Main Responsibilities of Jiayuguan Municipal Development and Reform Commission

1. Formulate and organize the implementation of the city's national economic and social development strategy, medium and long-term plans as well as annual plans. Coordinate economic and social development in an overall manner, conduct research and analysis on economic situations, and propose goals and policies for national economic development, price regulation, comprehensive balance and optimization of major economic structures. Put forward suggestions on the comprehensive use of various economic means and policies, and submit reports on the city's national economic and social development plans to the Municipal People's Congress as entrusted by the Municipal Government.
2. Monitor the development trends of the city's economy and society, assume the responsibilities of prediction, early warning and information guidance. Conduct research on major issues such as economic operation, total balance and economic security, and put forward relevant policy suggestions.
3. Undertake the overall guidance and comprehensive coordination of the city's economic system reform. Study major issues concerning the city's economic system reform and opening up, organize the formulation of comprehensive economic system reform plans, and examine and approve special economic system reform plans. Guide and coordinate the pilot work of comprehensive supporting economic system reform in the city.
4. Formulate and organize the implementation of the city's price and charging policies and management catalogues, and conduct supervision and management in accordance with the law. Be responsible for formulating and adjusting prices and charging standards under municipal management. Organize price cost surveys and supervision, market price monitoring, price identification and authentication of case-related property in the city. Undertake the qualification review of price assessment institutions and personnel in the city. Guide the city's price and charging management work.
5. Undertake the planning of major projects and productive forces layout, and propose the total scale of social fixed asset investment. Arrange municipal budgetary construction funds, study, determine and manage major construction projects, and coordinate the resolution of problems in the construction of major projects. Examine and approve, verify and review major construction projects, foreign-invested projects and overseas investment projects in accordance with the prescribed authority. Be responsible for the feasibility study report, preliminary design and budget estimate approval as well as completion acceptance of government-invested projects (excluding industrial and communication projects) in the city, i.e., projects that fully or partially use central budgetary investment, provincial budgetary and extra-budgetary funds, municipal budgetary and extra-budgetary funds, funds (bonds) approved by the state and other construction funds, as well as foreign loan projects for which the government assumes repayment or guarantee responsibilities. Guide the direction of private investment and promote the development of the city's engineering consulting industry.
6. Promote the strategic adjustment of economic structure. Organize the formulation of comprehensive industrial policies, coordinate major issues concerning the development of primary, secondary and tertiary industries, connect and balance relevant development plans and major policies, and ensure the connection and balance with national economic and social development plans. Coordinate major issues concerning agricultural and rural economic and social development, formulate development strategies and relevant policies for the service industry together with relevant departments, formulate development strategies and plans for modern logistics industry, and organize the formulation of strategies, plans and major policies for high-tech industry development and industrial technological progress.
7. Organize the formulation of the city's coordinated development strategies, plans and major policies. Conduct research and put forward strategies and major policies for urbanization development, adjustment and transformation of old industrial bases, and sustainable development of resource-based cities, and coordinate their implementation. Conduct overall planning and guidance for the construction and development of development zones in the city.
8. Conduct research and analysis on market supply and demand, ensure the total balance of supply and demand of important commodities, and organize the formulation of development plans and regulatory policies for wholesale markets of important agricultural products and means of production.
9. Responsible for the policy connection between the city's social development and national economic development. Organize the formulation of social development strategies, overall plans and annual plans, participate in the formulation of development policies for population and family planning, science and technology, education, health, culture, radio and television, tourism, sports, civil affairs, etc. Promote the construction of social undertakings and public service systems, put forward policy suggestions for promoting employment, adjusting income distribution, and improving the coordinated development of social security and economy, and take the lead in medical and health system reform. Guide and coordinate the city's national economic mobilization work.
10. Promote the sustainable development strategy and be responsible for the comprehensive coordination of energy conservation and emission reduction. Organize the formulation and coordination of the implementation of plans and policies for circular economy development, energy and resource conservation and comprehensive utilization. Participate in the preparation of ecological construction and environmental protection plans, coordinate major issues concerning ecological construction, energy and resource conservation and comprehensive utilization, and comprehensively coordinate the development of environmental protection industry and the promotion of clean production.
11. Draft relevant regulations and drafts on national economic and social development as well as economic system reform, and formulate departmental rules. Be responsible for summarizing and analyzing the situation of finance, finance and other aspects, and participate in the formulation of fiscal and financial policies. Guide and coordinate the city's bidding and tendering work, and conduct supervision and inspection on the bidding and tendering of major construction projects in the city.
12. Put forward goals and policies for the city's foreign investment strategy, planning, total balance and structural optimization. Propose the total scale and direction of the city's foreign investment, and guide and supervise the use of foreign loan funds.
13. Complete other matters assigned by the Municipal Party Committee, the Municipal Government and the Provincial Development and Reform Commission.
