Bijie Municipal Big Data Development Administration Bureau

The Bijie Municipal Big Data Development Administration Bureau is responsible for implementing the policies, decisions, and arrangements of the Central Committee of the Communist Party of China, the Provincial Committee, and the Municipal Committee regarding data work, ensuring that the Party's comprehensive leadership over data work is fully implemented in the performance of its duties. Its primary responsibilities include:

(1) Implementing the policies, regulations, and laws of the state, province, and city regarding data work, and organising the implementation of local industry technical specifications and standards.

(2) Coordinating the implementation of the Digital China Development Plan and the national big data strategy. Promoting the informatisation of public services and social governance, and facilitating the development of smart cities. Formulating and implementing the city's big data, digital economy, and digital society development plans and policies.

(3) Coordinate the construction of basic data systems for the ownership, circulation, distribution, and governance of data elements throughout the city. Propose policy recommendations for cultivating the data element market, guide the construction of the data element market, coordinate the promotion of data circulation and trading, and guide the construction and development of data trading venues.

(4) Organise the formulation of the city's digital infrastructure layout plan and coordinate the construction of the relevant digital infrastructure. Liaise with telecommunications operators in Bi'an on relevant work.

(5) Coordinate the integration, sharing, and development of data resources. Coordinate the classification and grading management of data resources, organise the collection, aggregation, sharing, and development of public data resources, and promote the interconnection of information resources across industries and departments. Coordinate and promote the use and sharing of important data.

(6) Coordinate the planning and construction of digital government and common infrastructure, be responsible for the construction and management of a unified government cloud platform for the city, promote the integration of government information systems, and facilitate the integration and application of big data and government services.

(7) Coordinate the promotion of digital economic development across the city, and promote the digital industrialisation and industrial digitalisation. Be responsible for the development and industry management of big data-related industries across the city, and undertake the industry management of the software and information technology services sector. Promote cross-sector and cross-industry digital transformation, and promote the deep integration of the digital economy and the real economy. Coordinate and address major issues in the development of the big data industry and propose countermeasures and suggestions.

(8) Coordinate the promotion of scientific and technological innovation in the big data field, promote the industrialisation of scientific research results, and promote the integration of big data research, education, industry, and application.

(9) Propose investment scales and directions in the big data field, as well as suggestions for the allocation of central and provincial government support funds. Propose suggestions for the approval, filing, and approval of big data investment projects. Draft annual usage plans for municipal-level big data development special funds and municipal-level government information system construction special funds, and implement them after approval in accordance with procedures.

(10) Undertake international exchange and cooperation activities in the big data field, organise and guide relevant enterprises to participate in major exchange and cooperation initiatives, and conduct regional cooperation. Guide the work of industry associations, societies, and other social organisations in the big data field.

(11) Responsible for the construction of the big data talent pool, drafting and implementing relevant talent development plans, and coordinating the construction of the city's big data talent pool.

(12) In accordance with departmental responsibilities, fulfilling corresponding data security responsibilities, and drafting and implementing relevant data security policies.

(13) Responsible for the production safety work of this department and industry sector.

(14) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Big Data Bureau, and other relevant departments.
