Liupanshui City Development and Reform Commission Functional Information
Spirit, the establishment of the Liupanshui City Development and Reform Commission (referred to as the Municipal Development and Reform Commission), as a working department of the Municipal People's Government. The main responsibilities are:
1. It also formulates annual plans for national economic and social development; proposes annual targets for the balance of important commodities and related policy recommendations; puts forward policy recommendations on economic security and overall industrial security strategies; drafts important documents; and undertakes work such as press releases and information guidance. It monitors the economic operation situation and puts forward relevant policy recommendations; coordinates the solution of major problems in economic operation, and comprehensively coordinates the emergency dispatch and total balance of factors of production; analyses the incipient problems and development trends in economic operation, and puts forward policies and recommendations to maintain stable economic growth; responds to major emergencies and coordinates the work of important material reserves, and puts forward recommendations on arranging for the reserve of important emergency materials and the use of national material reserves. 3. To propose strategies for the development of the national economy and society, plan the layout of productive forces, and formulate goals and policies for the medium- and long-term development, aggregate balance and structural adjustment of the national economy and society; to formulate medium- and long-term plans for the development of the national economy and society, and monitor and evaluate the implementation of such plans; to propose, in conjunction with the relevant departments, strategies, plans and major policies and measures to promote the development of urbanisation; to coordinate major special plans and regional plans for economic and social development, and to propose arrangements for important emergency reserves and the use of national material reserves. Participate in the drafting of relevant local laws and regulations, draft regulations and normative documents; undertake the review of the legality of the organ's normative documents; undertake administrative reconsideration and administrative appeal; guide and coordinate the relevant bidding and tendering work. It implements the reform requirements of ‘release management and service’, gives full play to the decisive role of the market in resource allocation, further streamlines administrative approval, reduces links, simplifies procedures, improves efficiency, and significantly reduces systemic transaction costs.
5. Comprehensively analyse the dynamics of foreign capital and the status of utilisation of foreign capital and outbound investment; put forward strategies, plans, targets and policies for total balance and structural optimisation of the utilisation of foreign capital and outbound investment, and coordinate the opening-up to the outside world and the relevant major policies on the utilisation of foreign capital; undertake the control, structural optimisation and monitoring of the total amount of foreign debt of the whole calibre; formulate plans for the utilisation of loans from foreign financial organisations and foreign governments in conjunction with relevant parties and put forward Alternative projects; in conjunction with the relevant parties to formulate a catalogue of industrial guidelines for foreign investment; in accordance with the prescribed authority to approve and ratify foreign loan projects, Chinese-controlled foreign investment projects and foreign exchange investment projects and organise the declaration of projects and funds.
6. monitoring and analysing market conditions, proposing strategies for the development of internal and external trade; formulating the city's total import and export plans for important agricultural products, industrial products and raw materials and supervising their implementation, and proposing adjustments to the plans in accordance with changes in economic performance; formulating strategies and plans for the development of the modern logistics industry, and organising their implementation; coordinating major issues in the reform of the circulation system. To formulate policies and plans related to inland opening and organise their implementation; to co-ordinate and promote the work related to inland opening.
7. monitoring and analysing the city's social fixed asset investment situation, formulating the city's social fixed asset investment in the total scale and the investment structure of the regulatory objectives and measures; drafting local laws and regulations related to the management of fixed asset investment; put forward proposals to deepen the reform of the investment system, and promote the diversification of the main body of the investment; arranging the municipal budget for the capital construction funds, and approving, approving and filing of municipal engineering projects in accordance with the provisions of the law; recommending the loan application projects to financial institutions, and recommending the loan application projects in accordance with the duties.
