Lanzhou Municipal Health Commission Functional Information

The Lanzhou Municipal Health Commission implements the guiding principles, policies, and decisions of the Central Committee of the Communist Party of China and the municipal Party committee regarding health and healthcare work. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over health and healthcare affairs. Its principal responsibilities are as follows:


(1) Implementing laws, regulations, and policies on health and healthcare work issued by the Party and state, as well as the provincial Party committee and government. Drafting local regulations and municipal government rules for the development of health and healthcare undertakings. Coordinating the planning of health and healthcare resource allocation across the city, formulating regional health and healthcare plans and organising their implementation. Formulating and implementing policy measures to advance the equalisation, universalisation, and accessibility of basic public health and healthcare services, and to extend public resources to the grassroots level.


(2) Coordinate and advance the deepening of the city's medical and health system reform, researching and proposing recommendations for policies and measures to deepen this reform. Intensify comprehensive reform of public hospitals, promote the separation of management and operations, implement modern hospital management systems, and encourage diversification of providers and delivery methods for public health services. Propose recommendations for medical service and pharmaceutical pricing policies.


(3) Draft and implement citywide disease prevention and control plans, immunisation programmes, and intervention measures for public health issues severely endangering people's health. Based on national and provincial lists of quarantinable and monitored infectious diseases, formulate municipal health emergency and emergency medical rescue plans, as well as monitoring and risk assessment schemes for public health emergencies. Oversee health emergency response, organise and guide the prevention, control, and medical rescue of public health emergencies across the city, and report on statutory infectious disease outbreaks and emergency response information for public health emergencies.


(4) Organise the formulation and coordinate the implementation of policies and measures addressing population ageing, and be responsible for advancing the development of the city's elderly health service system and the integration of medical care with elderly care.


(5) Implement national and provincial drug policies and the essential medicines system, conduct drug usage monitoring, clinical comprehensive evaluations, and early warnings for drug shortages. Organise food safety risk monitoring and be responsible for publicising and implementing national and provincial food safety standards.


(vi) Oversee monitoring, investigation, and supervision of public health matters within its remit, including occupational health, radiation health, environmental health, school health, public venue hygiene, and drinking water safety. Supervise infectious disease prevention and control, establishing a comprehensive health supervision system. Lead endemic disease prevention efforts. Take charge of implementing the Framework Convention on Tobacco Control.


(vii) Formulate and oversee the implementation of management measures for medical institutions and the healthcare service sector citywide, establishing a healthcare service evaluation and supervision management system. Collaborate with relevant departments to implement national and provincial qualification standards for healthcare professionals. Develop and implement service norms and standards for medical institutions, alongside practice rules and service specifications for healthcare professionals.


(8) Oversees family planning management and services citywide, conducts population monitoring and early warning, researches and proposes policy recommendations on population and family development, and refines local family planning policies.


(9) Formulates and implements citywide development plans and policy measures for primary healthcare and maternal and child health, guiding the construction of primary healthcare and maternal and child health service systems and the general practitioner workforce. Develops citywide health science and technology development plans and implements relevant research projects. Advances innovation in health science and technology.


(10) Oversee health education, health promotion, and information technology development; conduct health statistics surveys in accordance with the law. Organise and guide international exchanges and cooperation within the health sector.


(11) Formulate and implement citywide development plans for traditional Chinese medicine (TCM). Refine TCM development policies and measures; strengthen TCM integration at primary care, medical institution, and public health levels; enhance TCM talent cultivation; coordinate the advancement of TCM-related industries.


(12) Oversee medical care for municipal dignitaries and provide healthcare support for major municipal conferences and events.


(13) Safeguard public health rights, uphold patients' fundamental rights during medical treatment, and protect the lawful rights of the elderly.


(14) Guide the operational work of the Lanzhou Family Planning Association.


(15) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Health Commission.
