Article 1 This regulation is formulated in accordance with the ‘Notice of the General Office of the CPC Guizhou Provincial Committee and the General Office of the Guizhou Provincial People's Government on Issuing the Institutional Reform Plan for Bijie City and Its Subordinate Counties (Districts)’ and the ‘Implementation Opinions of the CPC Bijie Municipal Committee and the Bijie Municipal People's Government on the Institutional Reform of Bijie City.’
Article 2 The Bijie Municipal Science and Technology Bureau (hereinafter referred to as the Municipal Science and Technology Bureau) is a working department of the municipal people's government at the county level and no longer bears the name of the Municipal Intellectual Property Bureau.
Article 3 The Municipal Science and Technology Bureau implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee of the Communist Party of China, and the Municipal Committee of the Communist Party of China regarding scientific and technological innovation. In the course of performing its duties, it upholds and strengthens the Party's centralised and unified leadership over scientific and technological innovation. Its primary responsibilities are:
(1) Formulating policies and measures to drive development through scientific and technological innovation, as well as plans and policies for scientific and technological development and the introduction of foreign expertise, and organising their implementation.
(2) Coordinating the construction of an innovation system and scientific and technological system reform, and working with relevant departments to improve the incentive mechanism for technological innovation. Optimising the construction of a scientific research system, guiding the reform and development of scientific research institutions, and promoting the construction of scientific and technological innovation capabilities in enterprises. Promoting the construction of a major scientific and technological decision-making consultation system.
(3) Taking the lead in establishing a unified scientific and technological management platform and a coordination, evaluation, and supervision mechanism for scientific research project funds. Collaborate with relevant departments to propose policy measures for the optimal allocation of science and technology resources, promote the construction of a diversified science and technology investment system, coordinate the management of municipal fiscal science and technology plans (special projects, funds, etc.), and supervise their implementation.
(4) Formulate plans and policies for basic research and organise their implementation, coordinate basic research and applied basic research. Formulate plans for the construction of science and technology innovation bases and supervise their implementation, participate in the compilation of plans for the construction of science and technology infrastructure and supervise their implementation, and promote the construction of research and development conditions and the open sharing of science and technology resources.
(5) Be responsible for the collection, management, application, and open sharing of scientific data across the city.
(6) Compile plans for major municipal science and technology projects and supervise their implementation. Coordinate the research and development of key common technologies and cutting-edge leading technologies, and lead major technological breakthroughs and the application and demonstration of results. Coordinate participation in major international and domestic science projects and large-scale science engineering initiatives.
(7) Organise the formulation of plans, policies, and measures for the development and industrialisation of high-tech industries, and the promotion of science and technology for agricultural, rural, and social development. Conduct analyses of technological development needs in key areas, propose key tasks, and supervise their implementation.
(8) Lead the development of a technology transfer system, formulate policies and measures for the transfer and conversion of scientific and technological achievements and the promotion of industry-academia-research collaboration, and supervise their implementation. Promote the development of science and technology services, technology markets, and science and technology intermediary organisations.
(9) Coordinate the construction of regional science and technology innovation systems, guide regional innovation development, the rational layout of science and technology resources, and the construction of collaborative innovation capabilities, and promote the construction of science and technology parks.
(10) Be responsible for the construction of science and technology supervision and evaluation systems and related science and technology assessment management, organise and carry out reforms of science and technology evaluation mechanisms, and promote scientific research integrity. Organise and implement innovation surveys and science and technology reporting systems, and guide science and technology confidentiality work throughout the city.
(11) Formulate plans, policies, and measures for international scientific and technological exchanges and the opening up of innovation capabilities, and organise and carry out scientific and technological cooperation and exchanges of scientific and technological talent. Guide relevant departments and localities in international scientific and technological cooperation and exchanges of scientific and technological talent.
(12) Be responsible for the introduction of foreign expertise. Formulate plans and programmes for the introduction of key foreign experts and organise their implementation, and establish mechanisms for attracting and gathering high-level foreign scientists and teams, as well as mechanisms for contacting and serving key foreign experts. Draft plans, policies, and annual schedules for overseas training and supervise their implementation. Handle matters related to foreign nationals working in China in accordance with regulations.
(13) Collaborate with relevant departments to draft plans and policies for the development of science and technology talent teams, establish and improve evaluation and incentive mechanisms for science and technology talent, implement science and technology talent programmes, and promote the development of high-level science and technology innovation talent teams. Draft plans and policies for science popularisation and science communication.
(14) In conjunction with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development, and other related work. Be responsible for the safety production and fire safety of this department and industry. In accordance with regulations, do a good job in the development and application of big data and the management of government data resources, and promote the standardised management, sharing and opening of departmental government data resources in accordance with the law.
(15) Complete other tasks assigned by the Municipal Party Committee, Municipal Government and Provincial Science and Technology Department.
(16) Adjustment of responsibilities.
1. Transfer the intellectual property management responsibilities of the Municipal Science and Technology Bureau to the Municipal Market Supervision Bureau (Municipal Intellectual Property Bureau).
2. Transfer the foreign expert management responsibilities of the Municipal Human Resources and Social Security Bureau and its subordinate units to the Municipal Science and Technology Bureau.
3. Transfer the administrative responsibilities undertaken by subordinate public institutions to the Municipal Science and Technology Bureau.
