(1) Implementing national, provincial and municipal laws, regulations, and policies concerning trade, international economic cooperation, and port management; formulating and implementing local regulations, rules, and development plans for the city's commerce sector.
	
(2) Formulating policies and proposals for the city's tertiary industry development; overseeing guidance for tertiary industry growth; promoting the healthy and sustainable development of emerging sectors such as commercial logistics, e-commerce, and the exhibition economy.
	
(3) Oversee reforms to the commercial circulation system; guide the development of the circulation industry, commercial services sector, and community commerce; promote standardisation in circulation and the advancement of modern distribution methods such as chain operations and commercial franchising.
	
(iv) Formulate development plans for the city's market system; cultivate and refine urban and rural market systems; guide the construction of wholesale markets, urban commercial outlets, and commercial networks; implement the Rural Modern Circulation Network Project.
	
(v) Lead efforts to rectify and standardise market economic order; guide commercial credit sales; establish a public service platform for market integrity; supervise specialised circulation industries; guide pilot comprehensive administrative law enforcement initiatives in the commerce sector.
	
(vi) Formulate policies for regulating commodity market operations; analyse and monitor supply-demand conditions in commodity markets; implement market regulation for key consumer goods and circulation management for essential production materials; establish and improve emergency management mechanisms for the supply of daily necessities; oversee reserve management for key consumer goods; provide industry guidance for the circulation of goods such as alcoholic beverages.
	
(vii) Formulate development plans and policies for the city's pharmaceutical distribution sector; advance structural adjustments within the pharmaceutical distribution industry; promote the development of modern pharmaceutical distribution methods.
	
(viii) Formulate and implement city-wide plans for establishing export commodity bases; guide foreign trade promotion and processing trade development; oversee technology imports, equipment imports, and state-restricted export technologies.
	
(9) Coordinate fair trade in imports and exports; organise city-wide industrial damage investigations; guide and coordinate industrial security responses and defence against foreign anti-dumping, countervailing, and safeguard measures targeting municipal export commodities.
	
(10) Formulate and implement city-wide industrial policies for foreign investment; Supervise and inspect foreign-invested enterprises' compliance with relevant laws, regulations, rules, contracts, and articles of association, and coordinate the resolution of related issues; guide foreign investment promotion efforts and standardise foreign investment attraction activities.
	
(11) Supervise and manage foreign aid, overseas contracting projects, overseas labour cooperation, and overseas investment; lead the organisation of foreign economic and trade negotiations; be responsible for the application, implementation, and management services of multilateral and bilateral grant aid projects from the United Nations and friendly countries.
	
(12) Formulate and implement municipal policies for the export of high-tech products; guide the export of high-tech products and the development of export bases across the city; conduct research on technical barriers to trade; undertake the management of import and export of mechanical and electrical products.
	
(13) Supervise and manage specialised industries including refined oil circulation, exhibitions and conventions, auctions, pawnbroking, financial leasing, second-hand goods circulation, and the recycling and utilisation of renewable resources in accordance with relevant regulations.
	
(14) Undertakes the duties of the Municipal Government Port Management Office. Drafts and implements policies and plans for port management across the city; coordinates the operational management of all ports; coordinates port inspection agencies.
	
(15) Implements national, provincial, and municipal laws, regulations, and policies on work safety, ensuring compliance within the commerce sector.
	
(16) Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level competent authorities.
