Qiandongnan Prefecture Ecological Environment Bureau Functional Information

Main responsibilities of the Qianxinan Prefecture Ecological Environment Bureau:

(1) Fully implement basic ecological environment systems. Work with relevant departments to formulate and implement ecological environment policies and plans for the prefecture; draft local ecological environment laws and regulations. Work with relevant departments to compile and supervise the implementation of ecological environment plans and water function zone divisions for key regions, river basins, and drinking water sources; implement ecological environment protection standards and technical specifications.


(2) Coordinate and supervise major ecological and environmental issues. Lead the investigation and handling of major environmental pollution accidents and ecological destruction incidents; guide and coordinate emergency response and early warning work for sudden ecological and environmental incidents by county (city) governments; lead the implementation of the ecological and environmental damage compensation system; coordinate the resolution of cross-regional environmental pollution disputes; and coordinate ecological and environmental protection work in key regions and waterways across the prefecture.


(3) Supervise and manage the implementation of emission reduction targets across the prefecture. Organize the formulation and supervision of measures to implement total pollutant emission control and the pollutant discharge permit system, determine the pollution capacity of the atmosphere and water, propose the names and control indicators of pollutants subject to total emission control, supervise and inspect the completion of pollutant emission reduction tasks by county (city) governments, and implement the ecological and environmental protection target responsibility system.


(4) Responsible for proposing opinions on the scale and direction of fixed-asset investment in the ecological environment field and the allocation of state-level fiscal special funds. Approve and核准 fixed-asset investment projects within the scope of the plan and annual plan in accordance with prescribed authority, and cooperate with relevant departments to organize implementation and supervision. Participate in guiding and promoting the development of a circular economy and ecological environmental protection industries.


(5) Responsible for the supervision and management of environmental pollution prevention and control. Formulate and implement measures to enforce management systems for the prevention and control of air, water, soil, noise, light, odor, solid waste, chemical, and motor vehicle pollution, and supervise their implementation. Collaborate with relevant departments to supervise and manage the ecological and environmental protection of drinking water sources, organize and guide comprehensive ecological and environmental整治 work in urban and rural areas, and supervise and guide the management of agricultural non-point source pollution. Supervise, manage, and guide regional atmospheric environmental protection work, and organize and implement regional atmospheric pollution prevention and control collaboration mechanisms.


(6) Guide, coordinate, and supervise ecological protection and restoration work. Organize the compilation of ecological protection plans, supervise natural resource development and utilization activities that impact the ecological environment, important ecological environment construction projects, and ecological restoration efforts; implement the ecological environment supervision systems for various types of nature reserves established by the state and enforce relevant regulations. Supervise wildlife protection, wetland ecological environment protection, and desertification prevention efforts. Guide, coordinate, and supervise rural ecological environment protection, supervise the environmental safety of biotechnology, organize and coordinate work related to biological species (including genetic resources) and biodiversity protection, and participate in ecological compensation-related work.


(7) Be responsible for the supervision and management of nuclear and radiation safety. Implement national policies, plans, and standards, participate in emergency response to nuclear accidents, and be responsible for emergency response to radiation environmental accidents; supervise and manage the safety of radiation sources in accordance with responsibilities, and supervise and manage pollution prevention and control in nuclear technology applications, electromagnetic radiation, and the development and utilization of radioactive mineral resources.


(8) Responsible for the supervision and management of ecological and environmental access. On behalf of the state government, conduct environmental impact assessments for major economic and technical policies, development plans, and major economic development projects. Undertake environmental impact assessment-related work for major development regions, plans, and projects in accordance with regulations. Implement the ecological and environmental access list promulgated by the state and province.


(9) Responsible for ecological and environmental monitoring work. Formulate and implement measures to enforce environmental monitoring systems, standards, and norms, and supervise their implementation. Coordinate with relevant departments to uniformly plan the setup of environmental quality monitoring stations, organize and implement environmental quality monitoring, pollution source supervisory monitoring, greenhouse gas emission reduction monitoring, and emergency monitoring; organize investigations, evaluations, and early warnings of environmental quality conditions; organize the construction and management of environmental monitoring networks and environmental information networks; and promote the development of environmental big data. Implement an environmental quality announcement system and uniformly release comprehensive environmental reports and major environmental information for the entire prefecture.


