Liupanshui City Education Bureau Functional Information
The Liupanshui Municipal Bureau of Education is a working department of the municipal government in charge of education in the city. Main responsibilities.
(a) the implementation of guidelines and policies on education and laws and regulations; the formulation of the city's education development plan and guide the coordination and supervision of the implementation.
(B) the overall management of the city's basic education (including special education, early childhood education, ethnic education), adult education, and other work, to promote and coordinate the development of higher education; deepen the reform of teaching and learning to improve the quality of education; guide the reform of teaching and learning in secondary and primary education schools; coordination of educational assistance to ethnic minorities and ethnic areas.
(C) comprehensive implementation of quality education, in-depth promotion of basic education reform, strengthen the moral education in primary and secondary schools; guide the monitoring of the level of development and quality of compulsory education.
(D) is responsible for the city's general college entrance examination, adult college entrance examination, self-study examination, high school admission examination; responsible for the city's high school (including vocational high school, secondary vocational school) student registration and qualification management work; guide the employment of college graduates entrepreneurship work.
(E) vigorously develop vocational education, adhere to employment-oriented, deepen the teaching reform of vocational education, improve the level and quality of vocational institutions, and actively promote innovation in vocational education system and mechanism, and further enhance the vitality of vocational education development.
(vi) Strengthening the overall planning, comprehensive coordination and guidance and management of private education, implementing policies and measures to promote the development of private education, regulating the order of running schools, and promoting the healthy development of private education.
(VII) in charge of the city's teachers, organising the implementation of the teacher qualification system, strengthen teacher ethics education; overall planning of the education system talent team building work; in accordance with the authority of cadre management, inspection, appointment and dismissal of relevant units of leading cadres, proposed leadership team to enrich the adjustment programme.
(H) co-ordinate the management of education funding, participate in the formulation of education financing, education funding, education infrastructure investment policy, supervision of the city's education funding and use, management of domestic and foreign educational assistance to the city and education loans, responsible for education statistics and information dissemination work.
(IX) guide the city's schools of all types of party building, moral education, rule of law education, physical education, health and art education and national defence education; guide the school stability work; organisation and guidance of foreign cooperation and exchanges in education, and guidance of the education system, external publicity work.
(j) Guiding natural science, philosophy and social science research in the education system, guiding the transformation of scientific and technological achievements and the construction of key disciplines in institutions of higher education, coordinating and guiding institutions of higher education to undertake the implementation of major national scientific research projects.
(XI) is responsible for organising the development of the city's educational institutions, safety planning and emergency preparedness; is responsible for the supervision and management of the safety of educational institutions; is responsible for safety education and publicity, supervise all types of schools to establish and improve the safety management system, the implementation of various safety measures; participate in the investigation of relevant safety accidents.
(XII) is responsible for the daily work of the Municipal People's Government Education Supervision Office and the Municipal Language and Literature Working Committee.
(xiii) Undertake other matters assigned by the Municipal People's Government and the Provincial Department of Education.
