Bijie Civil Affairs Bureau Functional Information

(1) Implement and enforce laws, regulations, and government rules and regulations related to civil affairs at the national and provincial levels; formulate and implement the city's civil affairs development plans, annual plans, and policies.


(2) Formulate and implement registration and supervision management measures for social organisations such as social groups and social service institutions; legally register and supervise social organisations.


(3) Formulate policies and standards for social assistance across the city, coordinate the construction of the social assistance system, and be responsible for the minimum living allowance for urban and rural residents, assistance and support for persons in extreme poverty, temporary assistance, and assistance for homeless beggars; guide the income assessment of low-income urban households and the identification of rural social assistance recipients across the city.


(4) Formulate policies for the construction of grassroots mass self-governance and community governance in urban and rural areas across the city; guide the construction of the community governance system and governance capacity in urban and rural areas; propose suggestions for strengthening and improving the construction of grassroots political power in urban and rural areas; and promote the construction of grassroots democratic politics.


(5) In accordance with management authority, it is responsible for reviewing and reporting on the establishment, abolition, naming, renaming, change of affiliation, relocation of government headquarters, and administrative boundary changes of county- and township-level administrative divisions throughout the city; it guides the management of place names throughout the city; in accordance with management authority, it is responsible for the demarcation and management of county-level administrative boundaries; it coordinates the resolution of disputes over administrative boundaries within the city and between cities (districts).


(6) Be responsible for marriage registration management and promote marriage customs reform.


(7) Be responsible for funeral management and promote funeral reform.


(8) Coordinate, supervise, and manage the city's elderly care services, formulate and implement the city's elderly care service system construction plans, policies, and standards, and be responsible for elderly welfare and assistance for elderly people in special difficulties.


(9) Formulate policies and measures for the protection of the rights and interests of people with disabilities in the city and strengthen the city's welfare system for people with disabilities.


(10) Formulate policies and standards for children's welfare, protection of abandoned children, child adoption, and child rescue and protection across the city, and improve the care service system for left-behind children in rural areas and the protection system for children in difficult circumstances.


(11) Organise the formulation of policies to promote the development of the charitable sector across the city, guide social donation work, and be responsible for welfare lottery management.


(12) Formulate policies and standards for social work and volunteer services across the city, and work with relevant departments to promote the development of social work talent teams and volunteer teams.


(13) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; carry out work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.


(14) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Civil Affairs.
