1. Implement and enforce the policies, regulations, and laws and regulations of the central and provincial governments regarding education, draft relevant normative documents, and organise their implementation.
2. Based on the city's overall socio-economic development plan, organise the drafting of development plans and annual schedules for the education sector, propose policies for education system reform and organise their implementation, and be responsible for the statistics, analysis, and publication of data related to the education sector.
3. Guide counties (cities, districts) in teacher team building work; oversee teacher team building in municipal schools; implement teacher qualification systems at all levels; plan and guide teacher and education administrative cadre team building in various schools; and guide personnel system reforms in the education sector.
IV. Be responsible for the overall management of municipal education funds, work with relevant departments to formulate policies and regulations on the procurement of education funds, education allocations, education infrastructure investment, and education fees, supervise and statistically analyse the allocation, implementation, and use of education fiscal allocations in counties (cities, districts) and municipal schools, and guide the basic construction and financial management of municipal schools.
5. Comprehensively manage preschool education, nine-year compulsory education, general high school education, secondary vocational education, special education, and ethnic education throughout the city. Guide and manage the school operation system, internal management system, logistics socialisation reform, educational informatisation, distance education, and student registration management of various types of schools. Guide adult cultural education, community education, employee education, and farmer cultural and technical education throughout the city.
6. Take the lead in supervising and inspecting the implementation of education laws, regulations, rules, and policies by counties (cities, districts), be responsible for supervising government and school affairs, organise education law enforcement in accordance with the law, supervise and inspect the fulfilment of educational responsibilities by counties (cities, districts), and supervise and evaluate the educational standards and quality of secondary and lower secondary schools.
7. Responsible for planning educational research within the education system, guiding schools in conducting educational research and reforms, planning and guiding educational informatisation projects, guiding the construction of educational technology equipment, laboratories, and libraries in various types of schools, reviewing and approving educational auxiliary materials and resources, and coordinating with relevant departments to oversee government procurement within the education system.
8. Coordinating the planning, comprehensive coordination, and management of private education across the city, standardising the operational order of private education and the conduct of private schools, and promoting the healthy development of the private education sector.
9. Collaborate with relevant departments to manage educational exchange and cooperation activities with foreign regions (including Hong Kong, Macao, and Taiwan) within the system.
10. Guide schools in conducting ideological and political education for staff, moral education, physical education, health education, arts education, national defence education, and publicity work for students, and guide schools in security and stability maintenance work.
11. Plan and guide the promotion of Putonghua and language standardisation in schools, and be responsible for the daily management of the Municipal Language and Character Work Committee.
12. Directly manage municipal primary and secondary schools, secondary vocational schools, and kindergartens, and coordinate with relevant departments to carry out party building, united front work, and social organisation management for directly affiliated schools.
13. Guide counties (cities, districts) in conducting various admission examinations, be responsible for the admission work of municipal schools in accordance with regulations, and assist the Provincial Department of Education in conducting admission examinations for higher and secondary vocational schools (including adult college entrance examinations and self-study examinations), general high school academic proficiency examinations, and English listening (including oral) examinations. Guide the admission work of municipal secondary vocational schools and provide employment guidance and services for graduates of general education programmes from high schools and higher education institutions.
14. Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Education.
