Lanzhou Municipal Bureau of Agriculture and Rural Affairs Functional Information

(i) Implementing national laws, regulations, and relevant Party policies concerning agriculture, animal husbandry, fisheries, and agricultural machinery (hereinafter referred to as agriculture and animal husbandry); researching and formulating the city's agricultural and animal husbandry development strategy and medium-to-long-term development plans, and organising their implementation upon approval.


(2) Research and formulate industrial policies for agriculture and animal husbandry, guiding strategic adjustments to the industrial structure, rational allocation of agricultural resources, and improvement of product quality; participate in research and propose policy recommendations concerning prices of agricultural and livestock products and production materials, circulation of agricultural products, rural credit, taxation, and agricultural subsidies; draft relevant laws and regulations pertaining to agriculture and animal husbandry.


(iii) In accordance with the municipal government's unified deployment and requirements, research and propose opinions on deepening rural economic system reform; guide the development of rural collective economic organisations and cooperative economic organisations; stabilise and improve the basic rural operating system and policies; guide rural collective land contracting, pastoral grassland contracting, basic farmland protection, transfer of cultivated land usage rights, and collective asset management; regulate rural economic interests and participate in rural tax and fee reform; guide and supervise efforts to reduce the burden on farmers.


(iv) Research and formulate policies and development plans for industrialised agricultural and pastoral operations; guide the establishment of a socialised service system for agriculture and animal husbandry; oversee the development of commercial production bases for agricultural and livestock products; participate in research and coordination regarding the construction of agricultural and livestock product market systems, agricultural and pastoral production materials market systems, and the development of leading enterprises in agricultural and livestock product processing; coordinate the implementation of the ‘vegetable basket’ project; forecast and release rural economic information, including supply and demand conditions for agricultural and livestock products and agricultural and pastoral production materials.


(v) Participate in organising sustainable agricultural and pastoral development; guide the development and utilisation of agricultural land, grasslands, fishery waters, and rural renewable energy resources; oversee the protection and management of agricultural and pastoral biological species resources and the environment; be responsible for protecting the ecological environment of fishery waters and aquatic wildlife.


(vi) Formulate development plans and relevant policies for agricultural and pastoral scientific research, education, technology extension, and personnel development; oversee the extension of agricultural and pastoral science and technology and the establishment of demonstration zones for agricultural and pastoral science and technology; formulate and implement plans for the introduction and promotion of new agricultural and pastoral technologies and varieties; organise the selection and implementation of major scientific research and technology extension projects; guide the development of high-quality, high-yield, and efficient agricultural and pastoral production bases; manage agricultural and pastoral education and the development of agricultural and pastoral vocational skills.


(vii) Draft and implement technical standards for all agricultural and pastoral industries; oversee quality supervision and certification of agricultural and pastoral products, including renowned and premium products, and protect new plant varieties; coordinate quality monitoring, appraisal, and enforcement supervision of agricultural inputs; conduct reviews of locally produced seeds, pesticides, relevant fertilisers, veterinary drugs, feed, and feed additives.


(viii) Organise and supervise animal and plant disease prevention and quarantine within the municipality; be responsible for the release, monitoring, control and eradication of epidemics; oversee the management of breeding livestock and poultry, veterinary administration, and the regulation and inspection of pesticides and veterinary drugs; be responsible for disaster assessment, disaster relief and disaster recovery in agricultural and pastoral production.


(IX) Organise foreign economic and technical exchanges and cooperation in agriculture and animal husbandry; research and propose recommendations for the import and export of agricultural and livestock products and the utilisation of foreign capital in agriculture and animal husbandry.


(X) Guide the development of agricultural mechanisation, steer the adjustment of product structures for agricultural machinery, animal husbandry machinery, and plant protection machinery; Drafting agricultural machinery operation specifications and technical standards; overseeing the promotion and application of agricultural machinery; implementing safety supervision, product quality inspection, appraisal, and certification management for agricultural machinery such as tractors and combine harvesters; organising the registration of domestically produced and imported agricultural machinery products within the municipality.


(11) Guiding the development of the fisheries sector; overseeing fishing vessel inspections and fisheries administration supervision; coordinating quality monitoring, appraisal, and law enforcement supervision of superior fishery strains.


(12) Direct the work of directly subordinate public institutions and oversee reforms of bureau-affiliated enterprises; supervise the preservation and appreciation of state-owned assets in bureau-affiliated enterprises; manage personnel, labour wages, and institutional staffing of directly subordinate units within its authority; oversee the evaluation of professional titles in agricultural technology and agricultural engineering technology (agricultural machinery, fisheries) citywide; administer the office of the city's Leading Group for Farmers' Technical Professional Titles; guide county/district evaluations of farmers' technical professional titles and manage citywide farmers' technical professional titles; direct relevant social organisations in serving agricultural and pastoral economic development.


(13) Undertake other matters assigned by the Municipal People's Government.
