Main Responsibilities of Jiayuguan Municipal Bureau of Industry and Information Technology

1. Implement relevant laws, regulations, rules, guidelines and policies on industry and information technology. Formulate drafts of local laws, regulations and policies for industrial and information technology work, and organize their implementation in conjunction with relevant parties.
2. Formulate and organize the implementation of development strategies, plans and annual plans for industry and information technology. Study and organize the implementation of policy measures for the layout planning and structural adjustment of industry and information technology. Formulate and organize the implementation of industrial policies and standards. Promote the reform of the industrial and information technology system and the innovation of management mechanisms, and improve the overall quality and core competitiveness of the industry.
3. Organize the implementation of urban and rural industrial layout adjustment, transformation of old industrial zones and industrial upgrading, and promote the development of creative industries. Be responsible for formulating medium and long-term plans for the construction of industrial concentration areas, industrial development zones and circular economy industrial parks, promote the concentration of industrial projects in parks and rationalize the layout. Undertake the daily work of the Office of the Leading Group for the In-depth Implementation of the Industrial Strengthening City Strategy of the city.
4. Monitor and analyze the operation situation of industry, information industry and producer services, collect and release relevant information, and conduct prediction, early warning and information guidance. Coordinate and balance production factors such as coal, electricity, oil, gas and transportation, solve relevant problems in economic operation and put forward policy suggestions. Be responsible for emergency management, industrial security and national defense mobilization related to industry and information technology. Undertake the administration of the salt industry and the management of material reserves such as medical supplies. Guide relevant industries to strengthen production safety, and cooperate with relevant departments to do a good job in the production, reserve and transportation of disaster relief materials needed to respond to natural disasters. Assist relevant departments in anti-monopoly work.
5. Be responsible for putting forward suggestions on the scale and direction of fixed asset investment in the city's industry and information technology. Organize and plan major industrial and information technology construction projects in accordance with the approval authority of the provincial and municipal governments. Cooperate with relevant departments to organize and manage the promotion and implementation of government-invested industrial and information technology projects. Manage the use of foreign capital in industry and information technology in conjunction with relevant departments, and carry out foreign cooperation and exchanges in industry and information technology.
6. Guide technological innovation and technological progress of the industry. Formulate and organize the implementation of plans, policies and standards for high-tech industries involving biomedicine, new materials, information industry and other fields. Promote technological transformation of enterprises, examine and approve and organize the implementation of industrial technological transformation projects, and upgrade and transform traditional industries with advanced technologies. Coordinate and organize the implementation of major national, provincial and municipal scientific and technological special projects in the industrial and information technology industry, and be responsible for the construction of enterprise technology centers. Promote the integration of production, education and research and the industrialization of relevant scientific research achievements. Guide the quality management and brand strategy promotion of the industrial sector.
7. Undertake the task of organizing and coordinating the revitalization of the equipment manufacturing industry in the city. Formulate plans and policies for the development and independent innovation of major technical equipment, implement relevant major special projects relying on national, provincial and municipal key project construction, promote the localization of major technical equipment, and guide the digestion and innovation of imported major technical equipment.
8. Coordinate the energy conservation and emission reduction work in industry and communications industry. Guide and promote the city's energy conservation work, formulate and organize the implementation of plans and policy measures for the development of circular economy, comprehensive utilization of resources and energy conservation in industry and communications industry, promote clean production, and be responsible for the reform of new wall materials in the city.
9. Establish a work system serving enterprises across the society, promote the reform of the industrial and information technology system and the innovation of management mechanisms, and improve the overall quality and core competitiveness of the industry. Be responsible for vocational education and training in the industrial sector. Exercise centralized management and guidance over the work of industry associations.
10. Guide the production safety of industry and information technology industry, and be responsible for the supervision and management of the civil explosive equipment industry as well as the safety of its production and circulation.
11. Promote the city's informatization work in an overall manner, and guide and coordinate the development and utilization of information resources. Coordinate and organize the implementation of national and local information technology standards, and study and put forward technical standards for informatization work in conjunction with relevant departments. Guide the quality management of the electronic information industry, guide and promote the establishment of enterprise information technology innovation mechanisms, promote the development of the software industry, information service industry and emerging industries, and advance the integration of information industry and industrialization.
12. Be responsible for the planning, coordination and management of the city's information infrastructure construction. Organize and guide relevant departments to formulate plans for communication pipelines, public communication networks and special information networks and undertake corresponding management work. Promote the integration of telecommunications, radio and television and computer networks, and promote inter-departmental and cross-industry interconnection and sharing of important information resources. 13. Organize and coordinate the establishment of an information security guarantee system. Guide and coordinate information security prevention work. Coordinate and handle major network and information security incidents. Strengthen the supervision and management of information network security technologies, equipment and products in conjunction with relevant departments. Organize, coordinate and guide the implementation of major smart card application projects and the promotion of smart card applications.
14. Unifiedly allocate and manage the city's radio frequency spectrum resources, and supervise and manage radio stations (stations) in accordance with the law. Coordinate and handle relevant matters of radio management between the military and local authorities. Be responsible for radio monitoring, testing and interference investigation, coordinate and handle electromagnetic interference matters, maintain the order of radio waves in the air, and organize the implementation of radio control in accordance with the law.
15. Maintain contact with Jiayuguan Salt Administration Bureau, relevant municipal communication management departments, and central units and enterprises in Jiayuguan.
16. Be responsible for accepting relevant administrative reconsideration applications and responding to administrative litigation cases.
17. Complete other matters assigned by the Municipal Party Committee, the Municipal Government and the Provincial Department of Industry and Information Technology.
