Primary Responsibilities of the Lanzhou Municipal Medical Security Bureau:
(1) Implementing national, provincial, and municipal laws, regulations, policies, plans, and standards concerning medical insurance, maternity insurance, medical assistance, and other medical security systems. Drafting local regulations and rules for municipal medical insurance, maternity insurance, and medical assistance, and organising their implementation and supervision.
(2) Formulate and implement citywide supervision and management measures for medical security funds, establish robust safety prevention and control mechanisms for such funds, oversee their supervision and administration citywide, standardise medical insurance operations, and advance reforms in medical security fund payment methods.
(3) Organise the formulation of citywide medical security financing and benefit schemes, refine dynamic adjustment and balancing mechanisms, coordinate urban and rural medical security benefit standards, and establish a benefit adjustment mechanism commensurate with financing levels. Draft and implement citywide medical expense pooling and benefit adjustment schemes for retired personnel, and implement the citywide long-term care insurance system reform plan.
(iv) Implement nationally and provincially unified medical insurance directories covering pharmaceuticals, medical consumables, medical service items, and medical service facilities across urban and rural areas. Organise the formulation of payment standards, establish dynamic adjustment mechanisms, and undertake tasks related to medical insurance directory access.
(v) Implement national and provincial policies on pricing of pharmaceuticals, medical consumables, medical service items, and medical service facilities. Establish mechanisms for the rational determination and dynamic adjustment of medical service prices under medical insurance payments. Promote the establishment of a market-driven pricing mechanism for social medical services. Implement systems for price information monitoring and disclosure.
(vi) Undertake and implement relevant work in accordance with national and provincial policies on drug and medical consumables tendering and procurement, while supervising and inspecting the implementation by medical institutions.
(vii) Formulate and implement management measures for agreements and payments with designated medical institutions. Establish and improve mechanisms for medical insurance information statistics, credit evaluation systems, and information disclosure systems. Supervise and manage medical service practices and costs covered by medical insurance, and investigate and penalise illegal activities in the medical insurance sector in accordance with the law.
(viii) Oversee the operational management of medical security, public service systems, and information technology development. Implement policies for cross-regional medical treatment management and cost settlement. Refine the system for transferring and continuing medical security relationships, and conduct international cooperation and exchanges in the medical security sector.
(9) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Medical Security Bureau.
(10) Functional Transformation. The Municipal Medical Security Bureau shall refine the unified basic medical insurance system for urban and rural residents and the critical illness insurance system. It shall establish and improve a multi-tiered medical security system covering all citizens and integrating urban and rural areas, continuously enhancing medical security standards. It shall ensure the rational, secure, and controllable use of medical insurance funds, advance the ‘three-sector linkage’ reform of medical services, medical insurance, and pharmaceuticals, and better safeguard the public's healthcare needs while alleviating the burden of medical expenses.
(XI) Division of Responsibilities with Relevant Departments and Units
1. Division of responsibilities with the Municipal Health Commission. The Municipal Health Commission, Municipal Medical Insurance Bureau, and other departments shall strengthen institutional and policy coordination in healthcare, medical insurance, and pharmaceuticals. They shall establish communication and consultation mechanisms to jointly advance reforms, enhance the efficiency of medical resource utilisation, and improve medical security standards.
2. Division of responsibilities with the Municipal Human Resources and Social Security Bureau. The Lanzhou ‘Five Insurances in One’ information system shall be managed and maintained by the Municipal Human Resources and Social Security Bureau. The Municipal Medical Insurance Bureau shall continue to utilise this platform for medical insurance-related work. Responsibilities pertaining to medical insurance collection and card issuance shall remain with the Municipal Human Resources and Social Security Bureau, with adjustments to be made upon receiving explicit provincial directives.
