It is a government functional department at the prefecture-level (zhengchu level). It has 4 internal functional sections (offices): General Office, Science and Technology Planning Section, Science and Technology Management Section, and Foreign Intelligence Introduction Management Section. The re-verified administrative staffing of the bureau is 7 (including 1 military transfer staffing), including 1 director, 2 deputy directors (1 of whom concurrently serves as the director of the Municipal Bureau of Foreign Experts Affairs at the deputy prefecture-level (fuchu level)), and 4 section-level cadre posts. - Jiayuguan Institute of Science and Technology Information, with 6 staff members (including 1 section-level post);

- Implement the guidelines, policies, laws and regulations on science and technology development issued by the state and the province. Take the lead in formulating the city's science and technology development plans, guidelines and policies, draft relevant local science and technology policies and regulations, and organize their implementation, supervision and inspection.
- Be responsible for formulating various municipal-level annual science and technology plans. Collaborate with relevant departments to organize the management work such as project approval, evaluation, implementation and acceptance of scientific and technological projects. Undertake the budget and final accounts of scientific and technological funds as well as the supervision and management of fund use.
- Study major issues concerning science and technology promoting the city's economic and social development. Collaborate with relevant departments to organize scheme demonstration, comprehensive balance, evaluation and acceptance during the implementation of major scientific and technological special projects, and formulate relevant supporting policies.
- Be responsible for compiling and implementing plans for scientific and technological bases such as municipal key laboratories and municipal engineering and technology research centers. Put forward plans and policy suggestions for scientific research condition support, and promote the construction of scientific and technological infrastructure platforms and the sharing of scientific and technological resources.
- Collaborate with relevant departments to formulate policies for the industrialization of high and new technologies, and guide the construction of high and new technology industrial development zones.
- Organize the formulation of guidelines and policies for science and technology promoting rural and social development, formulate relevant important measures and methods, and promote rural construction and social construction focusing on improving people's livelihood.
- Collaborate with relevant departments to formulate policies promoting the integration of production, education and research. Formulate policies for the promotion of scientific and technological achievements, guide the transformation of scientific and technological achievements, and promote the construction of enterprises' independent innovation capabilities.
- Organize the formulation of policies for foreign scientific and technological cooperation and exchanges, and be responsible for foreign scientific and technological cooperation and exchange work.
- Be responsible for the evaluation, commendation of Jiayuguan Municipal Science and Technology Progress Award and the organization work of applying for Gansu Provincial Science and Technology Award. Collaborate with relevant departments to formulate plans for the construction of scientific and technological talent teams and put forward relevant policy suggestions.
- Promote the reform of the scientific and technological system, review the establishment and adjustment of relevant scientific research institutions and science and technology-based enterprises, and optimize the allocation of scientific and technological resources.
- Introduce foreign (overseas) talents and intelligence, manage foreign personnel working in Jiayuguan and overseas (border) training work.
- Formulate plans and policies for science popularization, formulate policies promoting the development of technology markets and science and technology intermediary organizations, formulate measures for the management of scientific and technological confidentiality, and be responsible for relevant scientific and technological evaluation management and scientific and technological statistics management.
- Guide the technological innovation of small and medium-sized science and technology-based enterprises. Actively cultivate high and new technology enterprises and continuously promote the development of high and new technology industries.
- Be responsible for the collection, classification, collation, release, consultation and service of scientific and technological information.
- Complete other matters assigned by the Municipal Party Committee, the Municipal Government and the Provincial Department of Science and Technology.
