2. Assume responsibility for the management of all fiscal revenues and expenditures in the prefecture. 5. Within the scope of management authority, draft expenditure standards and policies that require uniform regulations across the state and oversee their implementation. Undertake comprehensive management of state-owned assets of administrative and public institutions, and formulate regulations and systems for state-owned asset management.
6. Review and compile the draft budget and final accounts for state-owned capital operations at the state and state-level, formulate systems and methods for state-owned capital operation budgets, collect state-owned capital income from state-level enterprises, implement enterprise financial systems, participate in the formulation of relevant systems for state-owned asset management, and manage asset appraisal work in accordance with regulations.
7. Handle and supervise the state's fiscal expenditures on economic development, fiscal allocations for central and provincial government-funded investment projects, participate in the formulation of relevant policies for the state's construction investments, formulate financial systems for basic construction, and be responsible for the fiscal management of policy-based subsidies and special reserve funds.
8. Collaborate with relevant departments to manage the state's fiscal expenditures on social security, employment, and healthcare. Collaborate with relevant departments to formulate financial management systems for social security funds (funds) and compile draft budgets and final accounts for social security.
9. Implement national government debt management systems and policies, and prevent and resolve government debt risks. Be responsible for the unified management of government debt. Manage loans (grants) from international financial organizations and foreign governments to the prefecture in accordance with regulations.
10. Implement the national unified accounting system, be responsible for accounting work, supervise and standardize accounting practices, and guide and manage social audits.
11. Supervise and inspect the implementation of fiscal and tax laws and policies, and propose policy recommendations to strengthen fiscal management. Be responsible for the performance evaluation of major expenditures of the state-level fiscal system.
12. Develop an education and training plan for the state-level fiscal system, organize training for financial and accounting personnel on fiscal and accounting business knowledge, and conduct research on major issues in fiscal business.
13. Be responsible for the informatization construction of the state-level fiscal system, strengthen computer network information construction, and provide technical support for fiscal management.
14. In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and industry sector; and handle matters related to big data development and application, as well as the management of government data resources, in accordance with regulations, to promote the standardized management, sharing, and openness of government data resources in accordance with the law.
15. Handle other matters assigned by the State Party Committee, State Government, and Provincial Finance Department.
