Liupanshui City Bureau of Science and Technology for the Municipal People's Government component departments, implement the Party Central Committee on science and technology innovation policy guidelines and policies and decision-making and deployment as well as the provincial party committee, the municipal party committee relevant work arrangements, in the process of fulfilling its responsibilities to adhere to and strengthen the Party's centralised and unified leadership of science and technology innovation work.
Main responsibilities:
Formulate policies and measures for science and technology innovation-driven development and organise their implementation.
Coordinate and promote the construction of the innovation system and the reform of the science and technology system, guide the development of regional innovation, the rational distribution of scientific and technological resources and the construction of collaborative innovation capacity. Promote the construction of enterprises' scientific and technological innovation capacity, and promote the construction of major scientific and technological decision-making and consulting system.
In conjunction with relevant departments, propose policies and measures to optimise the allocation of scientific and technological resources, and promote the construction of a diversified scientific and technological investment system.
It formulates basic research planning and policies and organises their implementation, organises and coordinates basic research and applied basic research, and promotes the construction of scientific research conditions and the open sharing of scientific and technological resources.
Coordinate the promotion of key core technology research and development. Promote the demonstration and application of major scientific and technological achievements.
Lead the construction of technology transfer system, study and put forward relevant policies and measures to promote the transfer and transformation of achievements and the integration of industry, academia and research, and supervise their implementation; guide the development of science and technology service industry, technology market and science and technology intermediary organisations.
Coordinate the construction of science and technology supervision and evaluation system, the reform of science and technology evaluation mechanism and the construction of scientific research integrity, organise the implementation of innovation survey and science and technology reporting system, and guide the city's science and technology confidentiality work.
To formulate plans, policies and measures for foreign contacts in science and technology and open cooperation in innovation capacity, and organise scientific and technological cooperation and exchanges.
Responsible for the introduction of foreign intellectual work. It shall formulate key plans and programmes for the introduction of foreign experts and organise their implementation, establish mechanisms for attracting and gathering foreign high-level scientists and teams and mechanisms for contacting and servicing key foreign experts, formulate plans, policies and annual programmes for training abroad and supervise their implementation, and take charge of matters related to the work of foreigners in China in accordance with the regulations.
In conjunction with relevant departments, it shall formulate policies and measures for the construction of scientific and technological talents and organise their implementation. To establish and improve the evaluation and incentive mechanism for scientific and technological talents. To formulate science popularisation and science communication planning and policies.
It is responsible for the organisation and recommendation of national and provincial science and technology awards.
