Science and Technology Bureau of Qiandongnan Prefecture

1. Formulate policies and measures to drive development through scientific and technological innovation, as well as plans and policies for scientific and technological development and the introduction of foreign expertise, and organize their implementation.

2. Coordinate the construction of the state's innovation system and scientific and technological system reform, work with relevant departments to improve the incentive mechanism for technological innovation, optimize the construction of the scientific research system, guide the reform and development of scientific research institutions, promote the construction of enterprise scientific and technological innovation capabilities, and advance the construction of a major scientific and technological decision-making consultation system.

3. Take the lead in establishing a unified scientific and technological management platform and a coordination, evaluation, and supervision mechanism for scientific research project funds; collaborate with relevant departments to propose policy measures for optimizing the allocation of science and technology resources, promote the construction of a diversified science and technology investment system, coordinate the management of state-level fiscal science and technology programs (special projects, funds, etc.), and supervise their implementation.

4. Formulate plans and policies for basic research and organize their implementation; coordinate basic research and applied basic research; formulate plans for the construction of science and technology innovation bases and supervise their implementation; participate in the formulation of plans for the construction of science and technology infrastructure and supervise their implementation; promote the construction of research and development conditions and the open sharing of science and technology resources.

5. Be responsible for the aggregation, management, application, and open sharing of scientific data throughout the state.

6. Compile state-level science and technology project plans and supervise their implementation; coordinate the research and development and innovation of key common technologies, frontier leading technologies, modern engineering technologies, and disruptive technologies; take the lead in organizing major technological breakthroughs and demonstration applications of achievements; and coordinate participation in large-scale scientific programs and scientific engineering projects.

7. Organize the formulation of plans, policies, and measures for the development and industrialization of high-tech industries, and the promotion of science and technology for agricultural, rural, and social development; conduct technical development needs analysis in key areas, propose key tasks, and oversee their implementation.

8. Lead the construction of a technology transfer system, formulate policies and measures for the transfer and conversion of scientific and technological achievements and the promotion of industry-academia-research collaboration, and oversee their implementation; guide the development of science and technology service industries, technology markets, and science and technology intermediary organizations.

9. Coordinate the construction of regional science and technology innovation systems, guide regional innovation development, the rational layout of science and technology resources, and the construction of collaborative innovation capabilities, and promote the construction of science and technology parks.

10. Be responsible for the construction of science and technology supervision and evaluation systems and related science and technology assessment management, organize and implement reforms of science and technology evaluation mechanisms, and promote scientific research integrity; implement innovation surveys and science and technology reporting systems, and guide science and technology confidentiality work throughout the prefecture.

11. Formulate plans, policies, and measures for international science and technology exchanges and open cooperation in innovation capabilities; organize and implement science and technology cooperation and science and technology talent exchanges; guide relevant departments and counties (cities) in international science and technology cooperation and science and technology talent exchanges.

12. Be responsible for the introduction of foreign expertise. Formulate overall plans and schedules for the introduction of key foreign experts and organize their implementation; establish mechanisms for attracting and gathering foreign experts and teams, as well as mechanisms for contacting and serving key foreign experts; Draft overall plans, policies, and annual plans for overseas training and supervise their implementation; handle matters related to foreign nationals working in China in accordance with regulations.

13. Work with relevant departments to draft plans and policies for science and technology talent team building, establish and improve science and technology talent evaluation and incentive mechanisms, organize and implement science and technology talent programs, and promote the construction of high-level science and technology innovation talent teams; draft plans and policies for science popularization and science communication and promotion.

14. Be responsible for the organization and recommendation of science and technology awards, and undertake the daily work of the State Science and Technology Innovation Work Leading Group Office.

15. In conjunction with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation, and other work; be responsible for work safety and fire safety in the industry field. In accordance with regulations, do a good job in the development and application of big data and the management of government data resources, and promote the standardized management, sharing, and opening of departmental government resources in accordance with the law.

16. Complete other tasks assigned by the State Party Committee, State Government, and Provincial Science and Technology Department.
