 The Qianxinan Ecological Environment Bureau implements the guiding principles, policies, and decisions of the Party Central Committee, the Provincial Party Committee, and the Prefectural Party Committee regarding ecological and environmental protection. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over ecological and environmental protection work. Its primary responsibilities are:


(1) Fully implement fundamental ecological and environmental systems. Collaborate with relevant departments to formulate and implement ecological and environmental policies and plans for the entire prefecture, and draft local ecological and environmental regulations and rules. Jointly develop and oversee the implementation of ecological and environmental plans for key regions, river basins, and drinking water sources, as well as water functional zoning; enforce ecological and environmental standards and technical plans.


(2) Oversee coordination and supervision of major ecological and environmental issues. Lead investigations and handling of significant environmental pollution incidents and ecological damage events; guide and coordinate emergency response and early warning efforts for major sudden ecological and environmental incidents by county (city) governments and new district administrative committees; spearhead implementation of the ecological and environmental damage compensation system; mediate cross-regional environmental pollution disputes; and coordinate ecological and environmental protection efforts in key regions and watersheds across the prefecture.


(3) Oversee the implementation of emission reduction targets across the prefecture. Organize the formulation and supervision of measures to implement total pollutant emission controls and the pollutant discharge permit system; determine the pollution capacity of the atmosphere, water bodies, and other environments; propose the names and control indicators for pollutants subject to total emission controls; inspect and supervise the fulfillment of pollutant reduction tasks in various regions; and implement the ecological and environmental protection target responsibility system.


(4) Propose the scale and direction of fixed-asset investment in the ecological and environmental field, as well as opinions on the allocation of prefectural fiscal funds. Approve and authorize fixed-asset investment projects within the scope of plans and annual budgets according to prescribed authority. Cooperate with relevant departments in organizing implementation and supervision. Participate in guiding and promoting the development of circular economy and ecological environmental protection industries.


(5) Oversee environmental pollution prevention and control. Develop and implement measures to enforce management systems for air, water, soil, noise, light, odor, solid waste, chemical, and motor vehicle pollution control. Jointly supervise drinking water source ecological protection with relevant departments; organize and guide comprehensive urban-rural ecological environment remediation; oversee agricultural non-point source pollution control. Supervise, manage, and guide regional air environmental protection; implement regional air pollution joint prevention and control mechanisms.


(VI) Guide, coordinate, and supervise ecological protection and restoration efforts. Organize the formulation of ecological protection plans; oversee natural resource development activities impacting the ecological environment, key ecological construction projects, and ecological damage restoration work. Develop ecological environment supervision systems for various nature reserves and oversee enforcement. Supervise wildlife conservation, wetland ecological protection, desertification control, and related work. Guide, coordinate, and supervise rural ecological and environmental protection; oversee the environmental safety of biotechnology; lead work on biological species (including genetic resources); coordinate biodiversity conservation efforts; and participate in ecological protection compensation initiatives.


(7) Oversee the supervision and management of nuclear and radiation safety. Formulate measures to implement relevant policies, plans, and standards; lead coordination mechanisms for nuclear safety; participate in nuclear accident emergency response; and manage emergency response to radiation environmental incidents. Supervises the safety of nuclear facilities and radioactive sources; oversees pollution prevention and control in nuclear facilities, nuclear technology applications, electromagnetic radiation, and the development and utilization of radioactive mineral resources.


(8) Oversees ecological and environmental access management. Conducts environmental impact assessments for major economic and technological policies, development plans, and significant economic development projects as entrusted by the provincial government. Undertakes environmental impact assessments for major development zones, plans, and projects as required. Formulates and implements ecological and environmental access lists.


(IX) Oversee ecological and environmental monitoring. Develop and implement measures to enforce ecological and environmental monitoring systems, standards, and specifications. Coordinate with relevant departments to uniformly plan the placement of ecological and environmental quality monitoring stations. Organize comprehensive ecological and environmental protection enforcement monitoring, pollution source supervisory monitoring, greenhouse gas emission reduction monitoring, and emergency monitoring for sudden environmental incidents.


Conduct surveys, evaluations, early warnings, and forecasts of ecological and environmental quality. Organize the construction and management of ecological and environmental monitoring networks and information networks, and promote the development of ecological and environmental big data. Implement the ecological and environmental quality announcement system, and uniformly release comprehensive ecological and environmental reports and major ecological and environmental information for the entire prefecture.


(10) Responsible for climate change response. Organize the formulation of measures to implement major strategies, plans, and policies for climate change response and greenhouse gas reduction, and comprehensively coordinate related climate change response work.


(11) Responsible for coordinating and cooperating with the ecological and environmental protection inspections conducted by the central government and the provincial Party committee, and coordinating the rectification of issues identified in the feedback from these inspections.


(12) Unify oversight of ecological and environmental supervision and law enforcement. Organize and conduct ecological and environmental protection law enforcement inspections throughout the prefecture, investigating and handling major ecological and environmental violations. Guide the development and operational work of the prefecture's comprehensive ecological and environmental protection law enforcement teams.


(13) Organize, guide, and coordinate ecological and environmental publicity and education efforts. Develop and implement publicity and education plans for ecological and environmental protection, promoting the participation of social organizations and the public in ecological and environmental protection. Assist in ecological and environmental science and technology work, advance major scientific research and technological demonstration projects in ecological and environmental fields, and promote the development of an ecological and environmental technology management system.


(14) Cooperate in international cooperation and exchanges on ecological and environmental matters. Coordinate the implementation of relevant international ecological and environmental treaties within the prefecture and participate in handling foreign-related ecological and environmental affairs.


(15) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation and development, and the “streamlining administration, delegating power, and improving government services” reform; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee work safety and fire safety within the department and its industry sectors; Perform duties related to big data development and application, as well as government data resource management in accordance with regulations; promote the standardized management, sharing, and development of departmental government data resources in accordance with the law.


(16) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Ecology and Environment.


(17) Adjustment of Responsibilities.


1. Incorporate responsibilities previously held by the Prefectural Environmental Protection Bureau;


2. Incorporate responsibilities for climate change response and emission reduction previously held by the Prefectural Development and Reform Commission;


3. Incorporate responsibilities for supervising and preventing groundwater pollution previously held by the Prefectural Bureau of Land and Resources;


4. Incorporate responsibilities for compiling water functional zoning plans, managing discharge outlet settings, and protecting watershed water environments previously held by the Prefectural Water Affairs Bureau;


5. Incorporate the responsibilities for supervising and guiding agricultural non-point source pollution control from the former Prefectural Agriculture Commission;


6. Reclaim administrative functions previously undertaken by subordinate public institutions.


(XVIII) Transformation of Functions. The Prefectural Department of Ecology and Environment shall exercise unified oversight and administrative law enforcement over ecological and urban-rural pollution discharge. It shall earnestly fulfill regulatory responsibilities, comprehensively implement action plans for air, water, and soil pollution prevention and control, and enforce a total ban on the import of foreign waste. Establish an ecological and environmental governance system led by the government, with enterprises as the main body, and with the participation of social organizations and the public. Implement the strictest ecological and environmental protection system, strictly adhere to ecological protection red lines and environmental quality bottom lines, resolutely fight the battle against pollution prevention and control, ensure ecological security, and build a beautiful Qianxinan.
