(1) Responsible for ensuring the rational development and utilisation of water resources. Responsible for formulating the overall development plan for water conservancy or water resources in the city, organising the compilation of comprehensive plans, flood control plans, and other major water conservancy or water resources plans for rivers under municipal jurisdiction, as well as various specialised water conservancy or water resources plans for rivers under municipal jurisdiction; Formulate relevant systems for water conservancy or water resources engineering construction in accordance with regulations and organise their implementation; propose the scale and direction of fixed-asset investment in water conservancy or water resources for the entire city, as well as opinions on the allocation of municipal government fiscal funds; propose suggestions for the arrangement of fixed-asset investment in water conservancy or water resources construction for the entire city and organise their implementation in accordance with prescribed authority; approve or核准 fixed-asset investment projects within the scope of the city's planning and annual plan in accordance with the authority prescribed by the municipal government; supervise the use of special water conservancy or water resources funds in each county (district).

(2) Coordinate and ensure the balanced use of water for domestic, industrial, and ecological purposes. Implement unified supervision and management of water resources, formulate and supervise the implementation of the city-wide and inter-county (district) medium- and long-term water resource plans and water allocation schemes, organise and conduct surveys and evaluations of water resources and hydropower resources, and oversee water resource allocation for important river basins, regions, and major water diversion projects within the authority's jurisdiction; Implement the strictest water resources management system; be responsible for implementing water resources management systems within its jurisdiction, including water withdrawal permits, paid use of water resources, water resources assessment, and flood control assessment; be responsible for compiling and publishing the city-wide water resources bulletin.

(3) Responsible for guiding water resources protection work. Organise the compilation of the city-wide water resources protection plan, organise the formulation of water functional zoning plans for major rivers and lakes under municipal jurisdiction and supervise their implementation, determine the pollution capacity of water bodies, and propose suggestions for limiting total pollutant discharge; guide drinking water source protection work; guide the development and utilisation of groundwater and the management and protection of groundwater resources in urban planning areas.

(4) Responsible for water conservation work. Responsible for formulating city-wide water conservation policies, compiling city-wide water conservation plans, establishing relevant standards, and guiding and promoting the construction of a water-saving society.

(5) Responsible for urban and rural water supply and drainage, wastewater treatment, and recycled water utilisation, as well as industry management and guidance for relevant enterprises.

(6) Responsible for river management. Guide the governance and development of rivers, lakes, and riverbanks and tidal flats within its authority; guide the management and protection of water conservancy facilities, water bodies, and their shorelines; guide urban and rural flood control and drainage work; and manage sand extraction in municipally administered rivers in accordance with industry management regulations.

(7) Responsible for the construction and management of water conservancy or water affairs projects. Guide the construction and management of various water conservancy or water affairs projects, including key water sources, rural drinking water safety, continuation and配套 projects, water-saving irrigation, river management, management of dangerous reservoirs, rural hydropower development, and soil and water conservation; Provide guidance on the water conservancy or water resources construction market and bidding for water conservancy or water resources projects; be responsible for guiding quality supervision and management in the water conservancy or water resources industry, as well as the development and management of rural water energy resources; be responsible for organising and implementing the construction and operation management of important water conservancy or water resources projects within the city that have a controlling effect or span counties (districts) and river basins; provide guidance on the construction of rural water conservancy or water resources socialised service systems and the management of tobacco water配套 projects.

(8) Responsible for investigating and handling major water-related violations within its statutory authority; coordinating and adjudicating water-related disputes across counties (districts); guiding water administration supervision and water administrative law enforcement; guiding safety production in the water conservancy or water resources industry; assisting relevant departments in investigating and handling major engineering quality and safety accidents; and organising and guiding safety supervision of reservoirs, hydroelectric dam, etc.

(9) Conduct water conservancy or water affairs science and technology and international cooperation work. Guide water conservancy or water affairs scientific research, technology introduction, and technology promotion; supervise the implementation of technical standards and regulations in the water conservancy industry; handle matters related to inter-city rivers and international cooperation; undertake water conservancy or water affairs statistical work.

(10) Guide flood control, drought relief, and soil and water conservation work.

(11) Assist and participate in guiding hydrological work.

(12) Assist and participate in the construction and management of the Jiayan Water Conservancy Hub and Water Diversion Project in Guizhou Province.

(13) Undertake other tasks assigned by the municipal government and the Provincial Water Resources Bureau.
