Qiannan Prefecture Development and Reform Commission Functional Information

(1) Formulate and implement national economic and social development strategies, medium- and long-term plans, and annual plans; coordinate and balance economic and social development; analyze economic trends; propose goals and policies for national economic development and optimization of major economic structures; and suggest the comprehensive use of various economic tools and policies.


(2) Monitor macroeconomic and social development trends; assume responsibility for forecasting, warning, and information guidance. Conduct research on important issues such as economic operations, total balance, and economic security, and propose policy recommendations; coordinate and resolve major issues in economic operations and regulate economic operations.


(3) Compile and analyze information on finance, banking, and other related areas. Participate in the formulation of implementation measures for fiscal and land policies, conduct comprehensive analysis of the implementation effects of fiscal and banking policies, and propose policy recommendations; undertake work related to the construction of a social credit system and non-financial information databases.


(4) Responsible for guiding, promoting, and coordinating comprehensive economic system reforms across the state. Conduct research on major issues related to economic system reforms and opening up to the outside world, and propose relevant policy recommendations; organize the formulation of comprehensive economic system reform plans for the entire state, coordinate specialized economic system reform plans, collaborate with relevant departments to ensure the coordination of important specialized economic system reforms, and oversee economic system reform pilot projects and reform experimental zones.


(5) Responsible for planning major construction projects and the layout of productive forces. Drafting the regulatory targets, policies, and measures for the total scale and structure of fixed-asset investment across society; coordinating and balancing specialized plans that require national, provincial, or state investment and involve major construction projects; organizing and coordinating the preliminary work for major infrastructure projects; allocating fiscal construction funds; approving, approving, or filing fixed-asset investment projects, foreign investment projects, overseas resource development investment projects, and foreign exchange investment projects in accordance with prescribed authority; and organizing project applications; Coordinate and promote financing cooperation between government, businesses, and enterprises; guide and supervise the use of policy-based loans; guide and supervise the use of foreign loans for construction projects; direct social funds toward fixed-asset investment; propose strategies, plans, and structural optimization goals for foreign investment and overseas investment; approve or review and report foreign investment projects and overseas investment projects where the Chinese side holds a controlling stake; and guide the development of the engineering consulting industry.


(6) Promote strategic adjustments to the economic structure. Organize the formulation of comprehensive industrial policies, coordinate major issues related to the development of the primary, secondary, and tertiary industries, and ensure the coordination and balance of relevant development plans and major policies, ensuring alignment with national economic and social development plans and programs; coordinate the development of the service sector, collaborate with relevant departments to formulate development strategies, major policies, and plans for the service sector, and guide the reform and development of industry associations; formulate development strategies and plans for the modern logistics industry; Coordinate the development of strategic emerging industries, organize the formulation of strategies, plans, and major policies for the development of high-tech industries and industrial technological progress; coordinate and resolve major issues related to the promotion and application of major technological equipment.


(7) Coordinate the balanced development of urban and rural areas and regions, and implement the overall regional development strategy. Implement the strategies, plans, and major policies for regional coordinated development and the Western Development Initiative, formulate relevant plans; propose strategies, plans, and major policy measures for urbanization development, and coordinate the implementation of related work; Research and formulate regional development strategies, plans, and major policies for cross-county (city) regions within the state and organize their implementation.


(8) Coordinate and promote regional cooperation and exchange with areas outside the state. Research and formulate regional cooperation development strategies, plans, and annual schedules with areas outside the state


and organize their implementation; propose institutional and policy recommendations to promote regional cooperation; be responsible for the overall coordination of regional cooperation and exchange with areas outside the state; be responsible for tasks assigned by the Provincial “Pan-Pearl River Delta” Regional Cooperation Leading Group.


(9) Coordinate major issues related to the socio-economic development of agriculture and rural areas; formulate strategic material reserve plans, and be responsible for organizing the storage, use, rotation, and management of important strategic materials; be responsible for the storage, rotation, and daily management of important materials such as grain, sugar, medicines, and salt, and organize their use in accordance with instructions and procedures.


(10) Responsible for the policy coordination between social development and national economic development. Organize the formulation of social development strategies, master plans, and annual plans; research and formulate population development strategies, plans, and population policies; participate in the formulation of development policies for science and technology, education, culture, tourism, health and wellness, sports, broadcasting and film, civil affairs, and other sectors; and promote the development of social undertakings; Coordinate major issues and policies related to the development and reform of social undertakings; promote the construction of a basic public service system and reforms to the income distribution system, propose policy recommendations to promote employment, adjust income distribution, and improve the coordination between social security and economic development, and coordinate major issues related to employment, income distribution, and social security.


