Bijie Municipal Bureau of Justice

I. Basic Information about the Department

The Bijie Municipal Bureau of Justice is a functional department of the Bijie Municipal People's Government. The Bijie Compulsory Isolation Drug Rehabilitation Centre is a county-level administrative institution under the jurisdiction of the Bijie Municipal Bureau of Justice.

II. Primary Responsibilities of the Department:

(1) Responsible for researching and implementing measures to carry out the decisions and plans of the central government, provincial government, and municipal government regarding the comprehensive rule of law. Organise and conduct policy research on major issues related to the comprehensive rule of law at the municipal level, coordinate with relevant parties to propose long-term planning suggestions for the comprehensive rule of law at the municipal level, and oversee the implementation of major decisions and plans regarding the comprehensive rule of law issued by the Central Committee of the Communist Party of China, the Provincial Committee of the Communist Party of China, and the Municipal Committee of the Communist Party of China.

(2) It is responsible for coordinating and planning legislative work. It coordinates with relevant parties to propose suggestions for legislative planning and annual legislative work plans, tracks and understands the implementation of legislative plans proposed by various departments, strengthens organisational coordination and supervision, and studies and proposes opinions and measures to ensure the coordination of legislation with reform decisions. It is responsible for soliciting suggestions from the public for the formulation of regulations and rules.

(3) Draft or organise the drafting of relevant local regulations and government rules. Review draft regulations and rules submitted by various departments to the municipal government.

(4) Interpret municipal government rules and conduct post-legislative assessments. Coordinate the resolution of disputes and issues arising from the implementation of rules by various departments across the city. Compile municipal government rules, and organise the translation and review of official foreign-language translations of municipal government rules.

(5) Assume responsibility for coordinating and promoting the construction of a law-based government.

(6) Be responsible for the pre-enactment legal review of administrative normative documents of the municipal government and the municipal government office. Be responsible for the filing and review of administrative normative documents of departments under the municipal government, its affiliated institutions, and county (district) governments.

(7) Be responsible for the legal advisory work of the municipal government.

(8) Assume responsibility for coordinating and planning the construction of a law-based society.

(9) Guide and manage community correction work throughout the city. Guide the rehabilitation and resettlement of released prisoners.

(10) Be responsible for guiding and supervising the enforcement of compulsory isolation for drug rehabilitation and rehabilitation work at the Bijie Compulsory Isolation Drug Rehabilitation Centre.

(11) Be responsible for formulating the city-wide public legal service system construction plan and guiding its implementation, and coordinating the layout of legal service resources in urban and rural areas and regions. Guide and supervise the management of lawyers, legal aid, judicial appraisal, notary services, and grassroots legal services.

(12) Responsible for organising and implementing the national unified legal profession qualification examination throughout the city. Responsible for managing the national unified legal profession qualification and certificate throughout the city. Responsible for planning and guiding pre-employment training for legal professionals.

(13) Responsible for managing police vehicles, uniforms, and other equipment for the judicial administration system throughout the city, and guiding and supervising financial, equipment, facility, and venue support work for the judicial administration system throughout the city.

(14) Plan, coordinate, and guide the construction of the legal talent team, and guide and supervise the construction of the judicial administration system team across the city. Guide and manage the police work of the judicial administration system across the city, and be responsible for the police supervision work of the judicial administration system across the city.

(15) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation. Increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development. Be responsible for the production safety and fire safety work of this department and industry. Carry out work related to the development and application of big data and the management of government data resources in accordance with regulations.

(16) Manage the Bijie Compulsory Isolation Drug Rehabilitation Centre.

(17) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Justice.
