Main Responsibilities of Jiayuguan Municipal Bureau of Education

1. Fully implement the Party's and the country's educational policies, and ensure the implementation of national educational guidelines, policies and regulatory systems in all types of schools at all levels.
2. Formulate development plans and annual plans for all types of education at all levels in the city, guide and inspect their implementation, and compile annual plan summaries and final reports.
3. Coordinate and guide the coordinated development of basic education, vocational education, adult education, preschool education and special education in the city. Organize teachers to carry out teaching research and reform teaching methods, and guide educational activities of educational societies, associations and mass organizations.
4. Examine, approve and manage private education in accordance with the law.
5. Coordinate and guide the reform of the city's educational system and school-running system. Strengthen the layout adjustment of primary and secondary schools, rationalize internal and external educational relations, and establish an educational operation system adapting to the city's social and economic development needs.
6. Collaborate with the Municipal Development and Reform Commission, Finance Bureau, Construction Bureau and other departments to research, allocate and audit educational infrastructure investment, educational funds and annual budget. Be responsible for the statistical summary of educational funds, and guide the financial management, supervision and audit work of the city's education system.
7. Conduct the training, education, assessment, selection, recommendation, appointment, removal and employment of leading cadres in all types of schools at all levels in accordance with the cadre management authority. Be responsible for the training and education of reserve cadres in schools.
8. Formulate relevant policies and regulatory systems for labor wages and personnel management in the education system together with relevant departments. Guide schools to strengthen the reform of internal personnel systems, make overall plans and guide the construction of teacher teams and cadre teams in all types of schools at all levels. Be responsible for implementing relevant policies on professional title reform and professional technical post evaluation and appointment in the city's education system.
9. Guide all types of schools at all levels to carry out ideological and political work, moral education, physical education, health and health education, aesthetic education, national defense education and environmental protection education for students.
10. Organize and guide academic education and its examination work of all types and levels in the city. Plan and guide continuing education and self-taught higher education examinations for adults.
11. Organize the implementation of technical equipment plans for all types of schools at all levels, and guide the work-study programs in primary and secondary schools.
12. Legally perform the management functions including qualification recognition, recruitment, deployment and exchange, appointment and evaluation, training, assessment and reward/punishment, resignation and retirement of primary and secondary school teachers.
13. Be responsible for guiding and coordinating the city's language work and the promotion of Putonghua.
14. Organize the implementation of various tasks related to student-origin credit student loans carried out in Jiayuguan City.
15. Do a good job in the service and management of retired cadres and staff.
16. Strengthen the overall planning, comprehensive coordination and macro-management of private education.
17. Complete other matters assigned by the Municipal Party Committee, the Municipal Government and the Provincial Department of Education.
