Bijie Municipal Ethnic and Religious Affairs Commission Functional Information

1. Organise and conduct research on major issues related to ethnic theory, ethnic policies, and ethnic affairs, and propose policy recommendations regarding ethnic affairs.


2. Coordinate and promote the fulfilment of relevant responsibilities related to ethnic affairs by relevant departments; guide ethnic affairs throughout the city and promote the implementation and coordination of ethnic policies in areas related to economic development and social undertakings.


3. Participate in the drafting of policies related to ethnic autonomous regions and supervise and inspect their implementation to safeguard the legitimate rights and interests of ethnic minorities; coordinate and guide the implementation of the Law on Regional Ethnic Autonomy, and supervise and inspect the implementation of the Regulations on Ethnic Work in Cities and the Regulations on Administrative Work in Ethnic Townships.


4. Propose suggestions for coordinating ethnic relations and coordinate the handling of major issues in ethnic relations; participate in coordinating social stability work in ethnic autonomous regions to promote the common unity and struggle of all ethnic groups and their common prosperity and development.


5. Draft special plans for ethnic minority affairs and supervise and inspect their implementation; participate in the drafting of development plans for ethnic minorities and ethnic autonomous regions in relevant fields of the economy and society; promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority affairs; and advance the construction of ethnic affairs service systems and the informatisation of ethnic affairs management.


6. Study issues related to the economic development and social affairs of ethnic minorities and ethnic autonomous regions and propose policy recommendations; participate in coordinating work related to scientific and technological development and economic and technical cooperation in ethnic autonomous regions.


7. Organise and guide publicity and education work on ethnic policies, ethnic laws and regulations, and basic ethnic knowledge; handle matters related to ethnic unity and progress commendation activities organised by the provincial government and the Bijie Municipal Government; and support and guide major celebratory activities in ethnic autonomous regions.


8. Manage ethnic minority language and script work; guide the translation, publication, and collection, organisation, and publication of ethnic minority language and script materials and ethnic ancient texts.


9. Participate in the formulation of plans for the development of ethnic minority talent teams, maintain contact with ethnic minority cadres, and assist relevant departments in the training, education, and utilisation of ethnic minority cadres.


10. Conduct research on the current state of religion, compile and analyse information on religious dynamics within the city, and propose policy recommendations for addressing issues in the religious field.


11. Formulate and implement opinions on the implementation of laws and regulations governing religious affairs; oversee the enforcement of religious laws, regulations, and policies, and conduct publicity work.


12. Legally perform religious affairs management duties, protect citizens' freedom of religious belief and normal religious activities, safeguard the legitimate rights and interests of the religious community, and promote harmonious religious relations.


13. Handle major incidents related to religious affairs, prevent illegal and unlawful activities conducted under the guise of religion, resist foreign infiltration activities conducted under the guise of religion, and guide county (district) government ethnic and religious affairs departments in legally performing their management functions.


14. Guide religious organisations in conducting activities in accordance with laws and regulations, support religious organisations in strengthening their own development, and promote self-education among religious organisations on patriotism, socialism, support for national unification, and the maintenance of ethnic unity; handle matters related to religious organisations that require government resolution or coordination.


15. Responsible for the training of religious work teams and relevant personnel.


16. Responsible for the foreign affairs management of religious affairs, organising and guiding relevant departments and the religious community in religious exchanges with foreign countries and Hong Kong, Macao, and Taiwan, and participating in foreign publicity work related to religion.


17. Responsible for the administrative law enforcement supervision of religious affairs.


18. In conjunction with departmental responsibilities, carry out poverty alleviation and development work; be responsible for safety production and fire safety within the department and its industry sector; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources; and promote the standardised management, sharing, and openness of government data resources within the department in accordance with the law.


19. Undertake other tasks assigned by the Municipal Party Committee, the Municipal People's Government, and higher-level business departments.
