Main responsibilities of the institution:
(a) Undertake policy research on major issues of comprehensive rule of law in the city, coordinate with relevant departments to put forward proposals for medium- and long-term planning of comprehensive rule of law in the city, and be responsible for the deployment of relevant major decisions to inspect the work.
(ii) Assume the responsibility of co-ordinating the planning of legislative work. It coordinates relevant departments to put forward proposals for legislative planning and annual legislative work plan, is responsible for tracking the implementation of the legislative work plan by municipal departments, strengthening organisational coordination and supervision and guidance, and studying and proposing opinions and measures for linking legislation with reform decisions. It is responsible for soliciting proposals for the formulation of local laws and regulations and government regulations from the society.
(c) Responsible for drafting or organising the drafting of relevant local laws and regulations and government regulations. Undertake the review of draft local laws and regulations and government regulations submitted by municipal departments to the municipal people's government.
