The Judicial Bureau of Qiandongnan Prefecture is responsible for implementing the central government's policies and decisions on comprehensively governing the country according to law, as well as the provincial party committee's decisions and plans for comprehensively governing the province according to law and the prefectural party committee's decisions and plans for comprehensively governing the prefecture according to law. In carrying out its duties, it upholds and strengthens the Party's centralized and unified leadership over comprehensively governing the prefecture according to law. Its primary responsibilities include
(1) To formulate measures for the implementation of the Central Committee's decisions and plans on comprehensively advancing law-based governance at the national level and the Provincial Party Committee's decisions and plans on comprehensively advancing law-based governance at the provincial level within the prefecture. To organize and conduct policy research on major issues related to comprehensively advancing law-based governance at the prefectural level, coordinate with relevant parties to propose suggestions for the medium- and long-term planning of comprehensively advancing law-based governance at the prefectural level, and oversee the implementation of the Central Committee's decisions and plans on comprehensively advancing law-based governance at the national level, the Provincial Party Committee's decisions and plans on comprehensively advancing
(2) Undertaking the responsibility of coordinating and planning legislative work. Coordinating with relevant parties to propose suggestions for legislative planning and annual legislative work plans, tracking and understanding the implementation of legislative work plans by various departments, strengthening organizational coordination and supervision and guidance, and researching and proposing opinions and measures to ensure the coordination of legislation with reform decisions. Responsible for soliciting suggestions for the formulation of regulations and rules from the public.
(3) Responsible for drafting or organizing the drafting of government regulations. Conduct legal reviews of draft regulations submitted by various departments to the State Government. Be responsible for legislative coordination.
(4) Handle the interpretation and post-legislative assessment of State Government regulations. Coordinate disputes and issues arising from the implementation of regulations by counties (cities) and departments. Handle the compilation of State Government regulations, organize the translation and review of official foreign-language versions of State Government regulations, and organize the cleanup of regulations.
(5) Assume responsibility for promoting the construction of a rule-of-law government. Guide and supervise the lawful administration of government affairs by all departments of the State Government and local governments at all levels. Be responsible for comprehensive coordination of administrative law enforcement, undertake work related to the reform of the administrative law enforcement system, and promote strict, standardized, fair, and civilized law enforcement. Be responsible for the administrative reconsideration work of the State Government, undertake the handling of administrative reconsideration and administrative litigation cases of the State Government, and guide and supervise administrative reconsideration and administrative litigation work throughout the state. Guide administrative adjudication and administrative compensation work. The State Government Administrative Review Office is located in the State Justice Bureau.
(6) Responsible for reviewing the legality of administrative normative documents issued by the State Government and the State Government Office prior to their issuance. Responsible for the filing and review of administrative normative documents issued by all departments of the State Government and all county (city) governments. Guide the supervision and management of administrative normative documents throughout the state. Organize and carry out the cleanup of normative documents.
(7) Responsible for the legal advisory work of the State Government. Participate in the decision-making and argumentation of major projects of the State Government, and provide legal consultation, legal review, and legal services for major economic and social management activities of the State Government. Handle legal matters involving the State Government as a civil entity. The Legal Advisory Office of the State Government is located within the State Justice Bureau.
(8) Assume responsibility for the overall planning of the construction of a rule-of-law society. Be responsible for drafting plans for rule-of-law publicity and education, organizing and implementing rule-of-law publicity work, and organizing external rule-of-law publicity. Promote people's participation in and promotion of the construction of a rule-of-law society. Guide the work of governing according to law and the creation of a rule-of-law society. Guide mediation work and the selection and management of people's jurors and people's supervisors, and promote the construction of judicial offices.
(9) Be responsible for guiding and managing community correction work. Guide the rehabilitation and resettlement of released prisoners.
(10) Responsible for formulating plans for the construction of a public legal service system and guiding their implementation, and coordinating the layout of legal service resources in urban and rural areas and regions. Guiding and supervising the management of lawyers, legal aid, judicial appraisal, notary services, arbitration, and grassroots legal services.
(11) Responsible for organizing and implementing the national unified legal profession qualification examination throughout the prefecture. Responsible for managing matters related to the national unified legal profession qualification and certificates throughout the prefecture. Responsible for planning and guiding pre-employment training for legal professionals.
(12) Responsible for managing police vehicles within the system, and guiding and supervising financial, equipment, facility, and venue support work within the system.
(13) Planning, coordinating, and guiding work related to the construction of a legal talent team, and guiding and supervising team building within the system. Guiding and managing police work within the judicial administration system, and responsible for police supervision work within the judicial administration system. Assisting counties (cities) in managing judicial bureau leaders. Responsible for relevant cadre management work in accordance with cadre management authority.
(14) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation. Increase investment in science and technology to enhance innovation capabilities and provide support for promoting innovation-driven development. Be responsible for safety production and fire safety work within this department and industry sector. Carry out work related to big data development and application, as well as the management of government data resources in accordance with regulations.
(15) Complete other tasks assigned by the State Party Committee, State Government, and Provincial Department of Justice.
