I. Primary Responsibilities
(1) Implement laws, regulations, and policies related to housing and urban-rural development management.
(2) Assume responsibility for ensuring housing for low-income urban households, regulating the real estate market order, and supervising and managing the real estate market; Collaborate with relevant departments to formulate policies on real estate market management, housing system reform, and housing security; draft long-term development plans and annual schedules for urban slum renovation, public rental housing, and other forms of affordable housing, and oversee their implementation; guide county-level housing security, real estate management, and urban housing system reform efforts.
(3) Assume responsibility for advancing housing system reform. Guide housing construction and housing system reform; propose policy recommendations on major issues related to housing and urban-rural development.
(4) Assume responsibility for regulating the management order of housing and urban-rural development. Draft normative documents for housing and urban-rural development management; oversee administrative law enforcement supervision, administrative penalties, and administrative reconsideration in housing and urban-rural development, housing security, real estate management, and urban management; conduct legal reviews of the department's normative documents and submit them for filing; guide legal system construction and legal education across the city's housing and urban-rural development system; and handle relevant administrative licensing matters in accordance with the law.
(5) Supervise and manage the construction industry and construction market across the city, and regulate the behaviour of all market participants. Manage the construction engineering survey and design market and the construction decoration market; oversee the qualification verification, professional conduct standards, and law enforcement supervision of enterprises in the construction industry; supervise and manage bidding activities for housing and municipal engineering construction projects; conduct construction design review and design quality supervision; inspect and supervise engineering cost pricing activities, and resolve engineering pricing disputes; guide and supervise the implementation of various engineering construction standards and quotas.
(6) Assume responsibility for the supervision and management of the quality and safety of housing and municipal engineering projects. Implement regulations and systems for construction engineering quality, safety production, and completion acceptance filing; be responsible for emergency management of construction safety accidents in housing and related municipal engineering projects, and organise and participate in the investigation and handling of major quality and safety accidents in construction engineering projects; formulate urban and rural construction disaster prevention and mitigation plans; guide earthquake-resistant design work for housing buildings and their ancillary facilities, as well as urban municipal facilities; and guide termite control work across the city.
(7) Assume responsibility for guiding urban construction management. Formulate policies and plans for urban construction and organise their implementation; guide urban construction, town and village construction, and scenic spot construction; guide the construction of urban public utilities; be responsible for the review, approval, and supervision of scenic spots; work with relevant departments to be responsible for the protection and supervision of historical and cultural cities (towns, villages); Guide the promotion and use of standardised design drawings for rural housing construction; guide the construction of infrastructure and the improvement of the living environment in towns and villages; be responsible for guiding the construction of rural housing and the renovation of dilapidated rural housing.
(8) Assume responsibility for promoting building energy conservation, wall material innovation, and urban emissions reduction. Formulate industry science and technology development plans; supervise and manage the implementation of mandatory standards in engineering construction; organise the promotion and application of new technologies, materials, products, and processes in the industry.
(9) Be responsible for formulating medium- and long-term development plans for the housing and urban-rural development industry; guide investment promotion work in housing and urban-rural development; be responsible for housing and urban-rural development statistics management, and supervise the use and management of municipal-level housing and urban-rural development special funds; conduct international exchanges and cooperation in housing and urban-rural development.
(10) Guide and manage the training of the construction industry workforce, continuing education and on-the-job training of professional and technical personnel, and be responsible for the management of professional and technical personnel's employment qualifications and professional qualifications in the construction industry throughout the city; guide the work of housing and urban-rural development industry associations throughout the city.
(11) Be responsible for the collection and use of housing and urban-rural development-related information and technical consulting services; guide the electronic government and urban construction archives work of the housing and urban-rural development system throughout the city.
(12) Supervise, inspect, guide, and coordinate the management of county-level housing property rights, property records, and archives; manage the transfer, leasing, and mortgaging of properties within the city's housing registration management jurisdiction; guide and manage real estate brokerage institutions; guide the issuance of pre-sale permits for commercial properties within the city's housing registration management jurisdiction; and oversee housing area management and the supervision of housing surveying results.
(13) Responsible for the collection, management, and disbursement of incremental subsidies for employees of municipal housing reform units.
(14) Responsible for the collection, use, and management of municipal housing funds, and supervising and inspecting the collection, management, and use of county-level housing funds.
(15) Responsible for the enforcement supervision, coordination, guidance, and management of housing expropriation and compensation.
(16) Responsible for the management of the property services industry, guiding and standardising the property services market; responsible for the supervision of pre-sale funds for commercial housing, and guiding and supervising the collection, use, and management of housing maintenance funds; responsible for reviewing the qualifications of real estate industry enterprises across the city.
(17) Responsible for guiding, coordinating, and supervising the comprehensive governance of urban appearance and environmental hygiene across the city.
(18) Responsible for guiding the project initiation, feasibility studies, preliminary design reviews, and final acceptance of urban infrastructure projects across the city.
(19) Responsible for formulating urban appearance standards, work norms, and supervision measures for the central urban area of Bijie City, and supervising their implementation.
(20) Responsible for formulating development plans and annual schedules for urban appearance and environmental hygiene, municipal facilities, landscaping and greening, waste collection and treatment, landscape lighting, outdoor advertising, and heating and gas supply, and organising their implementation.
(21) Oversee the regulation of municipal public utilities such as urban gas supply, heating, and waste disposal under franchise agreements; formulate development plans and annual schedules for municipal public utilities and oversee their implementation.
(22) Formulate overall objectives, medium- and long-term plans, and annual schedules for urban management digital information work; oversee research, application, and management of urban management information technology.
(23) Oversee the daily operations of the Office of the Command Centre for Bijie City's National Garden City Creation Initiative.
(24) Handle other matters assigned by the municipal government and the Provincial Department of Housing and Urban-Rural Development.