(10) Responsible for climate change response work. Organize the formulation of measures to implement major strategies, plans, and policies for climate change response and greenhouse gas emissions reduction, and coordinate climate change response-related work.


(11) Uniformly responsible for ecological and environmental supervision and enforcement. Organize and conduct ecological and environmental protection enforcement inspections throughout the prefecture, and investigate and handle ecological and environmental violations. Strengthen the construction and operational work of the ecological and environmental protection comprehensive enforcement team throughout the prefecture.


(12) Organize, guide, and coordinate ecological and environmental protection publicity and education work throughout the prefecture, formulate and implement ecological and environmental protection publicity and education guidelines, and promote the participation of social organizations and the public in ecological and environmental protection. Conduct ecological and environmental science and technology work, organize ecological and environmental scientific research and technological engineering demonstrations, and promote the construction of an ecological and environmental technology management system.


(13) Conduct international cooperation and exchanges in ecological and environmental protection, and participate in the handling of foreign-related ecological and environmental protection affairs.


(14) Combine departmental responsibilities to carry out relevant work such as military-civilian integration and poverty alleviation. Increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide guarantees for promoting innovation-driven development; be responsible for the work of production safety and fire safety in this department and industry, and carry out relevant work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardized management, sharing, and opening of government data resources in accordance with the law.


(15) Complete other tasks assigned by the prefectural party committee, prefectural government, and provincial ecological environment department.


(16) Adjustments to responsibilities.


1. Transfer the responsibilities of the State Environmental Protection Bureau, as well as the responsibilities of the State Development and Reform Commission for responding to climate change and emissions reduction, the State Land and Resources Bureau for supervising and preventing groundwater pollution, the State Water Affairs Bureau for compiling water functional zone plans, managing sewage discharge outlets, and protecting river basin water environments, and the State Agricultural Commission for supervising and guiding the control of agricultural non-point source pollution, to the State Environmental Protection Bureau.


2. The existing environmental protection permit functions of county-level ecological and environmental departments shall be transferred to the State Ecological and Environmental Bureau.


3. The subordinate public institutions of the State Environmental Protection Bureau shall be adjusted to be managed by the State Ecological and Environmental Bureau; the administrative functions undertaken by the subordinate public institutions of the State Ecological and Environmental Bureau shall be收回 to the bureau's headquarters. Matters related to name changes and other institutional reforms shall be separately stipulated.


4. The subordinate public institutions of the environmental protection bureaus of each county (city) shall be adjusted to be managed by the county (city) branches of the State Ecological and Environmental Bureau; Administrative functions previously carried out by public institutions affiliated with the county (city) branches of the State Environmental Protection Bureau shall be transferred back to the respective branches. Matters related to name changes and other institutional restructuring issues shall be addressed separately.


5. Each county (city) shall integrate its environmental protection responsibilities and establish branches of the State Environmental Protection Bureau in Kaili, Danzhai, Majiang, Huangping, Shibing, Zhenyuan, Cengong, Sansui, Tianzhu, Jinping, Liping, Congjiang, Rongjiang, Leishan, Taijiang, and Jianhe County Branches of the State Ecological Environment Bureau as its派出机构 (dispatch agencies), and the environmental protection bureaus of each county (city) shall no longer be retained.


(17) Functional transformation.


The State Ecological Environment Bureau shall uniformly exercise regulatory and administrative enforcement responsibilities for ecological and urban-rural pollution emissions, fulfill its regulatory responsibilities, and fully implement the air, water, and soil pollution: comprehensively banning the import of foreign waste; establishing an ecological and environmental governance system led by the government, with enterprises as the main body, and with the participation of social organizations and the public; implementing the strictest ecological and environmental protection system; strictly adhering to ecological protection red lines and environmental quality bottom lines; resolutely waging the battle against pollution prevention and control; ensuring ecological security; and building a prosperous and ecologically beautiful Greater Qiandongnan.
