Lanzhou Municipal People's Government Foreign Affairs Office Functional Information

(1) Implement the foreign affairs policies and guidelines of the Central Committee of the Communist Party of China and the State Council, relevant foreign-related laws and regulations, as well as directives and decisions concerning foreign affairs issued by the Municipal Party Committee and Municipal Government. Exercise centralised management over foreign affairs within the municipality.


(2) Formulate municipal regulations and work plans for foreign affairs. Supervise and inspect the implementation of foreign affairs policies, guidelines, and relevant laws and regulations by relevant municipal departments and units. Coordinate major foreign affairs activities across the municipality and handle significant foreign-related matters.


(3) Conduct foreign affairs research and investigations aligned with the city's overall economic development and opening-up strategy; provide advice and recommendations to support decision-making by the Municipal Party Committee and Municipal Government; serve as an assistant and advisor to the Municipal Party Committee and Municipal Government in foreign affairs; summarise and share experiences in the city's foreign affairs work; leverage diplomatic channels and foreign affairs expertise to serve the city's economic construction and social development.


(iv) Review foreign affairs documents submitted by municipal departments and units for approval by the Municipal Party Committee or Municipal Government; handle specific approval procedures for overseas visits by deputy provincial-level and deputy prefectural-level officials of Lanzhou, as well as invitations to visiting foreign officials holding current positions at deputy prefectural level or above and foreign journalists; Approve matters concerning temporary official overseas trips for county/bureau-level and below personnel, and invitations for corresponding foreign personnel to visit, submitting them for approval by the leader in charge of foreign affairs; issue task authorisation documents for overseas trips and visa notification letters/telegrams for invited foreign visitors; handle passport, travel permit, visa and other consular affairs on behalf of applicants; monitor and inspect the activities of official overseas delegations and personnel from our city abroad. Conduct regular comprehensive analyses of official overseas travel and foreign visitor invitations, submitting biannual written reports to the Municipal Party Committee, Municipal Government, and Provincial Foreign Affairs Office.


(v) Organise the reception of state guests, Party guests, and important foreign dignitaries visiting the city; receive foreign diplomatic personnel stationed in China conducting official business; guide reception arrangements for foreign guests by municipal departments and units; coordinate foreign affairs activities for leaders of the Municipal Party Committee, Municipal People's Congress, Municipal Government, and Municipal People's Political Consultative Conference.


(vi) Manage foreign exchange activities with our city's sister cities, sister counties/districts, and other twinned entities; process approval procedures for establishing foreign twinning relationships.


(vii) Manage and receive foreign journalists visiting our city for reporting purposes; guide relevant departments or units in arranging foreign journalists' reporting activities.


(viii) Undertake management of activities conducted in Lanzhou by overseas non-governmental organisations.


(ix) Organise and submit applications for projects involving technology transfer, capital introduction, and overseas training; facilitate project promotion, implementation, and coordination; undertake translation services.


(x) Conduct education on foreign affairs policies and discipline for all personnel involved in foreign affairs citywide; organise professional training in foreign affairs; implement the Code of Conduct for Personnel Involved in Foreign Affairs; Cooperate with disciplinary inspection, supervision, and confidentiality departments in inspecting compliance with foreign affairs discipline and confidentiality systems; promptly submit handling opinions and recommendations to relevant departments regarding violations of foreign affairs discipline.


(11) Cooperate with relevant departments in external publicity and public foreign affairs education; provide municipal departments with publicity materials on the international situation, foreign policy, and major international issues, as well as official statements for external communication; jointly review important foreign-related reports and other relevant documents from the city.


(12) Provide guidance to the Lanzhou Municipal People's Association for Friendship with Foreign Countries.


(13) Undertake the daily affairs of the Municipal Party Committee's Foreign Affairs Leading Group.


(14) Handle other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Foreign Affairs Office.
