Bijie City Housing Provident Fund Management Centre

The Bijie City Housing Provident Fund Management Centre was established in April 2005 in accordance with the provisions of the State Council's ‘Regulations on the Administration of Housing Provident Funds,’ approved by the municipal government. It is a non-profit, government-funded institution under the direct jurisdiction of the municipal government, managed in accordance with civil service regulations.

I. Primary Responsibilities

(1) Implement and enforce relevant laws, regulations, and policies regarding housing provident fund management at the national and provincial levels, and ensure the implementation of decisions and resolutions made by the Bijie City Housing Provident Fund Management Committee.

(2) Oversee administrative enforcement of housing provident fund regulations across the city. Impose administrative penalties in accordance with the law for any violations or illegal activities; conduct supervisory inspections of housing provident fund contributions, withdrawals, loans, and related business operations.

(3) Compile the city-wide housing provident fund collection and usage plans, as well as reports on the implementation of such plans. Prepare the annual budget and final accounts reports for the housing provident fund, formulate the distribution plan for the增值收益 of the housing provident fund, and conduct inspections on the implementation of such plans.

(4) Responsible for recording employees' housing provident fund contributions, withdrawals, and usage, and approving and verifying employees' housing provident fund withdrawals and usage.

(5) Responsible for the accounting of housing provident funds, auditing the authenticity, accuracy, and reliability of housing provident fund accounting records, and publishing financial reports to the public.

(6) Responsible for the safety, preservation, and appreciation of housing provident funds, disbursing and recovering personal housing loans from housing provident funds, and establishing a personal housing loan credit system.

(7) Handle other matters assigned by the municipal government and higher-level business authorities.
