Finance Bureau of Jiayuguan City, Gansu Province Functional Information

(1) Implementing national and provincial regulations, systems, and policies governing finance, taxation, and state-owned asset management; organising the formulation of systems concerning finance, taxation, fixed assets, asset valuation, and financial accounting, and overseeing their implementation.


(2) Formulating the city's financial development strategy, medium-to-long-term plans, reform proposals, and other relevant policies; participating in the formulation of the city's macroeconomic policies; organising the implementation of distribution policies between the province and the city, and between the state and enterprises; Propose recommendations for employing fiscal and tax policies to implement macroeconomic regulation and achieve comprehensive balance of social financial resources.


(3) Compile annual municipal budget and final accounts drafts and organise their implementation; report to the Municipal People's Congress on the city-wide and municipal budgets and their execution, and report final accounts to the Municipal People's Congress Standing Committee on behalf of the municipal government.


(4) Formulate fiscal budget revenue plans; manage all municipal-level fiscal revenues, supervise the execution of township-level budgets, and oversee the collection of state-owned asset operating revenues; organise and standardise the collection and management of confiscated revenues; Conduct surveys and research on tax sources such as personal income tax, corporate income tax, and customs duties; implement relevant national tax policies; oversee the operations of the Municipal Rural Comprehensive Reform Office.


(5) Manage and supervise all fiscal expenditures; administer municipal extra-budgetary funds, fiscal special accounts, and government-managed funds; oversee government loan operations; supervise the income and expenditure of social organisations and non-profit enterprises; oversee the collection and utilisation of social security funds; manage and supervise agricultural comprehensive development funds.


(vi) Implement national laws, regulations, and policies on government procurement in accordance with the Government Procurement Law of the People's Republic of China and other relevant statutes; formulate and enforce municipal government procurement regulations while overseeing procurement activities; establish expenditure standards and policies requiring city-wide uniformity; establish and implement the centralised treasury payment system; Implement the preparation of departmental budgets; enforce the General Rules for Enterprise Finance and sector-specific enterprise financial systems, the Financial System for Public Institutions, and the Financial System for Administrative Units; enforce financial systems for social security, infrastructure construction, and foreign-related enterprises.


(vii) Manage and supervise infrastructure construction funds and urban maintenance and construction funds; review funding for fiscally-invested construction, renovation, and maintenance projects, and approve preliminary (final) budgets and final accounts.


(viii) Organising and implementing asset verification, state-owned property rights demarcation, registration, transfer, and authorised operation for municipal state-owned enterprises and administrative institutions; compiling the state-owned assets operation budget; undertaking statistics, analysis, and evaluation of assets (financial accounting statements) for municipal state-owned enterprises and administrative institutions.


(ix) Implementing government policies, regulations, and management measures for domestic and foreign debt; undertaking management, credit assessment, and on-lending of foreign government loans and loans from international financial organisations.


(10) Implement accounting regulations and systems; guide and supervise the operations of certified public accountants and accounting firms; oversee and manage social auditing; oversee pilot schemes for the appointment of accountants and centralised accounting operations.


(11) Exercise unified oversight of the asset appraisal industry; guide and supervise the operations of appraisal institutions and registered appraisers; handle the filing and project approval confirmation for asset appraisal projects involving state and collective property rights.


(12) Monitor the implementation of fiscal and tax policies, laws, and regulations; Examine major issues arising in fiscal revenue and expenditure management; propose policy recommendations to strengthen fiscal administration.


(13) Implement national lottery management systems and issuance plans; oversee lottery distribution.


(14) Formulate municipal fiscal research and education plans; organise training for fiscal personnel; manage fiscal information and publicity.


(15) Exercise shareholder responsibilities as authorised by the Municipal People's Government, in accordance with laws and regulations including the Company Law of the People's Republic of China and the Interim Regulations on the Supervision and Administration of State-Owned Assets in Enterprises; Supervise the preservation and appreciation of state-owned assets in supervised enterprises and strengthen the management of state-owned assets.


(16) Monitor the preservation and appreciation of supervised state-owned assets through statistics and audits; establish and refine an indicator system for the preservation and appreciation of state-owned assets, formulate assessment criteria and organise evaluations; safeguard the rights and interests of state-owned asset investors.


(17) Draft local regulations on state-owned asset management and formulate relevant rules and regulations.


(18) Implement the Party and state's agricultural policies and directives; manage municipal-level comprehensive agricultural development; research and formulate regulations concerning municipal agricultural development policies, fund management, and financial administration.


(19) Formulate municipal fiscal informatisation development plans and budgets; undertake security and confidentiality management for fiscal business networks and fiscal network systems; handle relevant fiscal information disclosure operations; develop municipal fiscal information technology training programmes.


(XX) Formulate systems for the financial management and accounting of municipal social insurance funds, along with management measures for such funds; participate in formulating municipal social security policies and related institutional provisions; oversee the approval of basic medical insurance funds for administrative institutions and public organisations, as well as medical subsidy funds for civil servants.


(XXI) Undertake other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Finance.
