Jiayuguan Administration for Market Regulation Functional Information

The Jiayuguan Administration for Market Regulation is a working department of the Jiayuguan Municipal People's Government, at the prefecture-level. It concurrently operates under the brand names of the Office of the Jiayuguan Food Safety Committee and the Jiayuguan Intellectual Property Bureau.

(I) Responsible for Comprehensive Market Supervision and Administration

(VI) Responsible for Macroeconomic Quality Management

  • Organize investigations into major quality accidents, implement the defective product recall system, and supervise and manage product anti-counterfeiting work.

(VII) Responsible for Product Quality and Safety Supervision and Administration

  • Manage municipal-level product quality and safety risk monitoring and supervision and random inspection work.
  • Organize the implementation of the quality classification system and quality safety traceability system.
  • Responsible for the administration of industrial product production licenses and the supervision of fiber quality.

(VIII) Responsible for Special Equipment Safety Supervision and Administration

  • Comprehensively manage the safety supervision and inspection of special equipment.
  • Supervise and inspect the implementation of energy-saving standards for high-energy-consuming special equipment and environmental protection standards for boilers.

(IX) Responsible for Comprehensive Coordination of Food Safety Supervision and Administration

  • Implement major food safety policies and organize their implementation.
  • Responsible for the construction of the food safety emergency system, and organize and guide the emergency disposal and investigation of major food safety incidents.
  • Establish and improve the direct reporting system for important food safety information.
  • Undertake the daily work of the Municipal Food and Drug Safety Committee.

  • Prevent regional and systematic food safety risks and promote the establishment of a mechanism for food producers and operators to fulfill their main responsibilities.
  • Improve the food safety traceability system and organize food safety supervision and sampling inspection, risk monitoring, verification and disposal, risk early warning, and risk communication.
  • Organize the implementation of registration, filing, and supervision and administration of special foods.

(XI) Responsible for Safety Supervision, Administration, Quality Management of Drugs (including traditional Chinese medicine and ethnic medicine), Medical Devices, and Cosmetics

  • Study and formulate management and service policies to encourage new technologies and products of drugs, medical devices, and cosmetics.
  • Supervise the implementation of the drug classification management system and cooperate with the implementation of the national essential drug system.
  • Supervise the implementation of good manufacturing practices (GMP) and good supply practices (GSP), and guide the implementation of other operation and use quality management specifications according to responsibilities.
  • Responsible for the construction of supervision capacity for drugs, medical devices, and cosmetics, and promote the construction of a professional drug inspector team.

(XII) Organize the Monitoring, Evaluation, and Disposal of Adverse Drug Reactions, Medical Device Adverse Events, and Cosmetic Adverse Reactions

  • Undertake the emergency management of drug, medical device, and cosmetic safety in accordance with the law.
  • Responsible for the supervision and inspection and quality sampling of drugs, medical devices, and cosmetics.
  • Investigate and handle illegal acts in the operation of drugs, medical devices, and cosmetics in accordance with the law.
  • Improve the facilitation measures for review and approval services, encourage the innovation and development of drugs and medical devices, and promote the high-quality development of Longxi pharmaceutical industry.

(XIII) Responsible for Unified Management of Metrology Work

  • Promote legal measurement units and the national metrology system, and manage measuring instruments, quantity transmission, traceability, and comparison.
  • Regulate and supervise commodity quantities and market measurement behaviors.

(XIV) Responsible for Unified Management of Standardization Work

  • Promote the implementation and law enforcement supervision of mandatory national standards.
