Primary Responsibilities:
(1) Formulate and implement national economic and social development strategies, medium- and long-term plans, and annual plans; coordinate and balance economic and social development, analyse economic trends, propose objectives and policies for national economic development, price level control, and optimisation of major economic structures, and suggest the comprehensive use of various economic tools and policies. On behalf of the municipal government, submit reports on national economic and social development plans to the Municipal People's Congress.
(2) Monitor macroeconomic and social development trends, assume responsibility for forecasting, warning, and information guidance. Study important issues such as economic operations, total balance, economic security, and overall industrial security, and propose policy recommendations; coordinate and resolve major issues in economic operations, regulate economic operations; organise the storage and emergency dispatch of important materials.
(3) Responsible for compiling and analysing information on finance, banking, and other areas. Participate in the formulation of implementation measures for fiscal policies, monetary policies, and land policies, and conduct comprehensive analyses of the implementation effects of fiscal and banking policies; undertake work related to the construction of the social credit system and non-financial credit information databases.
(4) Assume responsibility for guiding, promoting, and comprehensively coordinating economic system reforms across the city. Study major issues related to economic system reforms and opening up to the outside world; organise the formulation of comprehensive economic system reform plans for the city; coordinate special economic system reform plans; work with relevant departments to ensure the coordination of important special economic system reforms; and oversee economic system reform efforts.
(5) Assume responsibility for planning major construction projects and the layout of productive forces. Formulate the regulatory targets, policies, and measures for the total scale and structure of fixed-asset investment across society; coordinate and balance special plans requiring national or provincial approval, as well as those involving municipal investment and major construction projects; Approves, approves, or files fixed-asset investment projects, foreign investment projects, and foreign exchange investment projects within the scope of its legal authority, and organises project applications; Coordinates and promotes financing cooperation between government, businesses, and enterprises, guides and supervises the use of policy-based loans; guides and supervises the use of foreign loan construction funds, and directs social funds toward fixed-asset investment; approves or reviews and reports foreign investment projects and overseas investment projects where the Chinese side holds a controlling stake; Implement key project management and conduct audits of major construction projects; guide the development of the engineering consulting industry; guide and coordinate major projects in the fields of minerals, energy, and resources for international cooperation.
(6) Promote strategic adjustments to the economic structure. Implement national industrial policies, coordinate major issues related to the development of the primary, secondary, and tertiary industries, and ensure the coordination and balance of relevant development plans and important policies, ensuring alignment with national economic and social development plans and programmes; coordinate major issues related to the socio-economic development of agriculture and rural areas; Coordinate the development of the service industry, work with relevant departments to formulate development strategies, important policies, and plans for the service industry, and guide the reform and development of industry associations; formulate development strategies and plans for the modern logistics industry; Coordinate the development of strategic emerging industries, organise the formulation of strategies, plans, and important policies for the development of high-tech industries and industrial technological progress; coordinate and resolve major issues related to the promotion and application of major technological equipment.
(7) Coordinate the coordinated development of urban and rural areas and regions, and implement the overall regional development strategy and the main functional zone strategy. Implement the main functional zone planning and coordinate monitoring and evaluation work; coordinate the preliminary work for major infrastructure projects; propose urbanisation development strategies, plans, and major policies, and coordinate the implementation of related work; formulate and implement development strategies, plans, and major policies for cross-county (district) regional development within the city, and guide cooperation and exchange between counties (districts) within the city; lead the compilation of post-disaster reconstruction plans for major natural disasters and coordinate major issues.
(8) Coordinate and promote cooperation and exchanges with regions outside the city. Research and formulate strategies, plans, and important matters for cooperation and development with regions outside the city, and organise their implementation; propose institutional mechanisms and policy recommendations to promote regional cooperation; establish a routine mechanism for regional cooperation with neighbouring provinces (cities, districts) and economic zones, and be responsible for the overall coordination of regional cooperation and exchange activities outside the city; assist in the implementation of targeted assistance programmes conducted by the state and province.
(9) Compile and supervise the implementation of total import and export plans for important agricultural products, industrial goods, and raw materials. Adjust the total import and export plans based on economic conditions; draft strategic material reserve plans, and be responsible for the storage, use, rotation, and management of important strategic materials, and manage grain, sugar, and other reserves in conjunction with relevant departments.
(10) Be responsible for the policy coordination between social development and national economic development. Organise the formulation of social development strategies, master plans, and annual plans; research and formulate population development strategies, plans, and population policies; participate in the formulation of development policies for science and technology, education, culture, tourism, health and family planning, sports, broadcasting and film, civil affairs, and other sectors; and promote the development of social undertakings; Coordinate important issues and policies related to the development and reform of social undertakings; promote the construction of a basic public service system and reforms to the income distribution system, propose policy recommendations to promote employment, adjust income distribution, and improve the coordination between social security and economic development, and coordinate major issues related to employment, income distribution, and social security.
(11) Promote the implementation of the sustainable development strategy. Be responsible for the comprehensive coordination of ecological civilization construction and energy conservation; organise the formulation of plans and policies for ecological civilization construction, circular economic development, and the conservation and comprehensive utilisation of energy and resources across society, and coordinate their implementation; Participate in the compilation of ecological construction and environmental protection plans, coordinate major issues related to ecological construction, energy and resource conservation, and comprehensive utilization, and propose policy measures to establish and improve the ecological compensation mechanism; improve the energy conservation assessment and review system for fixed-asset investment projects, and be responsible for coordinating the promotion of the development of the energy conservation and environmental protection industry, energy conservation management of key energy-consuming units, clean production, and energy conservation supervision and enforcement; carry out relevant work related to ecological civilization construction in accordance with responsibilities.
(12) Coordinate the construction of railways and airports within the city, and be responsible for the preliminary preparation work and coordination during the construction of railways and airports within the city.
(13) Formulate policies and measures for national economic and social development, economic system reform, and opening up to the outside world; guide and coordinate bidding work throughout the city.
(14) Coordinate the mobilisation of the national economy with national economic and defence construction. Study and formulate plans to promote the coordinated development of economic construction and defence construction; organise the compilation of national economic mobilisation plans and programmes; coordinate major issues; and implement relevant national economic mobilisation work.
(15) Compile and implement price adjustment reform plans; formulate and implement price policies; supervise and inspect the implementation of price policies; manage the prices of goods and services listed for management by the state, province, and city; monitor and predict the price levels and trends of important commodities and services; supervise the prices of commodities and services subject to market-based pricing; be responsible for the collection, management, and use of the municipal price adjustment fund; and be responsible for price cost investigations and audits, price certification, and the collection, organisation, and publication of price information throughout the city.
(16) Take the lead in promoting supply-side structural reforms.
(17) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; Increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for the promotion of innovation-driven development; be responsible for work safety and fire safety in this department and industry sector; carry out work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources in accordance with the law.
(18) Assume administrative management responsibilities for grain and material reserves.
(19) Be responsible for the daily work of the Office of the Municipal Party Committee's Finance and Economics Committee, and provide decision-making services for the Municipal Party Committee in handling major financial and economic issues.
(20) Organise the formulation of plans and policies to promote the development of social undertakings through science and technology.
(21) Monitor, understand, and analyse the development status of the private economy across the city; take the lead in researching and proposing plans, annual schedules, and policy measures to promote the development of the private economy and private investment across the city, and optimise the development environment for the private economy.
(22) Guide and coordinate the management of public resource transactions across the city.
(23) Undertake other tasks assigned by the municipal government and the Provincial Development and Reform Commission.
