Main Responsibilities

1. Undertake policy research on major issues of comprehensive law-based governance of the city, coordinate relevant parties to put forward suggestions on the medium and long-term plan for comprehensive law-based governance of the city, and be responsible for the supervision of the implementation of relevant major decision-making arrangements.
2. Assume the responsibility of overall planning of legislative work. Coordinate relevant parties to put forward suggestions on the legislative plan and annual legislative work plan, track and understand the implementation of the legislative work plan by various departments, strengthen organizational coordination and supervision and guidance, and study and put forward opinions and measures for connecting legislation with reform decisions. Be responsible for soliciting suggestions on local regulations and government rules formulation projects from the public.
3. Be responsible for drafting or organizing the drafting of relevant local regulations and drafts of municipal government rules. Undertake the review of drafts of local regulations and municipal government rules submitted by various departments of the municipal government. Be responsible for legislative coordination. Be responsible for the legality review of normative documents issued by the municipal government.
4. Undertake the interpretation of municipal government rules. Undertake the post-implementation evaluation of relevant local regulations and municipal government rules. Be responsible for coordinating relevant disputes and issues among various departments in the implementation of local regulations and municipal government rules. Undertake the cleaning up and compilation of local regulations and municipal government rules organized and drafted by the municipal government. Be responsible for the record review of normative documents of municipal directly-affiliated departments. Organize the cleaning up of relevant local regulations and rules.
5. Assume the responsibility of promoting the construction of a law-based government in an all-round way. Guide and supervise the law-based administration of various departments of the municipal government. Be responsible for the comprehensive coordination of administrative law enforcement, undertake work related to promoting the reform of the administrative law enforcement system, and promote strict, standardized, fair and civilized law enforcement. Undertake administrative reconsideration cases applied to the municipal government and handle litigation cases. Be responsible for standardizing administrative law enforcement procedures, administrative law enforcement behaviors and administrative discretion, examine the qualifications of administrative law enforcement subjects and administrative law enforcement personnel of municipal directly-affiliated departments, and guide and supervise the administrative law enforcement work of various departments.
6. Assume the responsibility of overall planning of the construction of a law-based society. In accordance with the unified deployment of the Central Government, formulate implementation plans for legal publicity and education, and organize the implementation of legal popularization and publicity work. Promote people's participation in and promotion of the construction of the rule of law. Guide the work of law-based governance and the creation of a law-based society. Guide and manage mediation work, be responsible for the selection and management of people's assessors and people's supervisors, and promote the construction of judicial offices.
7. Guide and manage community correction work in the city. Guide and manage the assistance and resettlement work for ex-offenders who have completed their sentences in the city.
8. Be responsible for formulating plans for the construction of a public legal service system in the city and organizing their implementation, and coordinate and distribute public legal service resources in urban and rural areas and regions. Be responsible for the construction of public legal service centers. Guide and supervise the work of lawyers, legal aid, judicial identification, notarization, arbitration and grass-roots legal services. Carry out foreign-related legal service work in accordance with the unified national deployment.
9. Be responsible for organizing and implementing the national unified legal professional qualification examination in the city. Be responsible for the management of the national unified legal professional qualification and certificates in the city. Be responsible for planning and guiding the pre-service training of legal professionals.
10. Be responsible for the legal advisory work of the municipal government. Conduct legality reviews on major administrative decisions made by the municipal government. Act as an agent in administrative lawsuits of the municipal government and relevant legal affairs where the municipal government is the civil subject, and be responsible for the legal advisory work of the municipal government. Organize and carry out theoretical research and publicity work on the construction of a law-based government.
11. Be responsible for the Party building, team building and ideological and political work of the system. Plan, coordinate and guide work related to the construction of a team of rule of law talents. Guide and supervise the Party building work of the legal service industry in the city.
12. Complete other tasks assigned by the Municipal Party Committee, the Municipal People's Government and the Gansu Provincial Department of Justice.
