Bijie Municipal Medical Security Bureau Functional Information

Bijie Municipal Medical Security Bureau Specific functions and responsibilities are as follows:


(1) Implement national medical security laws and regulations, formulate policies and plans for medical insurance, maternity insurance, medical assistance, and other medical security systems, and organise their implementation.


(2) Organise the formulation and implementation of medical security fund supervision and management measures, establish and improve medical security fund safety control mechanisms, and promote reforms in medical security fund payment methods.


(3) Formulate medical insurance funding and benefit policies, improve dynamic adjustment and regional balancing mechanisms, unify medical insurance benefit standards across urban and rural areas, and establish a benefit adjustment mechanism commensurate with funding levels. Draft and implement reform plans for the long-term care insurance system.


(4) Implement unified medical insurance directories for drugs, medical consumables, medical services, and medical facilities, and establish payment standards. Establish a dynamic adjustment mechanism for payment standards and organise its implementation.


(5) Organise the formulation of policies on drug and medical consumable prices, as well as charges for medical services and medical facilities. Establish a mechanism for the reasonable determination and dynamic adjustment of medical insurance payment prices for medical services. Promote the establishment of a market-driven mechanism for the formation of social medical service prices, and establish a price information monitoring and information disclosure system.


(6) Formulate policies for the tendering and procurement of pharmaceuticals and medical consumables and supervise their implementation, and guide the construction of tendering and procurement platforms for pharmaceuticals and medical consumables.


(7) Formulate agreements and payment management measures for designated medical institutions and organise their implementation, establish and improve a medical insurance credit evaluation system and information disclosure system, supervise and manage medical service behaviours and medical expenses within the scope of medical insurance coverage, and investigate and handle violations of laws and regulations in the medical insurance field in accordance with the law.


(8) Be responsible for medical insurance administration, public service system construction, and informatisation. Organise the formulation and improvement of policies for the management of medical treatment in other locations and the settlement of medical expenses. Establish and improve a system for the transfer and continuation of medical insurance relationships. Conduct international exchanges and cooperation in the field of medical insurance.


(9) Implement and supervise the implementation of policies related to medical insurance benefits for retired personnel.


(10) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety in this department and industry; carry out relevant work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of departmental government data in accordance with the law.


(11) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Medical Insurance Bureau.


(12) Adjustments to responsibilities. 1. Transfer the responsibilities of the Municipal Human Resources and Social Security Bureau and its subordinate institutions for urban employee basic medical insurance and maternity insurance, the responsibilities of the former Municipal Health and Family Planning Commission and its subordinate institutions for urban and rural residents' basic medical insurance, the responsibilities of the Municipal Development and Reform Commission for drug and medical service price management, and the responsibilities of the Municipal Civil Affairs Bureau for medical assistance to the Municipal Medical Insurance Bureau. 2. Transfer the administrative responsibilities undertaken by subordinate institutions to the Municipal Medical Insurance Bureau.


(13) Division of responsibilities with the Municipal Health and Health Bureau. The Municipal Health and Health Bureau, the Municipal Medical Insurance Bureau, and other departments shall strengthen institutional and policy coordination in the fields of healthcare, medical insurance, and pharmaceuticals, establish communication and consultation mechanisms, coordinate the advancement of reforms, and improve the efficiency of medical resource utilisation and the level of medical insurance coverage.


(14) Functional transformation. Improve the unified urban and rural residents' basic medical insurance system, major illness insurance system, and medical assistance system. Establish and improve a multi-tiered medical insurance system covering the entire population and integrating urban and rural areas. Continuously enhance medical insurance coverage levels, ensure the rational use and safety of medical insurance funds, and advance the ‘three-in-one’ reform of medical care, medical insurance, and pharmaceuticals to better meet the medical needs of the city's residents and reduce the burden of medical expenses.
