The Jiayuguan Municipal Urban Management Bureau was formally renamed on 19 April 2024 as a municipal government department. It is responsible for formulating urban management development plans, guiding and coordinating urban management operations, and supervising and inspecting urban management administrative law enforcement. It comprises four internal departments: the Office, the Policy and Regulations Section, the Law Enforcement Supervision Section, and the City Appearance and Environment Section. The Municipal Urban Management Comprehensive Administrative Law Enforcement Team operates as a Category I public welfare institution fully funded by the government, holding a deputy-bureau-level status and falling under the administration of the Municipal Urban Management Bureau. The Urban Management Digital Command Centre, also administered by the Municipal Urban Management Bureau, functions as a public welfare institution fully funded by the government.
I. Primary Responsibilities
Responsible for formulating urban management development plans, guiding and coordinating urban management operations, and supervising and inspecting administrative law enforcement in urban management.
II. Internal Departments
(1) In accordance with its responsibilities, the Municipal Urban Management Bureau comprises four internal departments:
1. Office
Responsible for overseeing Party affairs, administrative operations, and monitoring the implementation of directives and tasks assigned by leadership; managing grassroots Party building, Party conduct and integrity, ideological work, personnel and labour relations, confidential matters, and archival management; administering the allocation, use, and management of fixed assets, including law enforcement vehicles, equipment, office supplies, premises, and energy consumption; Coordinates the work of mass organisations including the Communist Youth League, Trade Union, and Women's Federation; oversees financial management, accounting, financial auditing, and annual budget formulation and finalisation.
2. Policy and Legislation Section
Responsible for drafting, reviewing the legality of, and consolidating local regulations, rules, and normative documents pertaining to urban management enforcement across the city; formulating annual work objectives and medium-to-long-term plans for law-based administration and urban management enforcement; undertaking training, legal education, and publicity work for law-based administration, law-based governance of the city, and law enforcement personnel; responsible for institutional development across the bureau, drafting departmental rules and regulations, reviewing urban management enforcement cases, and handling matters related to compulsory enforcement cases; Handles complaints, administrative reconsideration requests, and litigation responses concerning urban management enforcement; conducts hearings for major administrative enforcement cases; oversees departmental work on ethnic and religious affairs, comprehensive social governance, stability maintenance, and combating organised crime.
3. Enforcement Supervision Section
Oversees compliance with national, provincial, and municipal laws, regulations, and rules governing urban management; conducts inspections on administrative law enforcement team development and daily conduct of officers; investigates and handles disciplinary violations during enforcement; manages workplace safety; handles departmental administrative law enforcement, supervision assessments, emergency response, and accident investigations; coordinates with provincial urban management law enforcement supervision departments regarding guidance, inspections, and third-party evaluations; processes proposals and recommendations from the People's Congress and the Chinese People's Political Consultative Conference.
4. Urban Appearance and Environment Section
Responsible for implementing the ‘streamlining administration, delegating power, and improving services’ initiative in urban management enforcement and conducting fairness reviews of competitive practices. Oversees the deployment and inspection of urban appearance enforcement activities, including the approval, disposal, management, and administrative licensing of structures within the municipal administrative area. Handles enforcement matters related to urban management such as air pollution prevention and control, illegal construction, and civilised city creation. Provides guidance on the establishment of temporary trading points, supervises the operation of stray dog shelters, and manages the filing and centralised rectification of outdoor advertisements and shopfront signage.
