Civil Affairs Bureau of Qiandongnan Prefecture Functional Information

(1) Implement and enforce national laws, regulations, and policies related to civil affairs; assist in drafting local regulations and rules on civil affairs, formulate development plans, annual plans, policies, and standards for civil affairs across the prefecture, and organize their implementation.


(2) Formulate registration and supervision management measures for social organizations such as social groups and social service institutions across the prefecture, and organize their implementation; legally register and manage social organizations and conduct enforcement supervision.


(3) Formulate social assistance policies and standards for the entire prefecture, coordinate the construction of an urban-rural social assistance system, and be responsible for urban and rural residents' minimum living allowance, assistance and support for persons in extreme poverty, temporary assistance, and assistance for homeless beggars. Coordinate the identification, monitoring, and routine assistance and support work for low-income families and their members across the prefecture.


(4) Formulate policies for the management of administrative divisions, administrative boundaries, and place names throughout the prefecture and organize their implementation. Lead the review of the establishment, naming, alteration, and relocation of government seats for administrative divisions at the township level and above within the prefecture, in accordance with management authority. Be responsible for the management of administrative boundaries throughout the prefecture, the unified supervision and management of place names, and the review of the naming and renaming of important natural geographical entities within the prefecture, in accordance with management authority.


(5) Formulate and implement policies on marriage management throughout the prefecture, oversee marriage registration management, and promote marriage customs reform.


(6) Formulate and implement policies and service standards on funeral management throughout the prefecture, oversee funeral management, and promote funeral reform.


(7) Formulate policies and measures to protect the rights and interests of persons with disabilities throughout the prefecture, and coordinate the development of welfare systems for persons with disabilities and the rehabilitation and assistive device industry.


(8) Undertake the specific work of the State Working Committee on Aging. Organize the formulation and coordination of the implementation of policies and measures to actively respond to population aging. Guide and coordinate the protection of the rights and interests of the elderly throughout the state. Organize the formulation and implementation of policies and measures for the social participation of the elderly.


(9) Organize the formulation and coordination of the implementation of policies and measures to promote the development of the elderly care industry throughout the state. Coordinate, supervise, and manage elderly care services throughout the prefecture. Draft plans, policies, and standards for the construction of the elderly care service system throughout the prefecture and organize their implementation. Undertake elderly welfare and assistance for elderly individuals with special difficulties.


(10) Draft policies and standards for children's welfare, protection of abandoned children and children without parental care, child adoption, and child protection throughout the prefecture. Establish a care service system for left-behind children in rural areas and a protection system for children in difficult circumstances.


(11) Organize the formulation of policies and measures to promote the development of the charitable sector across the prefecture, conduct supervisory inspections of charitable activities in accordance with the law, guide social donation work, and be responsible for the management of welfare lottery operations across the prefecture.


(12) In conjunction with departmental responsibilities, be responsible for safety production work within this department and industry sector.


(13) Complete other tasks assigned by the State Party Committee, State Government, and Provincial Department of Civil Affairs.
