Jiayuguan Municipal Bureau of Natural Resources Functional Information

The Jiayuguan Municipal Bureau of Natural Resources is the government functional department responsible for land administration, mineral resource management, planning, and surveying and mapping industry oversight across the city. Its principal responsibilities are as follows:


(1) Exercising the duties of the state as owner of natural resource assets including land, minerals, forests, grasslands, wetlands, and water, as well as exercising control over the use of all territorial space. Drafting local regulations and municipal government rules concerning natural resources, territorial space planning, and surveying and mapping, and supervising their implementation.


(2) Overseeing natural resource surveys, monitoring, and evaluation across the city. Implementing indicator systems and statistical standards for natural resource surveys, monitoring, and evaluation, establishing a unified and standardised system for such activities. Conducting fundamental and specialised natural resource surveys and monitoring. Managing the supervision, administration, and information release of survey, monitoring, and evaluation outcomes, and carrying out city-wide oversight and evaluation of natural resource surveys.


(iii) Overseeing the unified registration of natural resource rights across the city. Implementing national systems, standards, and norms for unified registration of various natural resources and immovable property rights, cadastral surveys, dispute resolution in immovable property surveying, and application of outcomes. Establishing and improving the city's foundational information management platform for natural resource and immovable property registration. Managing the collection, collation, sharing, and submission of natural resource and immovable property registration data. Supervising the city's natural resource and immovable property rights registration work.


(iv) Oversee the paid use of natural resource assets citywide. Implement the national statistical system for state-owned natural resource assets, conduct accounting for such assets, compile the state-owned natural resource asset balance sheet, and formulate assessment criteria. Implement national policies on the allocation, transfer, leasing, valuation-based capital contribution, and land reserve of state-owned natural resource assets, ensuring their rational allocation. Manage the valuation of natural resource assets and collect relevant asset revenues in accordance with the law.


(v) Oversee the rational development and utilisation of natural resources across the city. Formulate and implement citywide natural resource development plans and strategies; implement standards for natural resource development and utilisation; establish a government-publicised natural resource pricing system; organise grading and valuation assessments for natural resources; conduct evaluations and assessments of natural resource utilisation; guide the efficient and intensive use of resources; and oversee natural resource market regulation. Organise research into policy measures concerning macro-control, regional coordination, and integrated urban-rural development within natural resource management.


(vi) Responsible for establishing and overseeing the implementation of the city's spatial planning system. Advance the main functional zones strategy and system; organise the compilation and supervision of the implementation of territorial spatial plans and relevant specialised plans such as main functional zones. Conduct suitability assessments for territorial spatial development and establish a monitoring, evaluation, and early warning system for territorial spatial planning implementation. Organise the delineation of control lines including ecological protection red lines, permanently protected farmland, and urban development boundaries to establish resource-conserving and environmentally protective spatial layouts for production, living, and ecological zones. Implement territorial spatial use control systems, research and formulate urban-rural planning policies with oversight of their implementation, and organise the formulation and implementation of annual utilisation plans for natural resources such as land and minerals requiring approval from provincial or municipal governments.


(vii) Overseeing citywide ecological restoration of territorial space. Lead the formulation and implementation of territorial space ecological restoration plans and major ecological restoration projects. Manage comprehensive territorial space remediation, land consolidation and reclamation, and mine geological environment restoration. Lead the establishment and implementation of ecological protection compensation mechanisms, formulate policies for rational utilisation of social capital in ecological restoration, and establish a project repository for territorial space ecological restoration.


(viii) Responsible for organising and implementing the strictest system for protecting cultivated land. Implement policies for cultivated land protection, overseeing the quantity, quality, and ecological conservation of such land. Organise and implement assessments of cultivated land protection responsibilities and targets, as well as special protection for permanently preserved basic farmland. Ensure the implementation of the cultivated land compensation and replacement system, and supervise the execution of the cultivated land occupation compensation system.


(9) Overseeing geological survey-related work. Organising and implementing city-wide geological surveys and mineral resource exploration, managing municipal-level geological survey projects, undertaking geological hazard prevention and remediation, and supervising issues such as excessive groundwater extraction and resulting ground subsidence.


(10) Implementing requirements of the city's comprehensive disaster prevention and mitigation plan, organising the formulation of geological hazard prevention plans and protection standards, and guiding their implementation. Organise, guide, coordinate, and supervise geological hazard investigations, evaluations, and surveys for potential hazards, including general surveys, detailed surveys, and targeted inspections. Guide the implementation of community-based monitoring and prevention, professional monitoring, and early warning systems. Guide the implementation of geological hazard engineering remediation works and provide technical support for emergency rescue operations related to geological hazards.


(11) Responsible for the management of mineral resources throughout the city. Responsible for the management of mineral resource reserves and resources overlain by construction projects. Manage mining rights and, in conjunction with relevant departments, regulate and administer specific mineral species subject to protective mining and advantageous mineral resources. Supervise and guide the rational utilisation and protection of mineral resources.


(12) Oversee surveying, mapping, and geographic information management citywide. Manage basic surveying and mapping operations, as well as the surveying and mapping industry. Administer surveying and mapping qualifications and credit management. Supervise geographic information security and market order citywide. Manage public geographic information services and map administration. Organise the establishment and protection of local survey benchmarks.


(13) Promotes scientific and technological advancement within the city's natural resources sector. Formulates and implements plans for technological innovation and talent development in natural resources. Organises and implements key scientific projects and innovation capacity building, advancing natural resources informatisation and public services for information resources.
