The Jiayuguan Municipal Medical Insurance Bureau implements the guiding principles, policies, and decisions of the Central Committee, Provincial Party Committee, and Municipal Party Committee concerning medical security. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over medical security work. Its principal responsibilities are:
(1) Implementing national and provincial laws, regulations, policies, plans, and standards concerning medical insurance, maternity insurance, medical assistance, and other healthcare security systems; drafting normative documents for municipal medical insurance, maternity insurance, and medical assistance, and organising their implementation and supervision.
(2) Formulating and implementing municipal healthcare security fund supervision and management measures; establishing robust safety prevention and control mechanisms for healthcare security funds; advancing reforms in healthcare security fund payment methods; and ensuring the secure operation of healthcare security funds.
(3) To formulate citywide policies on participation funding and benefit entitlements for urban employees and urban-rural residents, refine dynamic adjustment and balancing mechanisms, and establish benefit adjustment systems commensurate with funding levels. To draft and implement the city's long-term care insurance reform plan.
(iv) Implement provincially unified medical insurance directories and payment standards for pharmaceuticals, medical consumables, medical service items, and medical service facilities across urban and rural areas, establishing a dynamic adjustment mechanism.
(v) Implement provincial policies on pricing of pharmaceuticals and medical consumables, as well as charging for medical service items and facilities. Establish mechanisms for the rational determination and dynamic adjustment of medical service prices under insurance payments. Promote the establishment of market-driven pricing mechanisms for social medical services, and establish price monitoring and information disclosure systems.
(vi) Implement provincial policies on drug and medical consumables tendering and procurement, manage volume-based procurement for public hospitals, and establish a comprehensive municipal platform for tendering and procurement of drugs and medical consumables.
(vii) Formulate and implement municipal agreements and payment management measures for designated medical institutions, establish a robust medical insurance credit evaluation system and information disclosure mechanism, supervise medical service practices, costs, and drug pricing within the insurance coverage scope, and investigate and penalise violations in the medical insurance sector in accordance with the law.
(viii) Oversee medical insurance administration, public services, and information technology development. Implement and refine policies for cross-regional medical treatment management and cost settlement. Establish and improve systems for transferring and continuing medical insurance relationships. Facilitate cooperation and exchange within the medical insurance sector.
(9) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Medical Security Bureau.
(10) Functional Transformation. The Municipal Medical Security Bureau shall refine the unified basic medical insurance system for urban and rural residents and the critical illness insurance system. It shall establish and improve a multi-tiered medical security system covering all citizens and integrating urban and rural areas, continuously enhancing medical security standards. It shall ensure the rational, secure, and controllable use of medical insurance funds, advance the ‘three-sector linkage’ reform of medical services, medical insurance, and pharmaceuticals, better safeguard the public's healthcare needs, and alleviate the burden of medical expenses.
(11) Division of responsibilities with the Municipal Health Commission. The Municipal Health Commission, Municipal Medical Insurance Bureau and other relevant departments shall strengthen institutional and policy coordination in healthcare, medical insurance and pharmaceuticals. They shall establish communication and consultation mechanisms to jointly advance reforms, enhance the efficiency of healthcare resource utilisation and elevate medical security standards.
