Organise and implement citywide soil and water conservation. Draft soil and water conservation plans; organise and implement prevention, supervision, and comprehensive management of soil erosion in accordance with the law.
	
(ix) Draft water conservancy plans for citywide ecological environment construction and guide water conservancy support services for such construction.
	
(10) Guide the development of the city's water affairs workforce; formulate city-wide education and training plans and annual schedules for water affairs personnel; oversee county-level and section-level cadres within the Administration's subordinate units; manage cadre, personnel, labour remuneration, and institutional staffing matters for the Administration system; undertake professional title evaluations for water conservancy engineering and vocational skills training for industry-specific occupations.
	
(11) Formulate the city's water resources science and technology development plan; organise water resources scientific research and technology promotion; oversee external economic liaison and technical-economic cooperation for the city's water affairs system.
	
(12) Implement national, provincial, and municipal laws, regulations, and policies concerning flood and drought disaster prevention. Oversee citywide hydrological and drought monitoring, early warning, forecasting, and flood season duty arrangements. Organise inspections of flood control hazards along the Yellow River's main and tributary streams and mountain torrent channels. Oversee the establishment of the city-wide expert database for water and drought disaster emergency response. Manage the stockpiling of materials for water and drought disaster prevention. Implement the city-wide information-based operational management system for water and drought disaster prevention.
	
(13) Supervise the formulation, amendment, and approval of water conservancy project plans; oversee the construction supervision system for water conservancy projects; draft technical quality standards, regulations, and specifications for the water conservancy sector and monitor their implementation.
	
(14) Oversee and guide safety production across the city's water affairs sector; coordinate safety production efforts throughout the bureau's system.
	
(15) Conduct water resources statistical surveys within and outside the water affairs system; collate and organise water resources statistics; provide statistical advisory services; implement statistical oversight; furnish data support, information feedback, and decision-making consultation for formulating water affairs policies and macro-management.
	
(16) Oversee the city-wide planning for the regulation, development, and protection of watercourses; provide guidance and conduct inspections on the daily management, maintenance, and upkeep of watercourses; be responsible for the preparation and submission of construction projects for watercourse, reservoir, embankment, and shoreline management works across the city; organise research and development activities related to construction project management and the promotion and application of new technologies; manage the approval of construction projects within the regulated floodplain zones of watercourses in the city's planning areas; Oversees the review, supervision, and management of construction projects within river management zones, including the development and utilisation of embankment protection areas and river floodplains; manages sand extraction activities and supervises safety production across all municipal waterways; provides oversight and guidance for river engineering construction management in counties and districts.
	
(17) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Water Resources.
