The Jiayuguan Municipal Bureau of Culture and Tourism was established in January 2019 through the merger of the former Jiayuguan Municipal Bureau of Culture, Radio, Film, Television, and Press, the Jiayuguan Municipal Tourism Bureau, and the Jiayuguan Municipal Bureau of Cultural Relics. It also operates under the external designation of the Jiayuguan Municipal Bureau of Cultural Relics. It comprises nine functional departments: the Office, Policy and Regulations Section, Statistics and Finance Section, Culture Section, Tourism Section, Cultural Relics and Museums Section, Information and Broadcasting Section, Planning and Development Section, and Cultural Relics Safety Supervision Section. The bureau primarily oversees the development of the city's cultural, tourism, and cultural relics sectors. It oversees seven subordinate units: the Jiayuguan Municipal Cultural Market Comprehensive Administrative Law Enforcement Team, Jiayuguan Tourism Promotion Centre, Jiayuguan Cultural Centre, Jiayuguan Library, Jiayuguan City Museum, Jiayuguan Children's Library, and Jiayuguan Art Museum.
Established in March 2019, the Jiayuguan Municipal Cultural Market Comprehensive Administrative Law Enforcement Team operates as a fully funded, deputy-division-level public institution. It was formed through the merger of the Jiayuguan Municipal Cultural Market Comprehensive Law Enforcement Detachment, the Jiayuguan Municipal Office for Combating Pornography and Illegal Publications, and the Jiayuguan Municipal Tourism Law Enforcement Brigade. Its primary responsibilities include exercising administrative penalties in accordance with the law for the management of cultural, broadcasting, film and television, publishing, tourism, and cultural relics markets, as well as conducting administrative inspections and enforcement related to such penalties. It currently shares office space with the Jiayuguan Municipal Culture and Tourism Bureau.
The Jiayuguan Tourism Promotion Centre was established on 11 August 2017 as a fully funded department-level public institution, also operating under the name Jiayuguan Smart Tourism Development Centre. Its principal responsibilities encompass domestic and international tourism market development, promotional activities, and the marketing of tourism products. It currently shares office space with the Jiayuguan Municipal Culture and Tourism Bureau.
The Jiayuguan Municipal Cultural Centre (formerly the Mass Art Centre) was established in 1969. Its new premises, completed in 1997, cover a floor area of 4,347.06 square metres. As a fully state-funded departmental-level institution, it holds the status of a National Grade II Cultural Centre. Its primary responsibilities encompass public education, cultural arts dissemination, preservation of ethnic and folk traditions, training grassroots cultural cadres, organising mass cultural activities, fostering artistic creation, enriching public cultural life, and enhancing the cultural literacy of the entire population.
Jiayuguan City Library was founded in 1980. Its new premises in the southern urban district were completed in 2012, opened for use in 2013, and became fully accessible to the public free of charge in 2015. With a total floor area of 10,858 square metres, it is a fully state-funded departmental-level institution and holds national first-class library status. Its primary responsibilities encompass the acquisition, cataloguing, storage, and lending of books, documents, periodicals, and audiovisual materials to the public.
Jia Yu Guan City Museum was established in 2008. Occupying a site area of 20,986 square metres with a building area of 11,038 square metres, it is a fully state-funded departmental-level public institution. Its primary functions encompass the acquisition, preservation, research, and exhibition of photographs, artefacts, documents, and audiovisual materials reflecting Jiayuguan's historical culture, natural resources, urban development, and societal evolution. Through exhibitions and extensive public education initiatives, it disseminates historical, scientific, and cultural knowledge while promoting core socialist values, the Jiayuguan Spirit, and the Tieshan Spirit.
Jia Yu Guan Children's Library was established in 2011 through the renovation of the former Jia Yu Guan City Library building. It officially opened in January 2013 and is free to the public, with a building area of 2,500 square metres. As a fully state-funded departmental-level institution, it holds the status of a National Grade III Library. Its primary functions include providing book lending, reading facilities, subject guidance, and reader activities for young readers; It delivers literature and information services to children, parents, and youth workers, fulfilling the social educational role of a children's library.
Jia Yu Guan City Art Gallery was established in 2015 as a self-financing departmental-level public institution. Its primary responsibilities include organising exhibitions and exchanges of artworks, calligraphy, photography, and other artistic creations, focusing on Silk Road culture, Great Wall culture, and frontier culture, with a reach extending beyond Jia Yu Guan City to domestic and international audiences; Conducting research into artistic creation, hosting academic seminars, curating exhibitions, and collecting fine artworks; delivering public lectures, organising artistic practice activities and educational training; managing the registration, archiving, and safekeeping of all exhibition items.
