Lanzhou Municipal Bureau of Statistics Functional Information

The Lanzhou Municipal Bureau of Statistics implements the policies, decisions, and arrangements of the Party Central Committee concerning statistical work, upholding and strengthening the Party's centralised and unified leadership over statistical affairs in the course of fulfilling its duties. Its principal responsibilities are as follows:


(1) Organising and coordinating statistical work across the city to ensure the authenticity, accuracy, completeness and timeliness of statistical data; implementing national and provincial statistical policies, plans, fundamental statistical systems and standards, while formulating municipal statistical systems and standards; implementing national and provincial statistical laws, regulations and rules, drafting local statistical regulations and rules, and establishing departmental normative documents; overseeing the construction, maintenance and management of the basic unit directory database.


(2) Investigating and handling statistical violations, organising cross-regional law enforcement coordination, and proposing disciplinary actions against responsible individuals; undertaking other law enforcement duties conferred upon municipal-level statistical administrative departments by laws and regulations; supervising and guiding statistical law enforcement in counties (cities) and districts.


(3) Implementing the national system of national economic accounting, establishing and improving the city's national economic accounting system and statistical indicator system; establishing and refining the city's statistical survey system for national economic and social development; Supervise and manage the statistical and national economic accounting work of all counties (cities), districts, and departments.


(4) Collaborate with relevant departments to implement national plans and schemes for major national condition and capacity censuses; organise and implement large-scale special surveys such as population, economic, and agricultural censuses, as well as input-output surveys across the city; compile, collate, and provide statistical data concerning national conditions and capacities.


(v) Organise and implement statistical surveys on agriculture, forestry, animal husbandry and fisheries; industry; construction; wholesale and retail trade; accommodation and food services; real estate; freight transport, warehousing and storage; internet and related services; software and information technology services; leasing and business services; household services, repair and other services; and culture, sports and entertainment. Organise and implement statistical surveys on energy, investment, population, labour wages, science and technology, enterprise innovation, cultural industries, basic social development conditions, and basic environmental conditions. Collect, aggregate, collate, and provide statistical data from these surveys. Integrate and provide city-wide basic statistical data on geological exploration, resources, housing, foreign trade, foreign economic activities, transportation, postal services, information transmission, fiscal finance and taxation, tourism, education, health, social security, and public utilities.


(6) Organise and implement sample surveys of industrial enterprises below designated size, cost and expense surveys of industrial enterprises below designated size, sample surveys of micro and small enterprises in the construction sector, surveys on fixed asset investment of micro and small enterprises, innovation surveys of enterprises below designated size, sample and questionnaire surveys of wholesale, retail, accommodation and catering industries below designated size thresholds, and sample surveys of service industries below designated size; conduct analysis and research on survey findings; organise and implement key statistical monitoring, evaluation, assessment, and public opinion surveys.


(vii) Organise economic, social, scientific and technological, and resource-environmental statistical surveys for counties (cities), districts, and municipal departments; uniformly verify, manage, and publish city-wide fundamental statistical data; regularly release statistical information on the city's national economic and social development.


(viii) Conduct statistical analysis, forecasting, and supervision of national economic conditions, social development, scientific and technological progress, and resource-environmental status; establish and continuously improve macroeconomic early warning monitoring systems; Provide statistical information and advisory recommendations to the Municipal Party Committee, Municipal Government, and relevant departments.


(9) Legally approve statistical survey projects and statistical survey systems formulated by relevant municipal government departments; organise and guide foundational statistical work and grassroots statistical infrastructure development across the city; establish and improve systems for reviewing, monitoring, and evaluating statistical data quality; conduct reviews, monitoring, and evaluations of key statistical data; supervise and manage foreign-related survey activities in accordance with the law.


(10) Assist county (city) and district heads in managing statistics bureau directors; guide the development of the city's statistical professional and technical workforce; Undertake the compilation and publication of statistical materials; oversee the management of statistical funding allocated to county (city) and district government statistical departments from central, provincial, and municipal budgets.


(11) Establish and manage the city-wide automated statistical information system and statistical database system; formulate fundamental standards and operational protocols for statistical databases and networks across counties (cities), districts, and municipal government departments; guide the development of statistical information systems in counties (cities) and districts.


(12) Execute other tasks assigned by the Municipal Party Committee and Municipal Government.