(17) Transformation of functions. Focusing on the implementation of the innovation-driven development, science and education-driven development, and talent-driven city strategies, strengthen, optimise, and transform the government's science and technology management and service functions, improve the science and technology innovation system and organisational structure, strengthen macro management and coordination, reduce micro management and specific approval matters, and strengthen ex-post supervision and scientific research integrity construction. Transition from research and development management to innovation services, increase science and technology investment, deepen reforms in science and technology programme management, establish an open and unified science and technology management platform, and reduce the phenomena of duplication, dispersion, isolation, inefficiency, and fragmented resource allocation in science and technology programme projects. Implement the separation of decision-making, execution, and supervision in scientific research projects. Government departments will compile guidelines for science and technology programme projects and gradually entrust professional project management institutions to carry out specific tasks such as project acceptance, evaluation, approval, process management, and acceptance. No longer review the establishment and adjustment of research institutions, but focus on strengthening planning, layout, and performance evaluation. Further improve the science and technology talent evaluation mechanism, establish and improve a science and technology talent evaluation system and incentive policies oriented towards innovation capability, quality, contribution, and performance, and coordinate the construction of science and technology talent teams and the introduction of foreign intelligence.
Article 4 The Municipal Science and Technology Bureau shall have the following internal institutions:
(1) Office (Party Committee Office). Responsible for the daily operations of the agency, including information, confidentiality, letters and visits, government information disclosure, informatisation, news publicity, work safety and fire safety, retirement, etc.; responsible for the agency and its affiliated units' cadre personnel, institutional establishment, labour wages, education and training, departmental budget, fund (asset) management, etc.; Responsible for the daily work of the Party Committee, and responsible for party and mass work of the agency and its affiliated units; responsible for promoting the construction of the innovation system and science and technology system reform, formulating science and technology innovation policies and measures, organising the drafting of relevant comprehensive policy documents, and conducting legal education and publicity; responsible for the filing of normative documents of this department; responsible for legal advisory work.
(2) Strategic Planning and Resource Allocation Division. Formulates science and technology innovation development strategies and plans and coordinates their implementation; organises and conducts technology forecasting; undertakes work related to the operation of the science and technology decision-making consultation system; compiles science and technology plan project guidelines; implements the innovation survey system and undertakes work related to science and technology statistics; undertakes work related to the establishment of a mechanism for the coordination, evaluation, and supervision of scientific research project funds; coordinates and proposes policy measures and recommendations for the rational allocation of science and technology resources; undertakes the coordination and management of municipal science and technology plans (special projects, funds, etc.) and implements the science and technology reporting system; Draft science and technology plan management measures, organise and implement the acceptance, review, and approval of science and technology plan projects; guide the construction of professional project management institutions; undertake government data management and application work.
(3) High-tech and Achievement Transformation Section. Draft plans and policies for the development of high-tech industries and the cultivation of science and technology enterprises. Conduct technical development needs analysis in industrial sectors, propose key tasks and oversee their implementation, and promote breakthroughs in major core technologies; propose planning and layout for platforms and bases in relevant industrial sectors and oversee their implementation; undertake work related to science and technology military-civilian integration; undertake work related to the technology transfer system, propose policy recommendations on technology transfer and commercialisation, promoting deep integration of industry-academia-research collaboration, and the creation of science and technology-related intellectual property rights, and promote the development of science and technology services, technology markets, and science and technology intermediary organisations. Guide the development of high-tech industrial zones.
(4) Social Development and Regional Innovation Division. Formulate plans and policies for scientific and technological innovation in the field of social development. Organise and conduct technical development needs analysis in relevant industrial sectors, propose key tasks and supervise their implementation, and promote breakthroughs in major key technologies; propose plans and layouts for platforms and bases in relevant industrial sectors and organise their implementation. Promote the cultivation and construction of sustainable development pilot zones; promote the development and industrialisation of biotechnology, promote green technological innovation, and carry out scientific and technological work to address climate change; Propose policy recommendations to incentivise enterprise technological innovation; formulate development and reform plans and policies for research institutions and new R&D institutions, and supervise their implementation; organise and implement innovation performance management for research institutions; organise and implement science and technology publicity, popularisation, and dissemination activities; undertake science and technology security and confidentiality-related work; undertake the construction of science and technology supervision and evaluation systems and science and technology assessment management-related work; propose policy measures for science and technology evaluation mechanism reforms and supervise their implementation; conduct science and technology assessment, evaluation, and supervision and inspection work; undertake science and technology integrity construction work.
(5) Agricultural and Rural Science and Technology Division. Formulate plans and policies to promote the development of agriculture and rural areas through science and technology. Organise and carry out technical development needs analysis in relevant industrial fields, propose key tasks and supervise their implementation, and promote the development of major key technologies; propose plans and layouts for platforms and bases in relevant industrial fields and organise their implementation. Guide rural scientific and technological progress and county-level innovation-driven development, promote science and technology-based poverty alleviation, and build a rural socialised service system.
(6) Foreign Experts Division (Science and Technology Talent Division). Formulate management measures for foreign experts, centrally manage foreign experts coming to Bi, promote the establishment of mechanisms to attract and gather high-level foreign scientists and teams, and establish a contact and service mechanism for key foreign experts; formulate plans and policies for the introduction of foreign intelligence, formulate plans, policies, and annual schedules for overseas training, and supervise their implementation; propose plans and policy recommendations for science and technology talent team building, and promote the development of high-level science and technology innovation talent teams; Draft plans, policies, and measures for international science and technology exchange and open cooperation in innovation capabilities, and promote their implementation; participate in the implementation of the ‘Belt and Road’ science and technology innovation cooperation action plan; coordinate science and technology cooperation and exchange between cities and industries (fields); coordinate participation in international and domestic large-scale science projects and large-scale science engineering projects. Handle science and technology cooperation and exchange matters involving Hong Kong, Macao, and Taiwan; establish a science and technology investment promotion project database, draft science and technology investment promotion goals and plans, and conduct science and technology investment promotion work.
The Party organisation of the agency is established in accordance with relevant regulations.