(11) Promote the implementation of the sustainable development strategy. Be responsible for the comprehensive coordination of ecological civilization construction; organize the formulation of plans and policies for ecological civilization construction, circular economic development, and the conservation and comprehensive utilization of energy and resources across society, and coordinate their implementation; Participate in the compilation of plans for ecological construction and environmental protection, coordinate major issues related to ecological construction, energy and resource conservation, and comprehensive utilization, and jointly propose policy measures to establish and improve the ecological compensation mechanism; implement the energy conservation review system for fixed-asset investment projects, and coordinate the promotion of the development of the energy conservation and environmental protection industry, energy conservation management of key energy-consuming units, clean production, and energy conservation supervision and enforcement. Undertake the daily work of the State Council Leading Group Office for Promoting the Development of the Yangtze River Economic Belt.


(12) Research and formulate comprehensive transportation (highway, aviation, railway,


postal) development plans for the entire prefecture, plan the layout of major comprehensive transportation projects, coordinate major issues, and propose relevant policy recommendations; implement the State Council and Central Military Commission's policies on deepening low-altitude airspace policies, and organize and promote the compilation, reporting, and coordination of major comprehensive transportation projects.


(13) Study the relationship between national economic mobilization and national economic and defense construction; formulate strategies and plans to promote the coordinated development of economic construction and defense construction; organize the compilation of national economic mobilization plans and programs; coordinate major issues; and implement national economic mobilization-related work.


(14) Implement price adjustment reform plans; formulate and implement price and fee policies; manage the prices of goods and services listed for management by the state, province, and prefecture; Conduct cost audits for government-set prices; monitor and predict prices of important commodities and services; conduct surveys on the production costs of agricultural products; and conduct price certification work.


(15) Take the lead in promoting supply-side structural reforms; and carry out relevant work related to ecological civilization construction in accordance with responsibilities.


(16) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for promoting innovation-driven development; Be responsible for work safety and fire safety in this department and industry sector; Carry out work related to big data development and application and government data resource management in accordance with regulations, and promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(17) Undertake other tasks assigned by the State People's Government and the Provincial Development and Reform Commission.


(18) Adjustments to responsibilities.


1. Transfer the State Development and Reform Commission's responsibility for organizing and compiling the main functional area plan to the State Natural Resources Bureau.


2. Transfer the State Development and Reform Commission's responsibilities for the management of agricultural investment projects to the State Agriculture and Rural Affairs Bureau.


3. Transfer the State Development and Reform Commission's responsibilities for climate change response and emissions reduction to the State Ecology and Environment Bureau.


4. Transfer the State Development and Reform Commission's and its affiliated institutions' responsibilities for major project audits to the State Audit Bureau.


5. Transfer the State Development and Reform Commission's and its affiliated institutions' responsibilities for price supervision and anti-monopoly enforcement to the State Market Regulation Bureau.


6. Transfer the State Development and Reform Commission's responsibilities for the management of drug and medical service prices to the State Medical Insurance Bureau.


7. Transfer the grain management responsibilities of the former State Commerce Bureau (State Grain Bureau) to the State Development and Reform Commission.


8. Transfer the administrative functions of the State Civil Aviation Administration to the State Development and Reform Commission.


9. Add the responsibilities of “taking the lead in promoting supply-side structural reforms; performing relevant work related to ecological civilization construction in accordance with responsibilities.”


10. Add the responsibilities of “combining departmental responsibilities to do related work on military-civilian integration and poverty alleviation; increasing investment in science and technology, improving scientific and technological innovation capabilities, and providing guarantees for promoting innovation-driven development; being responsible for work safety and fire safety in this department and industry; and doing related work on big data development and application and government data resource management in accordance with regulations, and promoting the standardized management, sharing, and opening of departmental government data resources in accordance with the law.”


11. The administrative functions previously undertaken by the subordinate public institutions of the State Development and Reform Commission shall be transferred back to the commission's headquarters. The State Major Project Inspection Special Envoy Office, the State Key Project Leading Group Office, and the State Rail Transit Construction Office, which were previously established as public institutions, shall be abolished. Matters related to name changes and other institutional restructuring shall be addressed separately.


(19) Other Matters


In consultation with relevant departments, coordinate the review and reporting of energy investment projects to the Provincial Development and Reform Commission and the Provincial Energy Bureau for approval and filing.
