(1) Implement the Party and state's education policies, laws, and regulations; formulate the state's education development plan and guide, coordinate, and supervise its implementation; draft local education regulations and related implementation opinions on education work.
(2) Strengthen the centralized management of basic education across the state. Consolidate and improve nine-year compulsory education, with a focus on rural education, to promote balanced development of compulsory education, further tilt public education resources toward rural areas, and advance educational equity. Coordinate the development of preschool and high school education, improve the quality and standards of education, and achieve universal access to preschool and high school education; implement the certification of academic performance for transfers between provincial ordinary high schools and the verification of ordinary high school graduation certificates.
(3) Fully implement quality education, practice the core socialist values, strengthen moral, legal, physical education, arts, health, and national defense education in schools, promote campus culture construction, strengthen quality monitoring, and improve the level of education development.
(4) Deeply advance comprehensive education reform, establish an education system that adapts to socio-economic development and public needs, and promote the construction of a modern education system.
(5) Vigorous develop vocational education, advance the construction of a modern vocational education system, adhere to employment-oriented principles, deepen vocational education reform, improve the quality and standards of vocational schools, actively promote institutional and mechanistic innovation in vocational education, and further enhance the vitality of vocational education development; implement the verification and authentication of graduation certificates for secondary vocational schools.
(6) Be responsible for the overall management of education funds within this department, participate in the formulation of policies on the procurement of education funds, education allocations, and education infrastructure investment, supervise the procurement and use of education funds throughout the prefecture, manage domestic and international education aid and loans to our prefecture, and be responsible for the statistics, analysis, and publication of basic education information.

(8) Strengthen the overall planning, comprehensive coordination, and guidance of private education, implement policies and measures to promote the development of private education, standardize the order of schooling, and promote the healthy development of private education. (9) Plan and guide the Party building, ideological and moral construction, and united front work of the education system throughout the prefecture, and guide the construction of the cadre team of higher education institutions.
(10) Coordinate and guide the management of teacher-related work across the state, implement the teacher qualification system, conduct qualification recognition for senior high school teachers, and oversee the qualification recognition for teachers at ordinary high schools, secondary vocational schools, and secondary vocational school internship guidance teachers. Coordinate the planning and development of talent teams and principal teams within the education system.
(11) Oversee the enrollment examinations and academic record management for ordinary high schools and secondary vocational schools, formulate enrollment plans for state-owned secondary professional schools, and guide higher education institutions in conducting employment and entrepreneurship programs for college students.
(12) Be responsible for graduate entrance examinations in the field of national education in the prefecture; general and adult admission examinations and related work; be responsible for the administration of higher education self-study examinations, examination records, and the application and issuance of academic certificates; undertake the registration, examination, grading, and admission of secondary vocational school students throughout the prefecture. Responsible for the management of financial aid for primary and secondary schools, secondary vocational schools, and higher education institutions across the state; overseeing and guiding the management of student financial aid institutions at the county and city levels; supervising the use of student financial aid funds; organizing, coordinating, guiding, managing, inspecting, and supervising the operations of student credit-based educational loans across the state; reviewing and statistics on student credit-based educational loan operations at the county and city levels.
(13) Organizing and guiding international cooperation and exchanges in the field of education.
(14) Undertake the specific work of the State Government Education Supervision Office and the State Language and Character Work Committee.
(15) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.
(16) Undertake other tasks assigned by the State Party Committee, the State Government, and the Provincial Department of Education.
